MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY
COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION OF THE CITY
OF NATIONAL CITY, CALIFORNIA
April 5, 2007
The Adjourned Regular Meeting of the City Council and Community
Development Commission of the City of National City was called to order at 6:22
p.m. by Mayor / Chairman Ron Morrison.
ROLL CALL
Council / Commission members present: Morrison, Natividad, Parra, Zarate.
Council / Commission members absent: Ungab.
Administrative Officials present: Beard, Campbell, Dalla, Deese, Eiser, Gonzales,
Hodges, Juniel, Kirkpatrick, Limfueco, Lopez, Pe, Post, Raulston, Smith, Soriano,
Zapata.
STRATEGIC PLANNING WORKSHOP
CDC Executive Director Brad Raulston provided an overview of the first and
second Strategic Planning Workshops held on January 30, 2007, and February
28, 2007. Director Raulston indicated that the purpose of today's workshop was
to present and review the Draft Strategic Plan and solicit comments from the
public and City Council.
City Manager Chris Zapata reviewed and summarized the first Strategic Plan
Objective and related Action Plans. CDC Executive Director Raulston then
reviewed and summarized Strategic Plan Objectives two through nine. (See
attached Exhibit "A")

PUBLIC ORAL COMMUNICATIONS
Dukie Valderrama, National City, said that fiscal sustainability should be our
number one goal.
Joyce Brock, National City, asked questions about amortization of businesses.
Sam Woodhouse, San Diego Repertory Theatre, introduced himself and
expressed interest in working with the City.
Tony Bedford, San Diego, related problems business owners are experiencing
because of the uncertainty of eminent domain.
Mike Sunshine, National City, expressed displeasure with the workshop format.
Adam Landa, .National City Municipal Employees Association (MEA), asked that
MEA employees be remembered, treated fairly and with respect.
Suzy Leif, San Diego, spoke about problems developing the Home Depot site.
John Gish, MEA representative, spoke on behalf of employees.
Lois Balfour, MEA representative, asked that the MEA be made a priority.
Fred Puhn, National City, said it was important to reduce the number of rentals,
synchronize traffic signals, provide more parking and plant trees.
Robert Leif, San Diego, said that the Pacific Steel site needs to be cleaned -up
before moving forward with a project at that location.
Alfonso Hernandez, National City, said that property rights should be returned to
west side residents and there has been mismanagement of assists and
resources.
Alma Isela, National City, expressed support for the plan and the need for more
affordable housing to assist residents of Keystone trailer park.
Ted Godshalk, National City, believes a Green Business Practices Section
should be added to the plan and requested modifications to the proposed time-
lines for Paradise Creek and the Old Town Specific Plan.

MAYOR AND COUNCIL
Council Member Natividad stated that he supports what is best for the employee
union; believes that fiscal sustainability should be the number one goal, and that
code and housing enforcement should be number two. Mr. Natividad believes
that small business should be part of the strategic plan and that `quality of life'
should include the word 'family'.
Vice Mayor Parra said that he cares and supports the employee union and SEIU.
He thanked the Mayor for the workshops and believes that staff did a great job
putting everything together.
Council Member Zarate said that she comes from a union family and appreciates
the employees. Mrs. Zarate believes that family is important as well as working
with landlords and she thanked staff for all their work.
Mayor Morrison said the city is blessed with a city council that can work together
to develop a common vision of where we want to go. It is his belief that projects
don't have to drive vision but that vision should drive projects. Mayor Morrison
said he supports opportunities presented by becoming a Green City; believes
that even though much progress has been made the city has a long way to go
and asked people to be patient.
ADJOURNMENT
The meeting was adjourned to the next Regular City Council and Community
Development Commission Meeting to be held Tuesday, April 17, 2007, at 6:00
p.m., Council Chamber, National City, California.
