Home My WebLink About2005 02-15 CC ADJ MINBook 87/Page 27C 2/15/05 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA February 15, 2005 The Adjourned Regular Meeting of the City Council of the City of National City was called to order at 4:07 p.m. by Vice Mayor Morrison. ROLL CALL Councilmembers present: Morrison, Natividad, Parra, Zarate, Inzunza (arrived 4:20 p.m.) Administrative officials present: Della, Eiser, Post, Wurbs. PUBLIC ORAL COMMUNICATIONS — None. 1. Ethics Code. City Attorney George Eiser provided a general overview of traditional Ethics Code formats that can be either Rule Based or Value Based. According to Mr. Eiser, a local Ethics Code could reflect California State Law in summary form. Mr. Eiser distributed a copy of the City of Chula Vista Municipal Code section dealing with establishment of their Ethics Code. There was discussion about the need for an Ethics Code and the most desirable components that should be included if such a Code were adopted. ACTION: Motion by Inzunza, seconded by Parra, that staff come back with a proposed Ethics Code that reflects State law in summary form and incorporates some of the features of the Chula Vista Code. Carried by the following vote, to -wit: Ayes: Inzunza, Morrison, Parra, Zarate. Nays: Natividad. Absent: None. Abstain: None. 2. Contribution Limits There was discussion about whether there is a need for local campaign contribution limits in National City, what form such limits should take, and whom they would apply to. ACTION: Motion by Natividad, seconded by Zarate, to have the Attorney look into working on a scaled approach and to come back to us. Carried by the following vote, to -wit: Ayes: Inzunza, Morrison, Natividad, Zarate. Nays: Parra. Absent: None. Abstain: None. Book 87/Page 27D 2/15/05 ADJOURNMENT The meeting was adjourned to the Next Regular City Council Meeting to be held on Tuesday, February 15, 2005, at 6:00 p.m., Council Chambers, Civic Center.
