MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY
COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION OF
NATIONAL CITY, CALIFORNIA
January 30, 2007
The Adjourned Regular Meeting of the City Council and Community
Development Commission of the City of National City was called to order at 6:11
p.m. by Mayor / Chairman Ron Morrison.
ROLL CALL
Council / Commission members present: Morrison, Natividad, Parra, Ungab,
Zarate.
Administrative Officials present: Dalla, Deese, Eiser, Juniel, Kirkpatrick, Post,
Raulston, Rodriguez, Smith, Zapata.
STRATEGIC PLANNING WORKSHOP
City Manager Chris Zapata reviewed and summarized the City Council's past
Strategic Planning efforts and Goals for 2004, 2005 and 2006 and the resulting
business model changes and land use impacts. (See exhibit `A', attached)
CDC Executive Director Brad Raulston provided a brief outline of Strategic
Planning and reviewed the planned monthly series of Strategic Planning
Workshops and their ground rules.
Director Raulston defined and explained key terms and existing market
conditions within National City and provided a detailed status summary of past,
present and future development Projects, Programs and Plans.
PUBLIC ORAL COMMUNICATIONS
Jose Medina, National City, said he was eager to see the West Side Specific
Plan; that attention and resources should go to the west side; amortization
should start soon and a stadium would bring excess traffic.
Fred Puhn, National City, said National City should be a great place where you
can live in peace and safety; that the cloud of Eminent Domain should be
removed and the new sales tax eliminated. Mr. Puhn believed we need to strive
to be prosperous economically, upgrade housing and find a way for those
displaced by redevelopment to share in the profits.

Arturo Solis, National City, said he was Interested in West Side Specific Plan and
that building height should be no more than three stories.
Alfonso Hernandez, National City inquired about commercial uses in the Higher
Education Complex and the 9th and "A" condos and said he believes that the
historical railroad ties should be saved from the Ace Metal site.
Ted Godshalk, National City, said the city needs to continue to attract high
caliber employee; that it is important to use and act upon previous community
input and priorities collected over time and that completion of Paradise Creek
needs to be a focus and goal with a 4-year time line.
Alejandra Sotelo Solis, National City, said that diversified income groups are
important; the city should strive to not displace low income people and that we
need responsible economic development, livable wages, community benefit
agreements, pocket parks, and affordable housing with parking.
Nancy Estolano, National City, said the Downtown Specific Plan is a good idea;
that we need more underground parking and to develop a destination place. Ms
Estolano believed that Chula Vista and National City can work together to beat
out Oceanside for a Chargers' Stadium and that Enterprise Zones should benefit
small businesses.
Toni LoPresti, Environmental Health Coalition, expressed his belief that the
fundamental intent of redevelopment is to enhance the community for existing
residents — not to displace them and that the focus should be on affordable
housing; implementation of the West Side Specific Plan and elimination of toxins.
John Kirk, National City, said the size of the Redevelopment Area should be
reduced; there is a need to provide sufficient parking and that the Storefront
Project does not show the surrounding area which needs a great deal of help.
Sam Inzunza, appearing on behalf of one of the proposed downtown
development projects, said that eminent domain is going to go away; developers
are listening and incorporating what people want into projects and the high cost
of environmental clean-up means developer must be able to make money to pay
for it.

MAYOR AND COUNCIL
Council Member Ungab said it is important that citizens be part of the process
and requested staff explain at the next meeting the advantages to the City of
getting redevelopment tax increment revenue verses property tax.
Council Member Zarate said me must focus on generating revenue and
developing a healthy downtown.
Vice Mayor Parra said the Council has listened to what the people want and the
goals should be improving livability and strong code enforcement for absentee
landlords.
Council Member Natividad believes that people have lost faith in government and
the focus needs to be on cleaning streets, paving alleys and replacing dilapidated
buildings. Mr. Natividad said that City staff has a lot of work to do and he
appreciates their efforts.
Mayor Morrison said many good points were made by the public and Council.
The difficulty is distinguishing between a perfect community (Utopia) and a
balanced community; between wants and needs. Mayor Morrison emphasized
the importance of achieving some major economic home runs for the City.
ADJOURNMENT
It was announced that the next Strategic Planning Workshop would be held on
February 28, 2007, at 6:00 p.m. in the Kimball Senior Center.
The meeting was adjourned to the next Regular City Council and Community
Development Commission Meeting to be held Tuesday, February 6, 2007, at
6:00 p.m., Council Chamber, National City, California.
