HomeMy WebLinkAbout1977 05-19 CC MIN127 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA May 19, 1977 The special meeting of the City Council of the City of National City was called to order at 4:00 p.m. by Mayor Morgan. ROLL CALL Council members present: Camacho, Pinson, Morgan. Absent: Dalla, Reid. Administrative officials present: Campbell, Gill. City Manager Gill stated the meeting was called to reconsider the action of Council in determining the appeal of Planning Commission Res. 36-77 which related to the planned development permit to allow expansion of the Nite-Lite Inn Motel on property commonly known as 521 Roosevelt Avenue; at the Council meeting of 5/17/77 action was taken to appeal the Planning Commission action which had approved the development. Mayor Morgan stated that when Council appealed the ruling it stopped the Planning Dept. from issuing all permits but that the main concern of Council was to keep the writing off the wall of the building. Councilman Camacho stated it wasn't his intention to stop the development but rather to control the graffitti. Planning Director Gerschler stated he dis- cussed this with the City Attorney and if the only question is removing graffitti -- if the applicant appears and indicates that he will agree to a condition that he will be required to remove graffitti as it appears, Council can accept that condition, attach it to the record and dismiss all appeal proceedings. Councilman Camacho stated this would be in keeping with efforts to keep the City clean and attractive; he had no intention of hampering the development of the property. MARK GROSVENOR, a principal owner of the Nite-Lite Inn, was present and stated they have allocated in their budget funds to keep the maintenance of the building up; they would be willing to do anything Council directed to be done to keep the graffitti at a minimum. Planning Director Gerschler stated staff is recommending Council attach a condition to the case that would require operators of the motel to remove graffitti from the exterior walls of the building upon notification by the City within a reasonable period of time. Moved by Pinson, seconded by Camacho, Council reconsider the action by Council. Mr. Grosvenor stated he would agree to this and realized that he is waiving his rights to a hearing. Carried by unanimous vote. Absent; Dalla, Reid. Moved by Camacho, seconded by Pinson, Council dismiss the appeal procedure. Carried by unanimous vote. Absent: Dalla, Reid. Moved by Camacho, seconded by Pinson, the meeting be closed.
