MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA

The adjourned meeting of the City Council of the City of National City
was called to order at 4:00 p.m. by Mayor Morgan.
ROLL CALL
Council members present: Camacho, Dalla, Pinson, Reid, Morgan. Absent:
None. Administrative officials present: Campbell, Gerschler, Asst. Citg
Attorney Marks, Stenberg.
THE PROPOSED REVISION OF THE NATIONAL CITY GENERAL PLAN was considered
at this time.
Planning Director Gerschler displayed "Map G" which he prepared to show
the changes resulting from Council action at the adjourned meeting of
July 9 (held on July 12) and said the changes would be referred to the
Planning Commission at their July 22 meeting for report back to Council.
Mr. Gerschler also pointed out 4 mile radius circles drawn on the map
to designate rapid transit stations at locations previously designated.
Mr. Gerschler displayed "Map H" on which all properties between 16th,
18th, Rachael and Lanoitan were colored to depict their uses: single
family, multiple family, commercial and church. Mr. Gerschler said that
if 17th Street goes through, Council could probably expect new construc-
tion along 17th Street to be single family, the end of the block could
be handled by special zoning to include the existing apartments and the
commercial; if single family zoning were applied to 17th Street, Council
would be forcing 17th Street to be constructed; the only economical way
to use the deep lots fronting on 16th and 18th Streets would be to split
them to develop single family units along 17th Street; the Planning
Commission recommendation was to leave the area zoned R-4 and show a
maximum of 10 dwelling units per acre, which has approximately the same
yield as R-1. Moved by Morgan, seconded by Pinson, we go along with
the Planners recommendation to make this 17th Street R-1 and authorize
the Planner to work around this other zoning on 16th and 18th Street.
Carried by the following vote, to -wit: Ayes: Camacho, Dalla, Pinson,
Morgan. Nays: Reid.
Planning Director Gerschler displayed "Map I" on which the "Nellie Fullei
property" between 8th, 12th, 805 and R Ave. was outlined and said
Ms. Fuller was asking for 20 dwelling unit density, which would be con-
sistent with existing use at the 8th Street level; the general area
consists of a hill which drops abruptly to a lower level which faces
8th Street; the high part of the hill was recommended for 15 dwelling
units per acre by the Planning Commission; basically this high area is
surrounded by single family dwellings. There was discussion. Ms. Fulleii
was present and explained her request. Moved by Pinson, seconded by
Camacho, the lower level (property shown on Map B between R and 805
Freeway from 8th Street south to the southerly line of the Fuller proper-
ty) be zoned for 16 to 20 units (amended motion). Carried by the
following vote, to -wit: Ayes: Camacho, Pinson, Reid. Nays: Dalla,
Morgan. Planning Director Gerschler said the old General Plan called fol
15 units per acre and the consultant and Planning Commission stayed with
that, but perhaps there should be a re -study for the top of the hill.
Moved by Pinson, seconded by Camacho, the Planning Commission re -study
that area on top of the hill for possible R-1 (area between R and 805
Freeway from southerly line of the Fuller property south to 12th Street).
Carried by unanimous vote.
Mayor Morgan inquired about the vacant George Johnson property (south
side of 8th Street west from Highland Ave. beyond the existing busi-
nesses); the lot is 290' deep and is commercial property; anq as ed if

that would ever be developed as commercial property. Mr. Gerschler
said the Planning Commission has shown part of it as a mini -park.
Councilman Pinson said it would make a good parking lot. There was
discussion regarding the fact that the property has been vacant for 12
years and outlining how some developers have wanted to use it. Moved
by Morgan, seconded by Pinson, the Planning Commission look at this
(Johnson) property for heavier commercial use and bring a report back
to Council. Carried by unanimous vote.
There was discussion of the property on Rachael near the water tank
where there were plans to build a rest home and Council zoned the
property R-1. No action was taken.
Mayor Morgan said the Map shows some R-4 properties with permitted 31-40
units per acre; he would like to eliminate that. Planning Director
Gerschler said most existing apartments are about 35 units per acre;
perhaps R-3 zoning...Moved by Morgan, to eliminate 31-40 units per acre
in the City. Died for lack of second. There was discussion.
Mayor Morgan inquired about the open space designation shown for the
area immediately south of Euclid and Plaza and said that should be
business property. There was discussion. Mr. Gerschler said the hill-
side portion adjoined Palmer Way School. Moved by Morgan, seconded by
Reid, we make this business property (Map B--southeast corner of Euclid
and Plaza - all the property shown in park to 13th Street). There was
discussion of the density of the Plaza Apartments across the street and
the need of the tenants for open space or park; the possibility of
weighing the costs of policing the area against the cost of the park.
Carried by the following vote, to -wit: Ayes: Camacho, Pinson, Reid,
Morgan. Nays: Dalla.
There was discussion of open space from Harbison in the canyon (drain)
area more or less paralleling Plaza Boulevard. Moved by Morgan, seconded
by Reid, to declare this open space from the east City limits to the
what we have designated as business property in the canyon area (area
in back of the houses on the south side of Plaza all the way to Paradise
Hills). Carried by the following vote, to -wit: Ayes: Camacho, Pinson,
Reid, Morgan. Nays: Dalia.
Councilman Reid inquired about zoning that would permit veterinaries
and was advised they were allowed in industrial.
In answer to Councilman Dalla's question about other places the Planning
Commission had recommended for park uses, Mr. Gerschler said there was
an area surrounding the Granger Music Hall (Fourth St. east of Palm Ave.),
a few lots on Melrose near First, an area next to the school on Thelma
Way, and a small area on the corner of llth and R; also open space areas
at the end of Van Ness cul-de-sac, and all of the schools. (Mayor
Morgan left the Council Chambers.) There was discussion about the area
adjacent to Las Palmas Park which the County agreed to budget for park
use, Council's decision against public hearings on open space overlay
for several properties near Las Palmas (east side) with the exception
of a hearing on open space for the small piece of Caltrans surplus prop-
erty, and a moratorium on private property indicated for park use to
prevent building of multiple units. Mr. Gerschler said before a build-
ing permit was issued, Council would have an opportunity to review it,
and if Council desired, they could buy the property for park purposes;
moratorium could be established by adoption of an urgency interim
ordinance for a three month period, with possible extension of one year
after public hearing. Councilman Reid said for the record, when he ran
for his council seat he stated he was for orderly growth and against
moratorium, and he would never vote contrary to either promise. (Mayor
Morgan returned.) Mayor Morgan said the County has budgeted the money
to acquire additional land adjacent to Las Palmas Park for park purposes
and he will ask them to budget money next year to acquire the south part.
Mayor Morgan said there was nothing positive about the senior citizens'

high rise, but there are people with the financing and ready to go and
if we can get through two or three things we will get started. There
was further discussion regarding the land adjacent to Las Palmas Park.
Planning Director Gerschler said he would take to the Planning Commis-
sion, Monday, July 22, the map including the changes made today;
Planning Commission will make their comments and it will be back to
Council a week from Tuesday night (July 23); every time Council changed
the map it would have to go back to the Planning Commission. Planning
Commissioner George Webster was present and urged Council to consider
parks and open space. Mayor Morgan said he would like to see Council
and the Planning Commission work together on developing open space,
with grass, etc., around all the schools. Planning Director Gerschler
said the final stage of the Consultants' contract is to bring Council
an implementation of how to do that; they know ways and means and can
present schedules of how it may be acquired. Planning Director Gersch-
ler said although it is not listed on the July 16 Council agenda, he
will ask Council to take action on the Text of the General Plan.
Moved by Reid, seconded by Pinson, the meeting be closed. Carried by
unanimous vote. The meeting closed at 5:07 p.m.
