MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
February 3, 1970
The regular meeting of the City Council of the City of National City was
called to order at 7:30 p.m. by Mayor Morgan.
ROLL CALL
Council members present: Camacho, Colburn, Hogue, Reid, Morgan. Absent
None. ADMINISTRATIVE OFFICIALS present: 3ourcier, Foster, McLean, Minogue,
Osburn, Stockman.
SALUTE TO FLAG AND INVOCATION
The meeting was opened with salute to the Flag led by City Manager Osburn
followed with invocation by Chairman Melvin Chester, Bahai World Faith.
APPROVAL Or MINUTES
Moved by Camacho, seconded by Colburn, the minutes of the re ular meeting of
January 27, 1970 be approved. Carried by unanimous vote.
COUNCIL COMMUNICATIONS
COUNCILMAN HOGUE requested City Manager Osburn to bring in a set of the
League of California Cities' rules for conducting meetings and let each mem-
ber of the Council look over it to see if they want to adopt it or some
other type of rules.
COUNCILMAN CAMACHO asked if the Planning Commission considered Scrap Disposal
problem. Director of Planning Stockman replied she discussed the matter
with the City Attorney; she was going to ask the Planning Commission take up
only that matter at their second meeting of this month and invited the
attorney for Scrap Disposal and Scrap Disposal to attend the meeting.
Councilman Colburn referred to a January 28 letter from Dixieline Lumber Co.
addressed to the Council which Council has not received. City Manager Osburn
said the City Manager's Ordinance provides the City Manager will receive
and open all mail addressed to the City Council; this was received yesterday
and will be on the agenda for next week. Councilman Hogue said last week
the Council sicc.edthe police on Scrap Disposal because, according to the
Mayor, a lumber company was having 3 or 4 flats a week; if anything is im-
portant enough to sic the police on to a business (and this letter is from
a lumber company saying this is not true; they don't suffer such things as
3 and 4 flats a week), he thought it should go on the agenda; he agreed that
when a letter comes in addressed to the City Council copies should be put
on the councilmen's desks immediately whether or not it was put on the agenda.
Mayor Morgan said if anyone on the Council would like to have any business
in the neighborhood investigated, he would like to have it here and they
will see if they can get them within the law; everyone in the City should
live within the law. Director of Planning Stockman said the Planning Depart-
ment has undertaken a systematic report; the Planning Commission reports at
almost every meeting zoning violations they have noted throughout the City;
they treat all people alike; they have several of the people they might be
talking about under consideration at this time; during the year of 1969 167
zoning violations were taken under consideration and corrected by the Plann-
ing Commission; those necessary were taken to court.
VICE MAYOR REID said west of Roosevelt on 8th Street there's two different
tracks; someone, especially motorcycle riders, is going to get hurt there
if there isn't blacktop or something put in those holes; he did not know if
the City or the railroad was responsible. City Manager Osburn said the City
would check it out but they would have to allow us to do it.
COUNCILMAN COLBURN recognized the Mason family, residents of National City,
and Judith Barlow AFS Exchange Student from Manchester, England. Mayor
Morgan presented Judith Barlow a "Key to the City". Judith said she has a
book for him from the Mayor of Manchester and will present it another time.

The PROCLAMATION of "WALK FOR MAKUND DAY IN THE CITY OF NATIONAL CITY"
(February 7, 1970) was read. Moved by Reid, seconded by Hogue, theyroclama-
tion be approved. Carried by unanimous vote.
The PROCLAMATION of "AMERICAN FIELD SERVICE WEEK" (February 9-14, 1970) was
read. Moved by Reid, seconded by Colburn, the proclamation be approved.
Carried by unanimouS vote.
The PROCLAMATION of "NATIONAL CRIME PREVENTION WEEK" (February 8-14) was
read. Moved by Colburn, seconded by Reid, tlE3earovedieroclan.
Councilman Colburn said if anyone contacts any of them during the week to
suggest there were any John Birchers ever involved with the Exchange Club,
they shouldn't. reverse this decision and will go ahead and support the
proclamation. Carried by unanimous vote.
The PROCLAMATION of "BOY SCOUTS WESK IN THE CITY OF NATIONAL CITY" (February
7-13) was read. Moved by Reid, seconded by Colburn, the proclamation be
approved. Carried by unanimous vote.
HEARING
The USE DISTRICT HEARING ON THE ESTABLISHMENT OF ZONING ON THE DUCKPOND
ANNEXATION was held at this time, City Clerk Minogue stated the Planning
Commission recommendation was attached to the Agenda and the Certificate of
Publication was on file. Director of Planning Stockman stated the public
hearing was to establish zoning on the Duckpond Annexation extending between
30th Street, 32nd Street or the trailer park, National Avenue and to the
alley between B Avenue and C Avenue; at the time of the public hearing be-
fore the Planning Commission all property owners within the area were
notified of the zoning as well as all property owners within a radius of
300'; there was only one property owner who protested; he felt that his
zoning should stay in the industrial zoning but the balance of the property
owners felt it should go into commercial; at the regular meeting of the
City Planning Commission on December 8 it was moved and unanimously passed
recommending the establishment of C-4, Wholesale Commercial Zoning on the
entire area of the Duckpond Annexation. No one was present in this regard.

ORAL COMMUNICATIONS
E. H. ALSDORF, 2105 J Avenue, was present and commended the Council on the
new traffic signal at Plaza and D Avenue; that's much better than the 4-way
stop. Mr. Alsdorf said while he was away during the summer there was appli-
cation for alcoholic beverage license at 21st and Highland; he made a pro-
test but the Attorney said he was too late on making the protest; the City
Council should do something regardless of whether or not he got his request
in too late.

Carried by unanimous vote.
RESOLUTION NO. 10,028, 'DEDICATION OF CITY OWNED PROPERTY FOR PUBLIC STREET
PURPOSES (TM' Avenue)." Moved by Hogue, seconded by Colburn, the resolutida

RESOLUTION NO. 10,029, "RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
NATIONAL CITY, CALIFORNIA, AUTHORIZING CERTAIN OF ITS MEMBERS TO FILE A
WRITTEN ARGUMENT FOR A CITY MEASURE." Moved by Reid, seconded by Colburn,
the resolutionbe . City Attorney McLean stated the resolution
designates the entire Council as the body to write the argument in favor of
the measure; in the past they have done this and the Council delegated the
actual drafting of the argument to someone on the staff and they submitted

it to the Council. Carried by unanimous vote.
RESOLUTION NO. 10,030, "RESOLUTION URGING SAN DIES COUNTY BOARD OF SUPER-
VISORS TO CONSTRUCT A COUNTY GOVERNMENTAL FACILITY IN THE SOUTH BAY." Moved
by Camacho, seconded by Reid, the resolution be adopted. Carried by the
following vote, to -wit: Ayes: Camacho, Reid, Morgan. Nays: Colburn,
Hogue.

ORDINANCE NO. 1235, "AN ORDINANCE AMENDING ORDINANCE NO. 962, ZONING ORDIp.
NANCE OF THE CITY OF NATIONAL CITY, CALIFORNIA (Zone Change No. C-60, from
R-1, Single Family Residence Zone, to TCR-PD, Tourist, Commercial, Recrea-
tion -Planned Development Zone, South of Sweetwater Heights Subdivision and
O. D. Arnold Hills Subdivision and north of Sweetwater Road)." Moved by
Hogue, seconded by Colburn, the a ddiinance die adopted. Carried by the follow-
ing vote, to -wit: Ayes: Camacho, Colburn, Hogue, Reid. Nays: None, Ab-
staining: Morgan.
ORDINANCE NO. 1236, "AN ORDINANCE AMENDING ORDINANCE NO. 962, ZONING ORDI-
NANCE OF THE CITY OF NATIONAL CITY, ESTABLISHING ZONING WITHIN PHASE II OF
THE E. J. CHRISTMAN BUSINESS AND INDUSTRIAL PARK." Moved by Colburn,
seconded by Reid, the ordinance be adopted. Carried by unanimous vote.
RESOLUTION NO, 10,031, "RESOLUTION ALLOWING ISSUANCE OF BUILDING PERMITS IN
PHASE II OF THE E. J. CHRISTMAN BUSINESS AND INDUSTRIAL PARK," was presented.
Moved by Colburn, seconded by Hogue, the resolution be read by title.
Carried by unanimous vote. The title was read. Moved by Colburn, seconded
by Reid, the resolutioadded. Carried by unanimous vote.

UNFINISHED BUSINESS
A communication from MRS. CHARLOTTE C. WATERS, 3126 E. 20th Street, request-
ing discontinuation of zone change application and refund of $100.00 deposit
and recommendation of Director of Planning $50.25 be refunded, were present-
ed. Moved by Hogue, seconded by Colburn, the Director of Planningts recom-
rriendation be aaroved. Carried by unanimous vote.
The recommendation of the CITY ENGINEER and DIRECTOR OF PLANING the request
for a 451 driveway and a 611 driveway at 1010 W. 19th Street with permission
to utilize more than 400 of the frontage on 19th Street be granted subject
to continuing the existing on -street parking on Haffley Avenue, was present-
ed. Moved by Hogue, seconded by Colburn, the recommendation of the City

NEW BUSINESS
A communication from the CITY MANAGER regard3ng the League of California
Cities bulletin relative to disclosure of assets, was presented. Ordered
filed by unanimous vote.
A communication from the CITY MANAGER regarding the final inspection of the
Library addition (Letters from the Building Inspector and Architect attached),
was presented. Moved by Colburn, seconded by Hogue, the City Manager's
Idatiearovedrecommer. Carried by unanimous vote.
A communication from the CITY MANAGER stating a request was made to the
Library Board to transfer $30,000.00 from the Library Capital Outlay to the
City Capital Outlay, was presented. Moved by Reid, seconded by Camacho,
this be approved. Carried by unanimous vote.
COUNCILMAN REID stated the Public Works Department was in need of a loader;
City Manager Osburn has the figures and they can get one for $23,100. Moved

An application by BAY CITIES AMBULANCE, INC. for four ambulance permits
(Reinstatement Notice and Certificate of Insurance attached to the agenda)
was presented. Moved by Hogue, seconded by Reid, in favor of whateverit

A communication from the DIVISION OF HIGHWAYS regarding the closing of
streets to vehicular traffic and the construction of pedestrian malls, was
presented. Ordered filed by unanimous vote.
A communication from the CITY MANAGER regarding an amendment to Ordinance
No. 1068 relating to holidays, was presented. Moved by Hogue, seconded by
Reid, therecortmda)oftheSanagerbearoved. Carried by unani-
mous vote.
Application by RONALD J. GRIFFIN, 2837 L Avenue, for refund of a $25.00 per-
formance bond (Engineering recommendation on the application form), was pre-
sented. Moved by Camacho, seconded by Colburn, this refund be approv

A communication from the CHAMBER OF COMMERCE BOARD OF DIRECTORS recommending
the Council look into the possibility of forming a City pollution ordinance
to supersede or strengthen the County ordinance, was presented. Dr. George
Parchen, Vice Chairman of the Anti -Pollution Committee, was present in this
regard. Moved by Colburn, seconded by Camacho, this letter be referred to
the City Mana er and Cit Attorney for a re ort back to the Council. Carried
by unanimous vote.
A communication from the DIRECTOR OF PUBLIC WRNS recommending the rental
rate for a City owned house at 1915 Palm Avenue be raised from $53.70 to
$aosoo per month, was presented. Moved by Hogue, the request be denied.
Motion died for lack of second. Moved by Colburn, seconded by Hogue, this
item be filed until a further report made by the City Manager's office as
to the value of the City ownin2oneroo2Lresidencein afcit.

REPORTS
CITY MANAGER OSBURN recommended approval of the renewal of eight licenses
for Radio Cab Company. Moved by Hogue, seconded by Reid, Ita_silLEnuma
recommendation be approved. Carried by unanimous vote.
CITY MANAGER OSBURN reported receipt of a request from Mr. John Lathers that
he be permitted to deposit the money instead of paving an alley between M and
N Avenue and between 17th and 18th Streets; he would like to take a look at

this and report back next week; he just received it today. Moved by Reid,

CITY CLERK MINOGUE reported receipt of the league of California Cities
announcement its 4th Institute on Employer -Employee relations will be held
March 18-20, 1970, 3iltmore Hotel, Los Angeles, which was on file.
DIRECTOR OP ?LANNING STOCKMAN recommended the application for Zone Variance
No. Z-70 (2509 S. 2nd St.) be placed on the City Council Agenda for February
24. Moved by Hogue, seconded by Colburn, the City Planner's recommendation
be approved. Carried by unanimous vote.
