MINUTES OF THE ADJOURNED REGULAR MEETING OF THE
CITY COUNCIL AND COMMUNITY DEVELOPMENT COMMISSION OF
NATIONAL CITY, CALIFORNIA
October 30, 2007
The Adjourned Regular Meeting of the City Council and Community
Development Commission of National City was called to order at 6:02 p.m. by
Mayor / Chairman Ron Morrison.
ROLL CALL
Council / Commission members present: Morrison, Natividad, Parra, Ungab,
Za rate.
Administrative Officials present: Dalla, Deese, Eiser, Raulston, Zapata (6:55
p.m.).

PRESENTATION
COUNCIL MEETING PRESENTATIONS 2007 (102-10-2)
1. SUBJECT: Presentation: United States Environmental Protection Agency
— Efforts to Support the Westside Neighborhood.
TESTIMONY: Noemi Emeric, Environmental Protection Agency
(EPA), congratulated the City on receiving a $200,000 Brownfield's
Grant from the EPA that will be used to investigate environmental
hazards specifically on the west side.
SPECIFIC PLAN — WEST SIDE (417-1-10)
2. SUBJECT: A City Council Workshop to discuss the Draft Westside
Specific Plan and the Economic Analysis of the Draft Westside Specific
Plan. (Planning/Redevelopment).
TESTIMONY: (Staff and Consultant Reports and presentations by:
Brad Raulston, CDC Executive Director, Pat Beard, CDC Staff,
Peggy Chapin, Planning Staff, Bobbette Biddulph, EDAW and
David Zender, Economic Planning Systems.)
Chris Warburton, San Diego, was neutral on the draft plan but
wants to do more mixed use projects and believes the plan does
not support more density.

2. SUBJECT: A City Council Workshop (continued).
TESTIMONY: Phillip Chodur, San Diego, believes there is a need
for another trolley station and more density.
Pastor James Wright, San Diego, spoke in support of the draft plan.
Peria Medina, National City, said height limits should be three
stories.
Mike Dunham, National City Housing Partners, was neutral on the
plan but felt it was important to get a detailed economic analysis
because he believed economics will not support the plan and
height should not be feared.
Cesario Diaz, Environmental Health Coalition (EHC) member,
National City, spoke in support of the plan but believes it does not
address the need for low-cost housing.
Dennis Doyle, National School District Superintendent, urged the
Council to abate hazardous conditions effecting Kimball School.
Stephanie Buttell-Maxin, Paradise Creek Educational Park, spoke
in support of the draft plan.
Monserrat Hernandez, National City, representing EHC, submitted
petitions from the community in support of the draft plan.
Margarita Garcia, National City, representing EHC, spoke about
auto body shops, parking problems and the need for a clean,
healthy environment for the community.
Dukie Valderrama, National City, spoke in support of the plan and
the need to accelerate the amortization process.
Jess Van Deventer, National City, spoke in opposition to the plan
because the economics will not support it.
Jack Bazzi, National City, expressed support for the good health of
National City residents and concern for existing businesses.
Jacob Schwartz, San Diego, was neutral on the plan but felt the
economic analysis and SANDAG numbers are inconsistent.
Ditas Yamane, National City, spoke in favor of more density and
creation of a community task force.
Jeff Pfizenmaier, National City, was neutral on the plan but
expressed the belief that it was important to maintain a mix of
business and residential uses.
Michael LaBarre, National City Housing Partners, said the four
guiding principles of the draft plan don't go far enough and are
economically unfeasible.

TESTIMONY: Jim Beauchamp, National City, was neutral on the
plan, but felt that it was important for the plan to remove bad
businesses and that consideration given to forming a task force for
residents and business to work together.
Bertha Juarez, National City, spoke in support of the plan but wants
a two story limit.
Elith Diaz, National City, EHC member, spoke in support of the plan
but wants no more than three stories.
Stan Rogers, National City, spoke in opposition to the plan.
Michele Sheppard, San Diego, spoke in support of the plan but
does not want more traffic or high-rises.
Jarl Turner, San Diego, was neutral on the plan but believes you
need money to pay for it.
Alejandra Sotelo-Solis, National City, spoke in support of the plan
and read a letter from the Pastor of Saint Anthony's Church. (Copy
on file in the Office of the City Clerk)
Jose Medina, National City, spoke in favor of a two story limit,
mixed -use and low-income housing.
Lety Andrade, National City, said that affordable housing should be
a priority.
Carmen Roa, National City, supports the plan but believes that the
amortization needs to be working.
Arturo Solis, National City, supports the plan and believes it can be
made to work; that one to two stories are enough and that
business that effect families should be removed.
Sonia Ruan, Kimball Elementary School, spoke in support of the
plan.
Alma Graham, National School District Trustee, spoke in support of
the plan and urged the City Council to keep children in mind.
Carmen Gutierrez, National City, said the plan should address the
need for affordable housing and the elimination of asthma among
children.
Jesse Aguirre, National City, spoke in opposition to the plan and
supports the need for a two story limit and more police.
Adriana Calderon, National City, spoke in support of the plan and
the need to take action to eliminate asthma from the community.

TESTIMONY: Lorena Chavez, National City, wants polluting
businesses taken out.
Tony LoPresti, Environmental Health Coalition, spoke in support of
the plan and submitted written recommendations to address some
specific areas. (Copy on file in the Office of the City Clerk).
Dave Gillingham, Coronado, spoke in support of the plan but
expressed the belief that the economic estimates of cost are flawed
and that alternative housing plans are needed.
Ted Godshalk, National City, supports the plan including a 75 foot
set -back from Paradise Creek and opposes formation of a task
force.
DIRECTION TO STAFF
Following extensive discussion and questions it was the consensus of the City
Council to direct staff to continue to refine the Westside Specific Plan taking into
account the recommendations and public testimony offered at the hearing.
Consideration of Housing Proto-type 4 along the Transit Oriented Development
Zone and Civic Center Drive; consideration of incentives and land use bonuses;
number of stories and heights allowed and working with resource agencies on
the issue of transition zones and set -back were to be further reviewed by staff
and in the EIR. There was no vote.
ADJOURNMENT
The meeting was adjoumed to the next Regular Meeting of the City Council and
Community Development Commission Meeting to be held Tuesday, November 6,
2007 at 6:00 p.m., Council Chamber, Civic Center.
The meeting closed at 9:50 p.m.
