MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
MAY 16, 1978
The adjourned meeting of the City Council of the City of National
City was called to order at 4:30 p.m. by Mayor Morgan.
ROLL CALL
Council members present: Camacho, Dalla, Van Deventer, Waters, Morgan.
Absent: None. Administrative officials present: Gerschler, Gill,
Hoffland, Kulikowski, McCabe, McLean, Ballard.
ADOPTION OF RESOLUTIONS
Moved by Camacho, seconded by Van Deventer, this Resolution be presente
presented.by title only. Carried by unanimous vote.
Resolution No. 12,745, "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY APPROVING AND AUTHORIZING EXECUTION OF A COOPERATION
AGREEMENT BETWEEN THE CITY OF NATIONAL CITY, THE PARKING AUTHORITY
OF THE CITY OF NATIONAL CITY AND THE COUNTY OF SAN DIEGO IN CONNECTION
WITH THE PLAZA BONITA SHOPPING CENTER AND THE SWEETWATER REGIONAL
PARK." Moved by Camacho, seconded by Van Deventer, Resolution No.
12,745 be adopted. Carried by unanimous vote.
NEW BUSINESS
CITY ENGINEER HOFFLAND reported on his presentation to the Agenda
Review Committee of the CALIFORNIA TRANSPORTATION COMMISSION at their
May 18 meeting, detailing the City's opposition to deletion of Route
252 from the budget; after hearing his report and one from the
Automobile Club of California, the Agenda Review Committee changed
the Notice of Intent to Rescind Freeway Declaration to a Rescind
,Freeway Declaration; by doing that there will be no hearings already
in effect; this does not rescind the Freeway Agreement it rescinds
the Freeway Declaration, so it's still a State law. Mr. Hoffland
stated the City of San Diego and the State are reviewing what highway
facilities can go in; this should be ready in a month or two; then
CalTrans guarantees careful review to ensure that whatever goes in
will be equitable.
PRESENTATIONS
SENATOR JAMES R. MILLS was present for an informal discussion of his
CPO REORGANIZATION BILL. Senator Mills stated he was present to
exchange ideas with the Council; the main concern of the cities is
that they lose control over the ,actions and decisions affecting the
individual cities, andasked if the decision of a committee could be
overriden by a city, would this satisfy the City? Mayor Morgan stated
that it would. There was discussion. Senator Mills stated there is
concern about the duplication of government, areas which can be
combined and still be effecttvattilave to be identified; he was aware
of the City's concerns and/to work out the problems. In answer to
a question as to how much saving would result from eliminating CPO,
Senator Mills said the saving would be realized in the lack of duplica-
tion of efforts; CPO doesn't address the question of duplication of
efforts in opposing his bill; he has been distrustful of some of the
actions taken by CPO in the past, and gave an example of a study done
by MTDB involving various traffic engineers and technical advisor
groups in transportation to examine where lines should be built in
terms of where the patronage is and in terms of congestion; the
greatest area of congestion is Mission Valley and the heaviest traffic
corridor is Highway 8 and this is the greatest area of potential
problems; CPO, on the other hand, approved a line down El Cajon Blvd.

it would cause a redevelopment of the area; this is deciding things
in a royal and regal manner. Senator Mills stated they will try
to figure out some way for the cities to feel more comfortable with
the Bill, if not, they will spend more time working on the Bill; he
was aware that the cities are reluctant to give up any authority over
the planning process.
Mayor Morgan asked Senator Mills' assistance in restoring Route 252.
Mayor Morgan thanked Senator Mills and suggested they meet on a
regular basis.
Moved by Camacho, seconded by Dalla, the meeting be adjourned to June
13, 1978. Carried by unanimous vote. The meeting adjourned at 6:15
P.M.
