HomeMy WebLinkAbout1975 03-28 CC MIN251 MINUTES OF THE ADJOURNED MEETING OF T-iE CITY COUNCIL OF THE CITY OF NATIONAL CITY, March 24 1975 The adjourned meeting of the City Council of the City of National City was called to order at 4:04 p.m. by Mayor Morgan ROLL CALL Council members present: Camacho, Dallas Reid, Morgan. i Absent: Pinson. Administrative officials present: Bouncer, , Campbell, Acting City Attorney Cowett, Gerschler, McCabe. Mayor Morgan reported on an ordinance that should be amended to permit helicopter landing and take -off operations on qualified buildings and lots in the industrial area. Discussion followed concerning the CPO Regional gionY Transportation Plan and the proposed amendments submitted the City of San Diego to the various cities in the area. Planning Director Gerschler explained his recommendations and s comments in a memorandum to Council dated March 28, (,Document No. 55515), on the Transit Development Program, San Diego Region 1975.1995,, December 1974 *. Nays: Morgan. Abstaining: Reid,. Absent: Pinson. (Acting City Attorney Cowett left Council Chambers at 4:30 p.m. and returned at 4:45 p.m.). Acting City Attorney Cowett explained the vote; abstentions should be discouraged because very often ab- stentions result in thwarting Council action; however, no Councilman can be forced to vote and it is his opinions in this situation, an abstention is construed to mean that the majority quorum would prevail; in this situation that absten» Lion should be considered a consent of the majority of the quorum; therefore, he would say that the motion has passed. Mayor Morgan asked if a resolution could be prepared for Monday on this motion, so that there will be no questions about it. Acting City Attorney Cowett said that he and Mr. Gerschler could prepare a directive (Document No. 55516), a 'sheets which reflects the recommendations as they are on 3/28/75 252 the sheet before Council so that it will be clear what the motion was, Moved by Reid, seconded by Camacho' the meeting be9,closed* Carried by unanimous vote.
