MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA
August 17, 2004
The Regular Meeting of the City Council of the City of National City was
called to order at 6:07 p.m. by Mayor Nick Inzunza.
ROLL CALL
Councilmembers present: Inzunza, Morrison, Natividad, Parra, Ungab.
Administrative officials present: Condon, Dalla, Eiser, Gonzales, Hodges,
Kirkpatrick, Morse, Pauu, Post, Trees, Zapata.
Others present: Veronica Cuevas and Kelly Lam, Student Council
representatives.
PUBLIC ORAL COMMUNICATIONS
Robert Dominguez, National City, invited all candidates for the Municipal
Election to an open forum to be held on October 3rd. Flyers will be
forthcoming.
Michael Huesca, National City, appeared on behalf of himself and the
National City Business Coalition to thank the Council and ask the public to
support the Council in moving the City forward.
PRESENTATION
PERSONNEL RECOGNITION / APPRECIATION ADM (604-2-1)
Employee of the Month Program — Debbie Lunt, Purchasing Clerk, was
recognized as Employee of the Month for August 2004.
PRESENTATION (102-14-2)
Presentation by Drug Free Marshall Ambassadors.
Ana Luisa Corrigan, representing the Drug Free Marshall Ambassadors,
administered the drug free oath and presented badges to the Mayor and
Council.

Presentation by Dan McAllister, San Diego County Treasurer Tax Collector
— The New Design of the County's Property Tax Bills.
County Treasurer Dan McAllister displayed and explained proposed
improvements to the design and layout of property tax bills.
Item No. 20, under Mayor and City Council, was taken up next.

COMMUNITY PROMOTION (102-1-3)
20. Resolution No. 2004-165: SUPPORTING THE REPEAL OF THE
NORTH COUNTY RECYCLED SOLID WASTE DISPOSAL
INITIATIVE (PROPOSITION C) ADOPTED IN 1994. (Council
initiated)
RECOMMENDATION: None.
TESTIMONY: Lenore Valterno, Environmental Director for the
Pala Band of Indians, gave a presentation, responded to
questions, and urged the Council to adopt the Resolution.
ACTION: Motion by Natividad, seconded by Parra, to
approve the Resolution. Carried by the following vote, to -wit:
Ayes: Inzunza, Natividad, Parra, Ungab. Nays: Morrison.
Absent: None. Abstain: None.
CONSENT CALENDAR
ADOPTION OF CONSENT CALENDAR. Item No. 1 (Approval of the
Minutes), Item No. 2 (NCMC), Item Nos. 3 through 6 (Resolution Nos.
2004-158 through 2004-161), Item Nos. 4 and 5 (Warrants), and Item Nos.
9, 10 and 11 (Notices of Decision). Motion by Natividad, seconded by
Morrison, Item No. 3 be pulled, and the remainder of the Consent Calendar
be approved. Carried by unanimous vote.
APPROVAL OF MINUTES
1. Approval of the minutes of the Regular Meeting of July 20, 2004 and
August 3, 2004.

3. Resolution No. 2004-158: CONSENTING TO AND CALLING FOR
A JOINT PUBLIC HEARING OF THE COMMUNITY
DEVELOPMENT COMMISSION AND CITY COUNCIL ON THE
PROPOSED 2004 AMENDMENT TO THE REDEVELOPMENT
PLAN FOR THE NATIONAL CITY REDEVELOPMENT PROJECT
TO EXTEND THE AUTHORITY TO USE EMINENT DOMAIN.

RECOMMENDATION: Approve the Resolution.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Parra, to approve
the Resolution with a change in the time of the hearing to 6:00
p.m. Carried by unanimous vote.

4. Resolution No. 2004-159: AUTHORIZING THE DIRECTOR OF
PUBLIC WORKS / ENGINEERING TO ESTABLISH RED "NO
PARKING — FIRE LANE" ZONE ON THE NORTH SIDE OF THE
1800 BLOCK OF 9TH STREET (TSC ITEM NO. 2004-34) DUE TO
FIRE ACCESS CONCERNS. (Public Works/Engineering)

RECOMMENDATION: Continue item to September 21, 2004 in
order for the applicant to correct outstanding code issues.
TESTIMONY: Alberto Reyes, National City, spoke in
opposition to the Planned Development Permit.
Felipe Ruelas, National City, the applicant, responded to
questions and requested that staff inspect his property and
that of Mr. Reyes.
ACTION: Motion by Inzunza, seconded by Natividad, to
continue the hearing to September 21, 2004. Carried by
unanimous vote.
ORDINANCES FOR ADOPTION
NATIONAL CITY MUNICIPAL CODE (506-2-19)
13. "AN ORDINANCE OF THE CITY COUNCIL AMENDING THE
GENERAL PLAN, HOUSING ELEMENT, AND TITLE 18 OF THE
MUNICIPAL CODE REGARDING HIGHER DENSITY
RESIDENTIAL DEVELOPMENT IN TOURIST, GENERAL, MEDIUM
AND HEAVY COMMERCIAL ZONES AND RELATED
DEVELOPMENT STANDARDS. (APPLICANT: BAY CANYON

CONTRACT (C2004-39)
14. Resolution No. 2004-162: AWARDING A CONTRACT IN THE
AMOUNT OF $138,020 TO PORTILLO CONCRETE, INC. FOR THE
NATIONAL CITY ALLEY IMPROVEMENTS PROJECT, FY 03-04,
WHICH INCLUDES THREE ALLEY SECTIONS WITHIN NATIONAL
CITY. (Public Works/Engineering)
RECOMMENDATION: Approve the Resolution.
TESTIMONY: None.
ACTION: Motion by Natividad, seconded by Morrison, to
adopt the Resolution. Carried by unanimous vote.
CONTRACT (C2004-40)
15. Resolution No. 2004-163: AWARDING A CONTRACT IN THE
AMOUNT OF $1,023,439.77 TO FRANK & SON PAVING FOR THE
NATIONAL CITY STREET RESURFACING PROJECT, FY 03-04,
WHICH INCLUDES THE REPAIR AND/OR REPLACEMENT OF
VARIOUS STREET SECTIONS THROUGHOUT NATIONAL CITY.

RECOMMENDATION: Approve the Resolution.
TESTIMONY: None.
ACTION: Motion by Ungab, seconded by Parra, to adopt the
Resolution. Carried by unanimous vote.
PERSONNEL NEW AND RECLASS (604-1-1)
16. Resolution No. 2004-164: ESTABLISHING THE CLASSIFICATION
FOR COMMUNITY SERVICES DIRECTOR AND THE SALARY
RANGE FOR THAT CLASSIFICATION. (Human Resources)
RECOMMENDATION: Approve the Resolution.
TESTIMONY: Following the vote, Leslie Deese, newly
appointed Community Services Director, expressed her
gratitude for the support and opportunity, and committed to
giving 110% effort on behalf of the City.
ACTION: Motion by Inzunza, seconded by Natividad, to adopt
the Resolution. Carried by unanimous vote.

TEMPORARY USE PERMITS 2004 (203-1-20)
17. SUBJECT: Temporary Use Permit — National City Chamber of
Commerce — Safety Fair — (Saturday, October 2, 2004 — 10:00 a.m.-
2:00 p.m.) (Building & Safety)
RECOMMENDATION: Approve the Application for a Temporary
Use Permit subject to compliance with all conditions of approval.
TESTIMONY: None.
ACTION: Motion by Morrison, seconded by Natividad, to
approve staff's recommendation. Carried by unanimous vote.

18. SUBJECT: Temporary Use Permit — Pinery Christmas Trees, Inc. —
Pumpkin Station (October 1 through October 31, 2004 — 10:00 a.m.-

RECOMMENDATION: Approve the Application for a Temporary
Use Permit subject to compliance with all conditions of approval.

19. SUBJECT: Report to Council regarding Outcome of Surplus
Property Donation to Local Non -Profit 501c3 Agencies, on 7/20/04.

STAFF
Steve Kirkpatrick, Acting City Engineer / Public Works Director, reminded
everyone about the `topping out ceremony' planned for the New City
Library on August 21, 2004.

20. Resolution No. 2004-165: SUPPORTING THE REPEAL OF THE

ACTION: This item was taken up earlier in the meeting.
Councilman Natividad reported on preliminary plans to create a community
parade event in place of the former Maytime Band Review Parade.
Councilman Natividad also requested that the Police Chief encourage
police officers to drive through the west side neighborhood when going to
and from the police station so that residents will feel more secure.
Vice Mayor Parra acknowledged the efforts of the Building and Safety
Department for their fine work in conjunction with the recent neighborhood
clean-up and offered a special `thank you' to the Navy volunteers for their
invaluable contribution. Mr. Parra also commented on the favorable
impression he had from the Police Chief's attendance at an immigrants'
rights meeting.
Councilman Morrison reiterated the favorable comments made by Vice
Mayor Parra about the recent neighborhood clean-up. Mr. Morrison
reminded everyone about the upcoming Taste of National City event on
August 26th
Councilman Ungab reported that Sweetwater High School needs financial
help for sports equipment for the football team. Mr. Ungab also
encouraged interested businesses, residents and alumni of Sweetwater to
participate in the proposed redevelopment of Sweetwater athletic fields
into a state-of-the-art facility.
ADJOURNMENT
The meeting was adjourned in honor of San Diego City Councilman
Charles Lewis who recently passed away.
The Next Regular City Council Meeting will be held on Tuesday,
September 7, 2004, at 6:00 p.m., Council Chambers, Civic Center.
The meeting closed at 7:36 p.m.
