MINUTES OF THE SPECIAL MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA
May 10, 2005
The Special Meeting of the City Council of the City of National City was
called to order at 9:33 a.m. by Mayor Inzunza.
ROLL CALL
Councilmembers present: Inzunza, Morrison, Natividad, Parra, Zarate.
Administrative officials present: Dalla, Deese, Eiser, Lopez, Post, Wurbs,
Zapata.
Others present: CDC Executive Director Martinez.
BUSINESS
1. City Council to Consider Potential Sites for Relocation of the
Community Youth Athletic Center (CYAC).
TESTIMONY: Victor Nunez, representing CYAC, expressed support
for the need to continue and help relocate the program and facilities.
Mr. Nunez suggested a state-of-the-art facility at or near the city
park.
Angela Robles -Boyd, Chula Vista, spoke in support of the CYAC.
Dania) Hernandez, San Diego, spoke in support of the CYAC.
Dr. Gerald Farrow, San Marcos, spoke in support of the CYAC.
Carmello Trinidad, a youth member of CYAC, spoke in support.
Carlos Barragon Sr., and Carlos Barragon Jr., founders of the
CYAC, spoke in support of the program and the need for assistance
to relocate.
William Parks, a property owner in National City, offered a possible
site for relocation.
Rita Heuss, National City, spoke in support of the CYAC.
Alfonso Hernandez, National City spoke in support.
Laura Vargas, spoke on behalf of her husband, Jose Vargas, and
expressed support for the CYAC program and the good that it has
done.
David Sulivan, a police officer and former participant with the Junior
Robles boxing program, spoke in support of CYAC.
Gabrial Garcia, a youth member of CYAC, spoke in support of the
program.

Clamente Casillas, President of CYAC, spoke in support of the
program and the importance of finding a suitable new location.
Charles Lopez, a volunteer with CYAC, spoke in support of the
program.
ACTION: Motion by Natividad, seconded by Parra, to set up a
committee and direct staff to come back in 60 days with
perminant and interium alternatives for relocating the CYAC
facility. Mayor Inzunza requested that the committee include
Public Works, Engineering, Community Development
Commission Executive Director and Finance, City Manager,
Mayor Inzunza, Councilman Natividad and representatives
from CYAC. Motion carried by unanimous vote.
ADJOURNMENT
The meeting was adjourned to the next Regular City Council Meeting to be
held on Tuesday, May 17, 2005, at 6:00 p.m., Council Chambers, Civic
Center.
The meeting closed at 10:45 a.m.
