HomeMy WebLinkAbout1974 07-22 CC MIN251 MINUTES OF THE ADJOURNED MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA July *6, 1974 The adjourned meeting of the City Council of the City of National City was called to order at 4:10 p.m. by Mayor Morgan. ROLL CALL Council Pinson. McLean, members present: Camacho, Dalla, Reid, Morgan. Absent: Administrative officials present: Campbell, Gerschler, Osburn, Stenberg. The Council considered the proposed revision of the National City General Plan. Mayor Morgan asked if after Council adopts the General Plan, streets are found that can be zoned R-1 (maybe some in the south part of the City, some in the north part of the City, some in the east or west parts of the City) that can be zoned R-1 and Council rezones them can all of these changes be incorporated into one amendment to the General Plan? three changes a year are allowed and this (rezoning of a number of areas) would be one change, is that right? (Councilman Pinson arrived 4:12 p.m.) Planning Director Gerschler said that is right; you can have three amendments to the General Plan in a one-year period; this could be on any one of the three. Mayor Morgan said if there are 30 locations and Council agreed to rezone those 30 locations R-1, this could be a single amendment; there would still be two more to go; he is ,satisfied now that has been made clear. Planning Director Gerschler said he has reported that they were not sure about the Environmental Impact Report and what they would have to do in that regard; Don Rose, of the Planning Department, has been in contact with the State Resources Agency with the people who administer the environmental quality act; he learned that it is possible to file a negative declaration on a General Plan and not have to go through the hearing process; they gave him a list of the things to look for in the General Plan before that decision is made; the adopted guidelines give the Environmental Impact Committee, which consists of the City Manager, City Engineer, Chief Building Inspector and himself, the responsibility of making the determination of whether or not a full-blown EIR hearing will be necessary or whether we will go simply the negative declaration route. Mr. Gerschler said the EIR Committee is meeting on Wednesday and it will be their recommendation (on the basis of the preliminary assessment of the Environmental Impact Report which Duncan and Jones gave them, which has been on file for over a month) that the negative declaration method be used rather than the full-blown hearing process; there have been 20 or more public meetings on the General Plan; he does not believe it has not had every opportunity; if Council has any objec- tion to this, please advise him between now and Wednesday and it can be set for hearing. Moved by Reid, seconded by Camacho, Council adjourn. Carried by unanimous vote.
