MINUTES
PROPOSED USE HEARING ON THE EXPENDITURE
OF REVENUE SHARING FUND
NATIONAL CITY, CALIFORNIA
OCTOBER 3, 1977
The hearing was opened by City Manager Gill at 10:00 a.m. in the City.
Council Chambers, Civic Center, 1243 National Avenue, National City.
City personnel present: Councilman Camacho, City Manager Gill,
Assistant to the City Manager Ballard, Assistant City Manager McCabe,
City Clerk Campbell.
The City Manager announced the purpose of the hearing was to provide
all citizens groups an opportunity to make written or oral comments on
the proposed used of revenue sharing funds for the coming fiscal year.
The City Manager reported: Notice of the Hearing was published in the
National City Star -News September 13, 1977; proof of publication was
on file; by letter dated September 15, 1977, Ronald L. Ballard,
Assistant to the City Manager, provided notice of this hearing to the
Citizens Advisory Committee of the City of National City all pursuant
to federal regulations; by letter of September 15, 1977, Ronald L.
Ballard advised the Star -News of the hearing; and by letter of Sept.
29, 1977, the San Diego Union -Tribune was advised of the hearing.
Mr. Gill said the hearing was being recorded and minutes prepared by
the City Clerk of National City.
Mr. Gill introduced himself and Councilman Camacho and Ronald L.
Ballard. The City Manager said the hearing would be informal and
proposals could be submitted in writing or orally. Mr. Gill invited
those present in the audience to come forward and speak.
Mrs. Mary Preston Vought, member of Advisory Board, Senior Citizens,
representing Shirley LaRue, President, was present and gave a letter
written by Shirley LaRue to Mr. G111 who read it into the record:
"The N.C. Advisory Council of Senior Citizens would like to request the
following items be included in the budget for attention this year:
1. Flooring for Casa de Salud, 2. repair of ceiling for the Casa,
3. Cleaning and replacing of curtains and drapes on stage at Kimball
Center ..."
Mrs. Eva Cano, President, Casa Seniors Club, was present and said he
attended the hearing to see about the things needed at the Casa.
No one else came forward to speak.
The City Manager reported receipt of two letters: one from the
Executive Director of the National City Parking Authority, requesting
$304,230 for this coming year to be used on Bonita Plaza Shopping
Center, and the other letter from the Executive Director of National
City Community Development Commission requesting $300,000 out of
Revenue Sharing Funds for the Senior Citizens Housing Facility.
The City Manager invited further requests. There was no response.
The City Manager closed the hearing at 10:10 a.m. and announced there
would be a BUDGET HEARING ON REVENUE SHARING FUNDS at 7:45 p.m.
Tuesday, October 25, 1977, City Council Chambers, 1243 National Avenue,
National City; the budget is scheduled for adoption November 1, 1977.
