HomeMy WebLinkAbout1972 05-08 CC MIN171 MINUTES OF THE SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA May 8, 1972 The special meeting of the City Council of the City of National City was called to order at 9:00 a.m. by Mayor Morgan. ROLL CALL Council members present: Pinson, Waters, Morgan. Absent: Camacho, Reid. Administrative officials present: Gerschler, McLean, Minogue, Osburn, Stenberg. SALUTE TO FLAG The meeting was opened with salute to th+ Flag led by City Manager Osburn. CITY CLERK MINOGUE stated notices of the Special Meeting were sent by Certified Mail Friday, May 5, 1972: to members of the City Council and the media. MAYOR MORGAN stated the purpose of this meeting was to adopt an urgency interim ordinance and that it is the only business we can take care of today. CITY ATTORNEY McLEAN stated he distributed to each member of the Council and staff an unnumbered draft of an ordinance entitled: "Ordinance of the City of National City, California, Prohibiting Any Uses of Certain Property Which May Be In Conflict of Certain Contemplated Zoning Regulations and Adopting Said Ordinance As An Interim Zoning Ordinance Per Section 65858 of the California Government Code and Adopting Said Ordinance As An Urgency Ordi- nance and Applying Said Zoning Regulations to Certain Property Within Said City and Revoking Outstanding Building Permits Inconsistent Herewith." The City Attorney said this ordinance is the same general ordinance that was presented at the last Council meeting and it does several things: requires pending multiple residential developments to comply with all of the stand- ards of Ordinance No. 1306 which was adopted May 2 but will not be in effect until June 2; revokes any building permits that are now outstanding and which would allow construction inconsistent with the terms of this ordinance (There are a number of projects and Planning Director Gerschler has distri- buted a list of the projects for which building permits are now pending and these permits would be revoked by the new ordinance.) PLANNING DIRECTOR GERSCHLER said these are plans that have been processed through staff of which permits have not yet been issued. CITY ATTORNEY McLEAN said in addition to these if there are any outstanding permits which have not been used which would allow construction but not conformance with Ordinance No. 1306, then those permits are revoked. The CITY ATTORNEY advised that a 4/5 vote of the Council is required to adopt an urgency ordinance and neither Mr. Camacho or Mr. Reid are present, so there are not enough people present to adopt the urgency ordinance. CITY ATTORNEY McLEAN said the alternative available to Council is to adjourn this meeting or to adjourn it to a later time of day with the expectation of obtaining the presence of one or both of the absent Councilmen. Moved by Waters, seconded by Pinson, that this s ecial meetin to consider an interim ordinance be adjourned to 7:30 p.m. in the Council Chambers. Civic Center. Carried by unanimous vote. Absent: Camacho, Reid. Moved by Pinson, seconded by Waters, the meeting be adjourned. Carried by unanimous vote. Absent: Camacho, Reid.
