HomeMy WebLinkAbout2005 01-11 CC ADJ MINBook 87/Page 9A 1 /11 /05 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA January 11, 2005 The Adjourned Regular Meeting of the City Council of the City of National City was called to order at 6:00 p.m. by Vice Mayor Morrison. ROLL CALL Councilmembers present: Morrison, Natividad, Parra, Zarate. Councilmembers absent: Inzunza. Administrative officials present: Condon, Dalla, Deese, Diaz, Dunn, Eiser, Kirkpatrick, Martinez, Morse, Post, Saucedo, Trees, Wurbs, Zapata. Other Officials present: City Treasurer George Hood. PUBLIC ORAL COMMUNICATIONS — None. 1. Discussion of user fee and impact fee studies. (Building and Safety) This item is scheduled to review the analysis of user fees and impact fees that was developed by Maximus for the City of National City. Kathleen Trees, Building and Safety Director, reported that for the past year her department, working with consultants Maximus and Tischler and Associates, has undertaken a detailed study of city user fees and development impact fees. Richard Pearl, Senior Vice President, Maximus, reviewed the methodology that was used to evaluate and determine costs and recommended fees and presented the results of the User Fee Study. Mr. Pearl explained that full cost recovery for services is not the norm and that, at present, National City currently provides a $473,000 annual subsidy for such services. Paul Tischler, from Tischler and Associates, explained Impact Fees, the methodology and legal requirements for charging such fees and reviewed the proposed fee schedule. According to Mr. Tischler, unlike user fees, full cost recovery is common for impact fees. The City Council asked questions of the consultants and staff. Book 87/Page 9B 1 /11 /05 Following discussion, the general consensus was that 100 per cent cost recovery was preferred for development impact fees with special consideration for residents; a two tiered recreation program fee schedule was suggested with resident fees at 25 per cent of cost, non-residents 100 per cent, and seniors and children free; and that planning fees be evaluated where practical for residents and non-residents. The matter was referred back to staff. There was no vote. 2. Improving the Plan Review & Permitting Processes. (Engineering) A progress report will be provided on process improvements related to plan review and permitting. Stephen Kirkpatrick, City Engineer, made a presentation to the Council on the internal evaluation and review process that was completed by the Engineering Department and the resulting steps taken to improve service provided. ADJOURNMENT Motion by Zarate, seconded by Parra, the meeting be adjourned to the Next Regular City Council Meeting to be held on Tuesday, January 18, 2005, at 6:00 p.m., Council Chambers, Civic Center. Carried by unanimous vote. Absent: Inzunza. The meeting closed at 7:25 p.m. The foregoing minutes were approved at the Regular Meeting of March 15, 2005.
