HomeMy WebLinkAbout2007 06-19 CC CDC ADJ MINBook 89 / Page 131 06-19-2007 MINUTES OF THE ADJOURNED REGULAR MEETING OF THE CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION OF NATIONAL CITY, CALIFORNIA June 19, 2007 The Adjourned Regular Meeting of the City Council and Community Development Commission of the City of National City was called to order at 4:09 p.m. by Mayor / Chairman Ron Morrison. ROLL CALL Council / Commission members present: Morrison, Natividad, Parra, Ungab, Zarate. Administrative Officials present: Dalla, Daneshfar, Deese, Eiser, Garcia, Hodges, Juniel, Limfueco, Lopez, Post, Raulston, Rodriguez, Smith, Soriano, Stevenson, Zapata. BUDGET FY 2007-2008 (206-1-23) 1. Resolution No. 2007-128. RESOLUTION OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY ADOPTING THE CITY'S PRELIMINARY BUDGET FOR THE 2007-2008 FISCAL YEAR. (City Manager) RECOMMENDATION: Adopt the Resolution. TESTIMONY: City Manager Chris Zapata and Assistant City Manager Leslie Deese recapped the budget process and gave a brief overview of the Preliminary budget and unresolved issues needing Council direction. Allie Pruitt, President of the Girls and Boys Club, requested funding of $82,000 to assist the Club through a financial crisis. Colleen Alarcon, Chamber of Commerce Executive Director, requested funding for the Chamber be increased to $70,000. ACTION: Motion by Parra, seconded by Zarate, that Reference Item No. 6 in the CIP Budget, Re -roof Public Works Facility, $260,000, be defunded. Carried by unanimous vote. Motion by Parra, seconded by Zarate, Reference Item No. 9 in the CIP Budget, Fire Station #31 Renovation, $500,000, be eliminated. Carried by unanimous vote. Motion by Parra, seconded by Zarate, Reference Item No. 13 in the CIP Budget, Alley Improvements, $150,000, be eliminated. Carried by the following vote, to -wit: Ayes: Morrison, Parra, Ungab, Zarate. Nays: Natividad. Book 89 / Page 132 06-19-2007 BUDGET FY 2007-2008 (206-1-23) 1. Resolution No. 2007-128 (continued). ACTION: Motion by Parra, seconded by Zarate, that any excess or unobliqated funds including those from the previous motions be added to Reference Item No. 1, Facility Remodeling / Renovation of Park & Recreation Facilities. Carried by unanimous vote. Motion by Parra, seconded by Zarate, to de -obligate $82,002.50 from the CIP Prior Year Carry Forward Projects (Reference Nos. A, B, C and D) and add the $82,002.50 to Reference Item No. 1. Carried by unanimous vote. Motion by Natividad, seconded by Parra, to approve $75,000 for the Boys and Girls Club out of General Fund. Carried by the following vote, to -wit: Ayes: Natividad, Parra, Ungab, Zarate. Nays: Morrison. Motion by Parra, to approve $70,000 for the Chamber of Commerce and consider CDC as a possible source. Motion died for lack of a second. Motion by Natividad, seconded by Ungab, to fund $45,000 for the Chamber of Commerce out of General Fund and look to CDC for $25,000. Carried by unanimous vote. Motion by Parra, seconded by Ungab, to adopt the Resolution as amended. Carried by the following vote, to -wit: Ayes: Morrison, Pan -a, Ungab, Zarate. Nays: Natividad. BUDGET FY 2007-2008 (206-1-23) 2. Resolution No. 2007-129. RESOLUTION OF THE COMMUNITY DEVELOPMENT COMMISSION OF THE CITY OF NATIONAL CITY ADOPTING THE COMMUNITY DEVELOPMENT COMMISSION'S PRELIMINARY BUDGET FOR THE 2007-2008 FISCAL YEAR. (Community Development Commission) RECOMMENDATION: Adopt the Resolution. TESTIMONY: None. ACTION: Motion by Parra, seconded by Zarate, to adopt the Resolution. Carried by unanimous vote. PUBLIC ORAL COMMUNICATIONS Dukie Valderrama, National City, asked for clarification on the $6.8 million in reserves. Book 89 / Page 133 06-19-2007 ADJOURNMENT ACTION: Motion by Natividad, seconded by Parra, to adjourn the meeting to the Regular Meeting of the City Council and Community Development Commission to be held Tuesday, July 3, 2007 at 6:00 p.m., Council Chamber, Civic Center.
