MINUTES OF THE, REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
OCTOBFR 11, 1977
The regular meeting of the City Council of the City of National City
was called to order at 7s30 p,m. by Mayor Morgan,
ROLE, CALL
Council members present; Dallis, Reid, Morgan, Absent: Ca nacho,
Pinson, Administrative officials present: Campbell, Gill, Hoffland,
McCabe, McLean.
SALUTE TO THE FLAG AND INVOCATION
The meeting was opened with salute to the flag led by City Manager Gill
followed with invocation by Chaplain Rubin Hernandez, Paradise Valley
Hospital.
APPROVAL OF MINUTES

Ordinance No, 10/11/77-1, "Pursuant to Land Use Code (ZC-15-77, to
rezone vacant property having 260 feet of frontage on south side of
Sweetwater Road and adjoining the east side of the property at 3110
Sweetwater Road [Assessor's Parcels 564-300-06 and 564-320-03j from
RM-1-PD [Multiple Family Residential - Planned Development] to RS-2-PUD
[Single Family Residential -Planned Unit Development))."
ORDINANCE FOR ADOPTION (second reading)
Ordinance No. 9/20/77-1, "To add planned development combining zone to
certain real properties zoned RM-1 and adopting said ordinance as an
interim zoning ordinance and as an urgency ordinance, (Between "N"
Ave, and Paim Ave. within 900 and 1000 blocks)." Moved by Reid,
seconded by Morgan, Ordinance No. 9/20/77-1 be referred to Planning
.11Comillimgat_processing and to be on Council Agenda of 10/18/77,.

Pinson.
NEW BUSINESS
The City Treasurer/Finance Director's request for ratification of
WARRANT REGISTER #12 dated 10/11/77 (Warrants Nos. 59,589 through
59,652) in the amount of $54,162.98 and PAYROLL for the period ending
9/30/77 in the amount of $187,584.72 was presented. Moved by Reid,
seconded by Dalla, this be roved. Carried, by the following vote,
to -wit: Ayes: Dalla, Reid, Morgan, Nays: None. Absent: Camacho,
Pinson.
The Director of Public Works' recommendation to accept ALLEY IMPROVE-
MENTS - between 17, 18th, Hoover and Coolidge, Spec, #862 was presented.
Moved by Reid, seconded by Dalla, recommendation be a roved. Carried,
by the following vote, to -wit: Ayes: Dalla, Reid, Nays: None.
Abstaining: Morgan, Absent: Camacho, Pinson.

MAYOR
MAYOR MORGAN suggested apartment buildings have security guards as a
"go-between" police department; security guards would be a help to the
police department and the tenants can call the security guard instead
of the police department with little troubles such as barking dogs.
Moved by Reid, seconded by Dalla, the matter be referred to the City
Manager, Chief of Police and other department heads to stud and make
a report. Councilman Reid spoke of conditions in San Francisco and
Sacramento. Councilman Dalla said some local apartments have security
guards at present and suggested these apartment buildings be looked
into to see how successful their programs have been. There was
discussion. Carried by unanimous vote, Absent: Camacho, Pinson.
CITY COUNCIL
COUNCILMAN DALLA stated that areas that have a high concentration of
police activity be subject to some form of assessment to pay for a
portion of the extraordinary amount of police time that they're getting.
Mayor Morgan requested the City Manager to study and report.
Moved by Reid, seconded by Dalla, the meeting be closed. Carried by
unanimous vote. Absent: Camacho, Pinson. The meeting closed at
7:40 p.m.
