HomeMy WebLinkAbout1979 04-23 CC MIN152 PUBLIC HEAR GENERAL REVENUE SHARING FUNDS CITY OF NATIONAL CITY, FY 1979-80 APRIL 23, 1979 City Manager McCabe opened the hearing at 10:00 a.m. Administrative officials present: City Manager McCabe, City Clerk Campbell. City Manager McCabe stated this was the first of two hearings, the purpose of which are to provide interested citizens, groups, senior citizens and organizations the opportunity to submit written and/or oral comments on the possible use of Revenue Sharing Funds during the next fiscal year; the City estimates that it will have $1,076,800 in Revenue Sharing Funds for expenditure during Fiscal Year 1980; notice of this hearing was published in the National City Star News on April 12, 1979; in addition all news media serving the greater San Diego area, including broadcast media, were notified as well as local senior citizens groups; this year the City requested that applicants for City Revenue Sharing funds file a Grant Application for Revenue Sharing funds with the City Manager; to date, the following applications have been received: (1) MEALS ON WHEELS, South Bay Division, to subsidize its senior adult meals program, $1,970.32; (2) PARKING AUTHORITY of the City of National City, to assist in the production of a regional shopping center, including 800,000 sq. ft. retail space, 440 parking spaces and approximately 1500 permanent jobs, $345,000; (3) COMMUNITY DEVELOPMENT COMMISSION of the City of National City, to provide for administrative costs for the HUD 3-12 residential property improvement loan program within the approved Housing Assistance area, $100,000; (4) COMMUNITY DEVELOPMENT COMMISSION of the City of National City, for the E.J. Christman Business and Indust- rial Park Redevelopment Project, Amendment II, Land Acquisition and Clearance Off -Site Improvements, $320,500; (5) COMMUNITY DEVELOPMENT COMMISSION of the City of National City, for the establishment of a non-profit housing corporation to apply for $6,000,000 HUD Section 202 Direct Federal Loan for 150 units of senior housing and Section 8 housing subsidies for elderly and handicapped persons of moderate and low income levels, $100,000. Mr. McCabe stated any other grant applications for Revenue Sharing Funds could be filed at this time and invited any interested persons wishing to submit comments or suggestions to come forward. SHIRLEY LA RUE, 1933 "0" Avenue, representing the Senior Citizens, was present and stated the following items were requested by the National City Senior Citizens at the Kimball Community Building and Casa de Salud Recreation Center: At the Kimball Community Building: (1) upright freezer to be used by senior citizens and for community functions and groups; (2) wiring and lighting for shuffleboard and building; proper lighting is necessary for daily use and safety of participants; inside and outside lighting required; (3) lights for stage; lights to be placed at front of stage area for proper lighting and full use of stage area; (4) couch for ladies comfort area; present furniture is in need of major repairs; at the Casa de Salud: (1) trophy case for Casa seniors to place important historical material and awards; (2) chalkboard, either portable or wall mounted; (3) furniture for lounge area; three couches and two dozen chairs; (4) draperies or mini -shades for window areas so movies and slide shows may be presented; the total request $15,000. MARTHA SMITH, 910 "N" Avenue, President, National City Senior Citizens Club, was present and stated the request in the amount of $15,000 for the Club may be low; if there are sufficient funds, they may want to increase their request. City Manager McCabe advised her that if the specific items would add up to more than $15,000, Mrs. Smith should prepare a Supplemental Information Sheet on each line item; and also any additional items that they may request. 4/23/79 153 RUTH POTTER, Coordinator, South Bay Division, Meals -On -Wheels, was present and outlined the services provided to residents, urging approval of their application.
