HomeMy WebLinkAbout2006 12-12 CC MINBook 88/Page 222 12/12/06 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL OF NATIONAL CITY, CALIFORNIA December 12, 2006 The Adjourned Regular Meeting of the City Council of National City was called to order at 6:05 p.m. by Mayor Morrison. ROLL CALL Council / Commission members present: Morrison, Natividad, Parra, Zarate. Council / Commission members absent: None. Administrative officials present: Condon, Dalla, Deese, Eiser, Kirkpatrick, Post, Wurbs, Zapata. NEW BUSINESS 1. SUBJECT: Interview of Applicants to Fill a Vacancy on the City Council. Mayor Morrison explained that all nine applicants who submitted the required paperwork for the vacant seat on the City Council would participate in the interview phase of the selection process pending verification of their nomination papers. Each applicant would be allowed a 2 minute opening statement and then be asked to respond to a series of 12 questions. Responses to the questions would be limited to 1 minute each. Mayor Morrison said names would be drawn at random and applicants would be called forward as their name was drawn. The following applicants appeared in the order listed; made opening comments and responded to questions. Sue Jarrett Ditas Yamane Flaviano Abalos Jr. Alejandra Sotelo-Solis Fideles Ungab Ruble Mitchel Beauchamp Cecilia Kirk Alma Sarmiento Graham Alfonso Hernandez A recess was called at 8:05 p.m. Book 88/Page 223 12/12/06 The meeting reconvened at 8:13 p.m. All members were present. PUBLIC ORAL COMMUNICATION Bert Andrade, National City, spoke in support of the appointment of Ditas Yamane to the City Council. Michael Santos, spoke in support of the appointment of a qualified Filipino - American to the City Council. Patti Finnegan spoke in support of the appointment of Ditas Yamane. Dr. Estela Matriano read a prepared statement in support of the appointment of Ditas Yamane. (Copy on file in the Office of the City Clerk 102-10-1) Dr. Aurora Cudal spoke in support of the appointment of Ditas Yamane. Edna Concepcion read a prepared statement in opposition to the appointment of Ditas Yamane. (Copy on file in the Office of the City Clerk 102-10-1) Romy Marquez read a prepared statement in support of Alejandra Sotelo- Solis and opposing Ditas Yamane and Fideles Ungab. Julio de Guzman spoke in support of the appointment of Ditas Yamane. Nancy Mendoza, National City, spoke in support of the appointment of Ditas Yamane. Vina Phelps spoke in support of Flaviano Abalos and Alejandra Sotelo- Solis. Cecilia Kirk, National City, suggested that if the Council could not make a decision on an appointment that an election should be held. MAYOR AND CITY COUNCIL Council Member Natividad expressed concerns about the cost of a special election to fill the City Council vacancy, appreciation for the applicants who all have qualities and abilities to contribute and asked everyone to respect whatever decision the Council makes. Book 88/Page 224 12/12/06 MAYOR AND CITY COUNCIL (cont.) Council Member Parra thanked the applicants and said he was comfortable with an appointment to fill the vacancy. Council Member Zarate said she was impressed with all of the applicants but has an issue with appointing someone from the School Board because she feels it is important for them to complete their elected term. Mayor Morrison assured everyone that there has been no prior discussion by the Council and no decision made about a possible appointment. The Mayor said he favors an appointment rather than an election and thanked the applicants for the work and effort they have put forth. Due to the fact that an appointment could be made at the next meeting, Mayor Morrison stated that all applicants would be provided an agenda packet to help them prepare for the next meeting in the event an appointment is made. ADJOURNMENT The meeting was adjourned to the next Regular City Council Meeting to be held on Tuesday, December 19, 2006 at 6:00 p.m., Council Chambers, Civic Center.
