MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
October 5, 1976
The adjourned meeting of the City Council of the City of National
City was called to order at 4:04 p.m. in the Conference Room by
Mayor Morgan.
ROLL CALL
Council members present: Dalla, Pinson, Reid, Morgan. Absent:
Camacho. Administrative officials present: Bourcier, Campbell,
Kerr, McLean, Business License Inspector Watson.
MAYOR MORGAN announced the purpose of the meeting was to discuss a
proposed change in BUSINESS LICENSE FEES.
CITY TREASURER/FINANCE DIRECTOR KERR reported she and Mr. Watson
(Business License Inspector) had been studying the business license
structure for a long time; their proposals were given to the City
Manager along with the proposed business license code on July 1; as
business license fees were not something that could be determined
in a few short meetings, she was not recommending that Counciladopt
the proposed schedule immediately; but she was recommending the
study continue and possibly monthly meetings be held to discuss the
fee. Mrs. Kerr said the reason she was not recommending immediate
adoption of the fees was that she believed notice should be given,
hearings held, and that she have necessary lead time for printing
of the necessary forms. Mrs. Kerr gave copies of her report and
recommendation (Confidential Document filed as No. 58454 in the
office of the City Clerk) to each member of the Council. The
recommendation is that those businesses whose license is based on
gross receipts, pay a minimum fee of $15.00 or $20.00 per year, or
fractional part of a year, for a gross of $10,000 or less, plus
$.15 per $1,000- for all in excess of $10,000.
There was discussion of the proposed business license formula; it
was noted that some of the smaller businesses would pay less under
the proposal and. larger businesses would pay more; the larger
amounts paid by the larger businesses to wipe out the losses of the
smaller fees by the smaller businesses plus producing additional
revenue for the City. There was discussion of the possibility of
discouraging new businesses from locating in the City because of the
higher fees; whether the new fees could be approached on an
incremental basis; what the reaction of the business community
would be; comparisons with other cities' rates and fees.
WILLIAM KINNON, psychologist, was present as a guest of a member of
the Council and spoke in favor of the proposed change.
CITY ATTORNEY MCLEAN said there was no legal requirement for a
Public Hearing; if Council wanted to hold a hearing that was fine;
that was a policy matter; Council could decide to hold public
hearing, give notice, and Staff would be responsible; it was a
relatively simple matter.

Absent: Camacho. Moved by Reid, seconded by Pinson, the legal
notices for the hearin be published in the San Diego Union and
