MINUTES OF THE WOULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA

The eepaar meeting of the City Council of the City of National City
was 6.:moked to order at 7;30 p.m* by Mayor Morgan.
ROLL CALL
Council members present: Camacho9 Reid, Waters 1 Morgan. Absent:
Hogue. Administrative officials present: Foster, Geerschier, Minogue,
. Osborn, Stenberg.
SALUTE FLAG AND I MAUCH
The meeting was opened with salute to the Flag led by City Manager
Coburn followed with invocation by the Reverend Ashl eye First Baptist
Chureb.
APPROVAL OP MINUTES

COUNCIL COMMUNICATIONS
VICE MAYOR WATERS said an item in regard to Scrap Disposal in last
issue of the paper was written in such a way that the ITT represeefta
tives and others didn't understand it; he wrote to Mr. Harman,
Director or Public Relations Officer of ITT to clarify his stand; he
sent a copy to the Chairman of the Board of Commissioners. The Vice
Mayor read his letter.
VICE MAYOR WATERS said be was assigned to work with our Drug Abuse
Committee (Mrs. Holthaus1 Chairman) the Agape House (7th and Burden)
sponsored by the Paradise Valley Hospital under the guidance of
Chaplain William Robinson will officially open its doors at 8:00 p.m.
Friday,, July 30; and will continue each Friday and Saturday thereafter,
starting at 8:00 p..m. ; the doors will be open to all youth and ci ti»
zens of this area who would like to sings hold sessions on the Bible,
play the guitar or counsel with the Chaplain.
VICE MAYOR WATERS said he had been asked how he planned to select the
new Chief of Police and so forth; he will support a closed eexaaminaa,
tiof of the people within that department for Chief of Police; hi mould
Appr.eciato hearing if there is a reason why this stand should not be
taken.
COUNCILMAN REID requested the City Manager check the following
streets (at his convenience) for repair: Roosevelt south from 18th
Street to B. J. Christman Industrial Park, Paradise Drive from 8th
to Plaza, 12th Street from Palm to Plaza*
MAYOR MORGAN recommended authorizing the Planner to study the Port
District lands east of the boat launching rasp with the Port District
planners and, if necessary, to change the zone to accommodate motels,
restaurants and tourist shoaps. Moved by Waters, seconded by Camacho,

ORAL ( 1MUNICATIONS
FRANK CHENELLE, N. C. Police Officers Assoc . , was present and gave a copy
of the PORAC salary survey and a PORAC newspaper to the Mayor (the survey
shows the conditions, the different types of pay and is relevent only
to departments within the scope of an area.) Officer Chenelle said the
City Manager has recommended that they oppose AS844 tonight; this is
Section 9 of the LCC Legislative bulletin, dated July 16; he

requested Council defer action until they read the bill in its
entirety. He also requested Council read A13429, a PORAC bill; he
thought the League of California Cities says the bill would make
cities liable for payment of punitive damages awarded against
policemen because of their wilful and malicious acts committed
within the scope of their employment; Mr. Osburn hasn't made any
recommendations at this time and he was glad because that was not
what the bill says; the bill has a lot of merit to it and they
would like very much this year to have it; once again he would tell
them it doesn't involve the City of National City per se; it involves
cities where policemen have no rights.
E. H. ALSDORF, 2105 J Avenue, was present and said there should be a
causeway in the redevelopment plans; a causeway from about Highland
Avenue to the ocean to take care of the water that comes off the
mountains that are 4,000( high and 37 miles from here; he had been
in this town when the present Plaza Blvd. was filled 7' with mud
from the mountains and that was going to happen again.

29th Street, Assessment District No. 166) . " Moved by Waters, seconded
by Reid, Resolution No. 10 L409 be adopted. Carried by unanimous
vote. Absent: Hogue.
RESOLUTION NO. 10,410, "RESOLUTION AUTHORIZING EXECUTION OF GRANT OF
EASEMENT TO SAN DIEGO GAS AND ELECTRIC COMPANY." Moved by Camacho,
seconded by Reid, Resolution No. 10,410 be adopted. Carried by
unanimous vote. Absent: Hogue.
RESOLUTION NO. 10,411, "RESOLUTION AUTHORIZING CAPITAL OUTLAY FUND
EXPENDITURE (El Toyon Park) ." Moved by Reid, seconded by Camacho,
Resolution No. 10e111 be adopted. Carried by unanimous vote.

RESOLUTION NO. 10,414, "RESOLUTION AUTHORIZING EXECUTION OF OPTION TO
PURCHASE REAL PROPERLY." Moved by Waters, seconded by Reid, Resolution
No. 10,414 be adopted. Carried by unanimous vote. Absent: Hogue.
RESOLUTION NO. 10,415, "A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF NATIONAL CITY APPROVING THE SALARY PLAN, ESTABLISHING PERSONNEL
CLASSIFICATIONS AND ADOPTING THE SALARY SCHEDULES FOR 1971-72 FISCAL
YEAR." Moved by Waters, seconded by Reid, Resolution No. 10,415 be

VICE MAYOR WATERS asked if Resolution No. 10,415; set salaries the
same as last year but with 5% across the board cost of living increase;
they didn't adopt the salary survey, did they? Assi scant City Manager
Stenberg replied the salaries stayed the same as on June 30 with the
exception of the 5% across the board increase which the Council voted
for.
REFERRALS
The report of the City Manager in regard to the McMillin Family Park
Apartments between 5th and 7th Streets and "T" and "V" Avenues and the
request of the McMillin Construction Co. were presented. City Manager
Osburn said he met with the subdivider; he will put in the permanent
one-half street; the City will pay $770.00 or one-half of the drainage
cost, whichever is least; the contractor is to fully improve one-half
of the street on 7th Street and 5th Street including sidewalks adjacent
to his property; the City will install a temporary surface on approx-
imately 2" of asphalt from the subdivision westward to "T" Avenue; the
curbs and gutters are all in on 7th Street; the only variance from
their standard policy was that the sidewalks were non -existing at the
ti,1in this area; he recommened they be waived; he has discussed with
Mr cMi l lin and Mx. Hill and they are both in agreement; amap
of tb.: subdivision is on the bulletin board; it is a Planned Develop-
ment and will have to go through the Planning Commission; all they were
doing was approving the street improvements, etc. in the area, Moved

The meeting of the PARK & RECREATION ADVISORY BOARD on July 19, 1971:
(a) minutes; (b) Recommendations, was presented. Moved by Reid,
seconded by Camacho, this be filed e e t thpure to :e of land and the

Vice Mayor Waters said PRAB gave top pt iori ty to a multi -purpose gym
and he agreed with them 100%; was anything scheduled. There was dis-
cussion, Vice Mayor Waters said since land was available for the City
to buy (they were only talking about $22 000.-$23,000.); in

Sweetwater Heights Subdivision, now is the time to tie up those 2.4
acres some way so that it doesn't get away from them. There was
further discussion. Mayor Morgan said he would be for a gym if they
had the money; there was no reason why they can't use the gym they
have at Sweetwater High; that belongs to the taxpayers of National
City and there was no reason why they couldn't work it out. Carried
by the A.ollowing vote, to -wit: Ayes: Camacho, Reid, Waters. Nays:
None. Abstaining: Morgan. Absent: Hogue.
A communication from the COUNTY ENGINEER in regard to construction of
30th Street from I Avenue east to Prospect and Grove was presented.
Ordered filed by unanimous vote.. Absent: Hogue.
A communication from the SAN DI EGO COUNTY WATER AUTHORITY stating the
Authority is entitled to a fourth member on the Board of Directors of
the Metropolitan Water District was presented. Ordered filed by
unanimous vote. Absent: Hogue.
Items regarding AB 1375 Subdivision Map Act revision: (a) Communica-
tion from the City Manager; (b) AB 1375 summary and analysis; (c)
Planning Director's recommendation of support of the measure; (d)
City Engineer's statement the proposed changes will provide desirable
features, were presented. Moved by Waters, seconded by Camacho,
AB 1375 and recommendations of staff be a owed.. Carried by unanimous
vote. Absent: Hogue.
A communication from the CITY OF DOWNEY urging support of legislation
proposed by Attorney General Evelle J. Younger and a copy of the City
of Downey's Resolution 2566 were presented. Ordered filed by unani-
mous vote. Absent: Hogue.
A communication from the DIRECTOR OP PARKS & RECREATION forwarding the
minutes of the Street Tree Committee meeting of July 8 and drawing
attention to the Committee's suggestion that the Council consider
appointing the group to work on the problem of the parkway situation
as well as trees and the minutes of the July 8 meeting were presented.
City Manager Osborn replied they wanted to include the Planning
Director in the project; however, Mr. Gerschler has a full time job.
Moved by Morgan, seconded by Camacho, this item be referred to the

A communication from the ACTING CHIEF OF POLICE recommending accep-
tance with regret of the resignation of Officer Gary G. Terrell and
a copy of the resignation were presented. Moved by Waters, secorded
by Reid, this be acce t d and ro er reco nation be granted to this
police officer. Carried by unanimous vote. Absent: Hogue.
The CITY MANAGER'S recommendations in regard to the League of Cali-
fornia Cities Legislative Bulletin dated July 16 and a copy of the
Legislative Bulletin of July 16 were presented. Moved by Morgan,
seconded by Reid: the Mana is recommendation be roved. Officer
Prank Chenelle was present and asked the Council to consider deleting
Item 9 on Page 3, (AB 844), and have a study. Carried by the following
vote, to -wit: Ayes: Camacho, Reid,r Morgan. Nays: Waters. Absent:
Hogue.
REPORTS
CITY MANAGER OSBURN said the present Zoning Ordinance gives the
Planning Commission the duty of interpreting the Zoning ordinance;
last week the Commission made an interpretation and sent it to the
Council and the Council voted it down; this places the staff in the
position (with the Attorney out of town) of not knowing whether to
issue the permit or not; he would like to place everyone on notice.
There was discussion. Councilman Camacho asked if it woad be in order

to adjourn this particular item here until Thursday afternoon at
4:00 p.m.
CITY CLERK MINOGUE reported receipt of a communication from U. S.
Senator Tunney enclosing his statement in regard to the aerospace
industry as reported in the Congressional Record which was on file.
MOVED BY REIID, seconded by Camacho, the meeting be adjourned until
tomorrow at 4:00 p.m. and they get somebody here tomorrow and hold
a special meeting or whenever the press, could be notified and clear
this up and give that man a building permit (amended motion). Carried
by the following vote, to -wit: Ayes: Camacho, Reid, Waters,► Nays:
None. Abstaining: Morgan. Absent: Hogue. The meeting adjourned
at 8:42 p.m.
