MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
April 8, 1975
The special meeting of the City Council of the City of National
City was called to order at b : 00 pin,. by Mayor Morgan.
ROLL CALL,
Council members present: Camacho„ Dana, Pinson, Reid, Morgan.
Absent: None. Administrative officials present: Bourcier,
Campbell, McCabe, McLean.
PLEDGE OF ALLEGIANCE TO THE FLAG AND INVOCATION
The meeting was opened with the pledge of allegiance to the
flag led by City Manager Bourcier followed with invocation by
Father Peter Borda, St. Mary's Catholic Church.
APPROVAL OF MINUTES

1975, add: "Mr. Watts said what Mr. Dalla asked was what we
are asking for is a very large sum of money,, what if the govern
ment would find it possible to allocate a much smaller sum of
money, the sum being so small that you couldn't really acquire
a multi -purpose center; whether it be acquiring and building
a new building or an existing facility, and/or acquiring an
existing facility and remodeling it; he thinks Mr. Dalia is
asking if the government would like to grant the amount of the
discretionary funds for less than the request; what if we had
an alternate in the application; that's a little different
than the question he thoughtwas put to them last week (What
if we filed an application with several priorities and ask
them to pick?); if he understood Councilman Dalla's question,
he is proposing a whole new method; he is saying: 'Letts
apply for the half -million for the multi -purpose, but if they
will give us such a small amount of money that we can't have
a multi -purpose facility, do we have the opportunity in the
original application of saying we will spend the money for an
alternate use and be specific;' and the answer to that is in
the affirmative.") Carried by unanimous vote.
PRESENTATIONS AND PROCLAMATIONS
City Clerk Campbell read the Mayor's proposed proclamation,
"PAN AMF tICAN WEEK, April 13-.19,, 1975,0" Moved by Reid,
seconded by Pinson, the proclamation be adopted. Carried by
unanimous vote.
MAYOR'S APPOINTMENTS - None.
ORAL COMMUNICATIONS - None*
ADOPTION OF RESOLUTIONS
Moved by Camacho,, seconded by Reid, the resolutions be present-
ed by title only and that No. 5 (Resolution No. 11,749,
"Resolution of the City of National Citx Consenting to Count
Housing Authority.") be held back for another week for study.~
City Manager Bourcier stated that if this is held over for
one week....this is the last night this can be acted upon,
otherwise you have to wait a year. Carried by the following

Pinson.
RESOLUTION NO, 11,750, 'RESOLUTION GRANTING A LIMITED COMMER-
CIAL PLANNED DEVELOPMENT PERMIT PURSUANT TO ORDINANCE 1077
(No. 67 - Wong, Mok & Chui, 1630 East 8th Street)." Moved
by Pinson, seconded by Dallas, Resolution No. 11,750 be adopted.
Carried by the following vote, to wit: Ayes: Camacho, Dalla,
Pinson, Reid. Nays: Morgan.
ADOPTION OF ORDINANCES
Moved by Camacho, seconded by Reid, this ordinance be presented
by title only. Carried by unanimous vote
ORDINANCE NO, 1461 (4,41,t;s.4) , "AN ORDINANCE ESTABLISHING A
SPECIFIC PLAN FORA SETBACK ON PALM AVENUE BETWEEN 4TH STREET
AND 18TH STREET," Moved by Pinson, seconded by Camacho,
Ordinance No,. 1461 (41,44 .5.-. ,4 be adopted. Carried by the
following vote, to -wit: Ayes: Camacho, Dalla,, Pinson, Morgan.
Nays: Reid.
REPORT OF CITY ATTORNEY - None.
NEW BUSINESS
CONSENT CALENDAR Item 8 was presented:
8. Notice by State Department of Parks and Recreation that
Granger Music Hall was placed upon the National Register
of Historic Places.
Moved by Pinson, seconded by Camacho this be filed and con-
gratulations to the Historical Society. Ordered filed by
unanimous vote.
Communication from City Manager Bourcier that CLAIM by
COVENANT MUTUAL INSURANCE CO. on behalf of COLONIAL FORD be
denied and referred to the City Attorney for processing was
presented. Moved by Reid, seconded by Camacho, in favor of
the City Managerts recommendation. Carried by unanimous vote,
Communication from City Manager Bourcier that CLAIM by GOVERN-
MENT EMPLOYEES INSURANCE CO. as Subrogee of CHARLES SLEDGE
be denied and referred to the City Attorney for processing
was presented, Moved by Camacbi,o,, seconded by Reid, in favor
of the City Manager 1s recommendation. Carried by unanimous
vote,
Communication from the NATIONAL CITY LIONS CLUB requesting
use of Kimball Park July 3-4, 1975 to hold an old fashioned
4th of July was presented. Moved by Reid, seconded by Dana,
the Lions Club request be granted and fees be waived and
that the cost of the fireworks be approved according to our_
budget. (Amended motion) Councilmen Camacho and Pinson
announced they were members of the Lions Club and would
abstain from voting. Motion carried, by the following vote,
to -wit: Ayes: D,alla, Reid, Morgan. Nays: None. Abstain»
ing: Camacho, Pinson.
A communication from the NATIONAL CITY CHAMBER OF CCMMERCE
President stating the Board of Directors recommended:
(A) the BUS HOLDING ZONE in the 800 block on "A" Avenue
(northwest corner) be moved over to 800 block on "B" Avenue
(south end of block, west side) due to traffic and parking
congestion, and (B) City Council consider all possible
means to complete the entire DRAINAGE PROJECT west of Highland
Avenue and, if federal funds are not available for the project,
consideration be given to a BOND ISSUE for this purpose was

CITY MANAGER BOURCIER said in the latest LEAGUE OF CALIFORNIA
CITIES LEGISLATIVE BULLETIN,, A8816 refers to INSPECTION OF
PAINTING of housing; he recommended that Council authorize
the City Manager to write the legislators EXPRESSING
OPPOSITION to this legislation; it is unenforceable; he would
estimate the City would have to hire at least 4 more inspectors
in order to carry out the provisions of this legislation;
there is no money involved in this legislation to reimburse
the
City.

Moved by Camacho, seconded by Reid, the meeting be closed.
Carried by unanimous vote. The meeting closed at 6:28 p.m.
