MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
September 21, 1976
The adjourned meeting of the City Council of the City of National City
was called to order by Mayor Morgan at 3:00 p.m.
ROLL CALL
Council members present: Camacho, Pinson, Reid, Morgan. Absent: Dalla.
Administrative officials present: Bourcier, McLean, Campbell.
Mayor Morgan ruled the meeting place would be transferred from Council
Chambers to the Conference Room. The meeting was called to order by
Mayor Morgan in the Conference Room at 3:05 p.m.

Council members present: Camacho, Pinson, Reid, Morgan. Absent: Dalla.
City Manager Bourcier announced the meeting was called to discuss up-
dating of the business license code; the City Treasurer has submitted
a report to Council; there was little detailed information compiled to
show this City's total fees in comparison with other cities; for example,
this City is close to Chula Vista but Escondido is considerably higher.
The City Manager continued that in discussing the matter with the City
Attorney a philosophical question was raised concerning flat fees for
various professions as opposed to a graduated fee based on gross receipts
The City Manager said it would be impossible for him to recommend
changes in fees with so little data.
Moved by Reid, seconded by Camacho, this meeting be adjourned until Ida
Mae Kerr returns from vacation about October 1 and she submits a more
detailed report. There was discussion in regard to: (1) theequity of
raising business license fees for automobile agencies to a possible
maximum of $1,500 (based on gross receipts) when the agencies generate
sales tax revenue for the City and are taxed more heavily on their
real property than some other businesses; (2) comparison of rates paid
by different businesses which might appear to be inequitable, i.e., Swap
Meet at $4,500 annually plus each dealer's $15 fee and I.T.T. at $650
annually; (3) ways in which business license fees for a company such as
I.T.T. could be increased equitably and lawfully; (4) fees based on
gross receipts as opposed to flat fees for professionals, i.e. a dentist
with a gross of $200,000 presently would pay only a $35 annual fee;
(5) the possibility of basing fees on gross revenue with no ceiling with
credit given for each dollar of sales tax generated; (6) whether or not
a bar with few or no police calls could be licensed at a lower figure
than a bar which has frequent police calls. City Attorney McLean said
he would answer the question regarding a lower business license fee
where fewer City services were needed at a later time. Motion carried
by unanimous vote. Absent: Dalla.
The meeting closed at 3:25 p.m.
