MINUTES OF THE REGULAR MEETING OF THE CITY COUNCIL
OF THE CITY OF NATIONAL CITY, CALIFORNIA
June 9, 1970
The regular meeting of the City Council of the City of National City was
called to order at 7:30 p.m. by Mayor Morgan.
ROLL CALL
Council members present: Camacho, Hogue, Reid, Waters, Morgan. Absent:
None. ADMINISTRATIVE OFFICIALS present: Bourcier, Foster, McLean, Minogue,
Civil Engineer Associate Onley, Osburn, Stockman.
SALUTE TO FLAG AND INVOCATION
The meeting was opened with salute to the Flag led by City Manager Osburn
followed with invocation by the Rev. Hodges, First United Pentecostal Church,
,\FPROVAL OF MINUTES
Moved by Waters, seconded by Camacho, the minutes of the regular meetings of
May 19 and May 26 be approved. Carried by unanimous vote.
iJAYOR MORGAN suggested Item XV, 4 on the Agenda (Director of Planning's
recommendation the following be set for public hearing at 8:00 p.m., July 7,
and that the Planning Commission recommendation be taken under consideration
at that time: (1) Creation of Commercial Major Shopping Center and Conven-
tion Planned Development Zone; (2) to establish said zone on all that
territory known as Koenig Annexation No. 1 and Koenig Annexation No. 2 and
that the protest petitions received by the City Clerk be held for the July
7 hearing) be brought to the floor at this time. Moved by Hogue, seconded
by Waters, in favor of the Mayor's recommendation and that the two hearings
be set for 8:00 p.m., July 7. Carried by unanimous vote.
PRESENTATIONS were listed on the Agenda and were not made as the proposed
recipients were not present.
COUNCIL COMMUNICATIONS
COUJNCILMAN WATERS asked that the arm of one of the chairs in the Council
Chambers be repaired.
COUNCILMAN REID reported receipt of a letter of thanks from his student
counterpart in Student in Government Day.
MAYOR MORGAN reported on the National Association of Housing & Redevelopment
Officials Conference he attended in Honolulu and suggested the Council con-
sider application for Federal funds.
MAYOR MORGAN reported the County proposed raising their tax rate 52.50 per
$100 assessed valuation; this affects National City; and recommended the
Council authorize either the City Manager or the Mayor to write to the
County Board of Supervisors and tell them to hold the line on taxes. Moved
by Camacho, seconded by Morgan, in favor of the Mayor's recommendation.
Motion failed by the following vote, to -wit: Ayes: Camacho, Morgan. Nays:
Hogue, Waters. Abstaining: Reid.
MAYOR MORGAN stated at the Finance Committee meeting items were removed and
added to the Budget and they had no way of knowing whether the budget was
in balance or not; he recommended the City Manager present a balanced budget
including raises and letters from the Department Heads stating their requests
which can be inserted or omitted from the budget. The Mayor said he is not
in favor of raising taxes but would like the Council to authorize the City
Manager to prepare a budget that would be in balance and that would include
7.5% or 10% pay raises for employees. No action was taken. Vice Mayor
Camacho called a meeting of the Finance Committee for 4:00 p.m., Monday,
June 15.

PROCLAMATION OF NATIONAL CITY RODEO DAYS September 7 through 13 was read.
Moved by Reid, seconded by Camacho, the_proclamation be ',proved. Carried
by unanimous vote.
ORAL COMMUNICATIONS
FRANK CHENELLE, 3025 Plaza Boulevard, representing the National City Police
Officers Association and PORAC, was present and requested that he and Andy
Bekech of the Fire Department be allowed to speak on items 9 and 10 under
New Business and that item 7 be read into the minutes. Mayor Morgan said
the request would be granted.
ADOPTION OF RESOLUTIONS
Moved by Hogue, seconded by Camacho, the Resolutions be read by title.
Carried by unanimous vote.
RESOLUTION NO. 10,108, "RESOLUTION AUTHORIZING CONVEYANCE OF REAL PROPERTY
(Title Insurance and Trust Company, 16th and Highland)." Moved by Camacho,
seconded by Reid, the Resolution be adopted. Carried by unanimous vote.
RESOLUTION NO. 10,109, "RESOLUTION REQUESTING THAT THE STATE HIGHWAY COMMIISS-
;ON ADOPT A TRAVERSABLE ROUTE FOR STATE ROUTE 54 AND STATE ROUTE 125 BETWEEN
:INTERSTATE 805 AND STATE ROUTE 94." Moved by Reid, seconded by Camacho,
the Resolution be adopted. Carried by unanimous vote.
RESOLUTION NO. 10,110, "A RESOLUTION DETERMINING AND DECLARING THAT THE PUB-
LIC INTEREST, CONVENIENCE AND NECESSITY OF THE CITY OF NATIONAL CITY REQUIRE
THE CONSTRUCTION, OPERATION AND MAINTENANCE OF PUBLIC STREETS ACROSS CERTAIN
DESCRIBED LAND IN THE CITY OF NATIONAL CITY, COUNTY OF SAW DIEGO, STATE OF
CALIFORNIA, AND THAT THE PUBLIC INTEREST, CONVENIENCE AND NECESSITY DMAND
THE ACQUISITION OF FEE TITLE TO SAID PROPERTY TO BE USED BY SAID CITY FOR
SAID PURPOSE: AND DECLARING THE INTENTION OF THE CITY OF NATIONAL CITY TO
ACQUIRE SAID PROPERTY UNDER EMINENT DOMAIN PROCEEDINGS: COMMENCE AN ACTION
IN THE SUPERIOR COURT OF THE STATE OF CALIFORNIA IN AND FOR THE COUNTY OF

ADOPTION OF ORDINANCES
Ordinance No. , an ordinance providing for overtime pay for City Employees
was listed on the Agenda for second reading and adoption. Moved by Camacho,
seconded by Morgan, the ordinance be held until after budget discussions.
Carried by the following vote, to -wit: Ayes: Camacho, Reid, Morgan. Nays:
Hogue, Waters.
REPORT OF CITY ATTORNEY
CITY ATTORNEY McLEAN said the City was in the process of obtaining easement
along 7th Street for drainage purposes; it appears it will be necessary to
condemn the easement through court action and it will be required that
severance damages be paid; possibly the City will within the next few years
put a street in the same area. The City Attorney recommended the Council
authorize the City Engineers to prepare the plans for Seventh Street between
T and V Avenues in order that the right-of-way and easement may be obtained
at the same time through the court action and save paying double severance
damages. Moved by Reid, seconded by Camacho, the City Attorney's recommen-
dation be approved. Carried by the following vote, to -wit: Ayes: Camacho,
Hogue, Reid, Waters. Nays: None. Abstaining: Morgan.
CITY ATTORNEY McLEAN reported the Water Company's petition for writ of pro-
hibition, (Fourth District Court of Appeals) was denied and there are no
further obstacles to the City's condemnation action; on June 17 Judge Focht
of the Superior Court will set time to proceed to trial.

HEARINGS
The CONTINUED ASSESSMENT HEARING, 1911 ACT IMPROVEMENT OF PLEASANT LANE AND
ARCADIA PLACE, ASSESSMENT DISTRICT NO. 169, was held at this time. City
Clerk Minogue stated the Certificate of Publication and Affidavits of Post-
ing and Mailing were on file. Two letters of protest were read: Charles
D. and Vera E. Heck, 2911 E. 10th Street, protesting assessment for wall
footing when only sidewalk is installed; letter from Mr. & Mrs. Fred H.
Breise, 5750 Severin Drive, La Mesa, stating final assessment on parcels
24, 25 and 26 were $200.00 more each than original estimate. Mayor Morgan
asked if that was all of the protests. The City Clerk replied it was.
City Attorney McLean instructed the City Clerk to call the second hearing
at this time. The ASSESSMENT HEARING OF THE 1911 ACT IMPROVEMENT OF HARBI-
SON AVENUE, ASSESSMENT DISTRICT NO. 160, was held at this time. City Clerk
Minogue stated the Certificate of Publication and Affidavits of Posting and
Mailing were on file. One letter of protest was read: C. K. Fleming, 601
Winterberry Drive, Findlay, Ohio, 45840, Assessment Na. 28 protesting final
assessment cost was higher than value of the land and that he refused to pay
same.
City Attorney McLean said Mr. Onley would give the Council a general ex-
planation of the assessment method which would apply in each of the dis-
tricts and then discuss the particular assessments in each district sep-
arately and that would save repeating the same explanatory matter in the
same evening to the same audience and to the same Council. Mr. Onley said
he was the Assessment Engineer for the City of National City for the two
districts being discussed tonight; he has accumulated 22a years experience
in assessment engineering, working for many law firms, bonding companies,
cities, and other concerns in and around southern California; tonight they
were holding the hearing on Arcadia Place and Pleasant Lane and on Harbison
Avenue. The Arcadia Place and Pleasant Lane map they would call No. 169;
the cost of the improvements were $33,570.90 of which the City paid
$7,558.06, leaving $26,012.84 to assess over the properties within the
boundaries of the district. Harbison Avenue they call District No. 160;
the total cost of the improvement was $65,183.34; the City's contribution
was $28,556.33, leaving a total of $36,627.01 to assess within the boundaries
of the assessment district. Mr. Onley said the boundaries of these dis-
tricts (shown by heavy blue lines on the maps) were set up by previous de-
cision of the Council before the Resolution of Intention was passed; the
protests read by the City Clerk were green color on the maps on the board
in each of the separate districts. Mr. Onley displayed and explained Charts
A, B, C & D to demonstrate in general how the two districts were assessed.

Mr. Onley stated in his opinion, the method that he demonstrated with Charts
A, B, C & D was the most equitable method; it benefits equally across the
parcels of land. City Attorney McLean requested Mr. Onley to describe to
the Council the nature of the improvements done and the method he used to
assess the costs of these particular improvements within Assessment District
169 which is Pleasant Lane and Arcadia Place. Mr. Onley said in Assessment
District 169 they paved the streets with asphalt paving, base and grading
and placed concrete driveways on Arcadia Place; on Pleasant Lane they placed
the concrete curbs, concrete sidewalks and driveways and paved and graded
the street; on Arcadia Place all those properties that had concrete curbs
directly in front of their properties that had a driveway built for their
property paid for all the concrete work that was adjacent to their property;
on Pleasant Lane all the properties that had sidewalks; driveways and con-
crete curbs adjacent to their property paid for the concrete work; all of
the properties within the district paid for paving and drainage of the
streets on a benefit -share basis. City Attorney McLean asked Mr. Onley if
he personally had inspected the properties in District No. 169. Mr. Onley
;aid he personally went into the field and looked at each one of these par-
cels and the benefit they would receive from the improvement and in his
opinion all the parcels within the boundaries of this district, 169, are
b nefitting according to the estimates he has derived from it. The City
Attorney requested Mr. Onley to turn his attention to the 2 protests re-
ceived in District 169 and explain to the Council his opinion of the basis
of the protests and what corrective action, if any, should be taken. Mr.
Onley said in the protest from Mr. & Mrs. 3reise on parcels 24, 25 and 26,
they were protesting the costs; the original estimates of the costs in the
City records show that Parcel 24 had an estimate of $677.17 and the final
assessment was $680.76, approximately $9.00 difference; Parcel No. 25 had
an original assessment of $775.92 and a final assessment of $736.39,
approximately $40.00 less than the original assessment; Parcel No. 26 had
an assessment of $985.10 estimated and a final assessment of $933.61 which
is approximately $50.00 less; the total cost of the assessments on these 3
parcels was considerably less than the estimates. Mr. Onley said the pro-
test from fir. & Mrs. Heck was on Parcel No. 31; they stated they were
charged for a wall footing instead of a sidewalk on Pleasant Lane; the costs
and the quantities as given him by the Engineer of Work included this as a
piece of wall footing next to their property; he did assess that as wall
footing against this piece of property; after Mr. & Mrs. Heck came and talk-
ed to him he went into the field to see what was there but the job was com-
pleted and he couldn't see what was there; so he had to use for this dis-
trict what was given him by the Engineer of Work; possibly Mr. & Mrs. Heck
had a legitimate complaint but he couldn't prove it one way or the other be-
cause he could only see what was there now and that is a surface of concrete.
City Attorney McLean asked what amount of money was involved in his objec-
tion. Mr. Onley replied heasiesiezdhim $197.06 as his benefit from the im-
provements and, if that is sidewalk and not wall footing, his assessment
should be only $116.61 rather than $197.96; a difference of $80.45. City
Attorney McLean said if the City Council contributed $80.45 to the cost of
the district, then Mr. Heck's protest would be eliminated. The City Attorney
inquired if there was anyone in the audience who desired to speak concern-
ing Assessment District 169, which is Pleasant Lane and Arcadia Place.
Charles Heck, 2911 E. loth Street, was present and said he came home one
night and they had it solid to this front piece of land here; it made a
little zig-zag; he said to the man, whoever he is, the foreman, why didn't
he just straighten it out and whatever difference it is (probably only half
yard of cement) he would be glad to pay for it; so he said they would do it
and they did; Mr. Camerian (across the street from him) and he both only
have 7' of land down there on that property and his is $112.00 and the next
thing he found out he was assessed for $197.00; in the meantime, this con-
tractor wiped out 40' of his sidewalk and curb (he had a nice lawn and stuff
like that) with all this dirt and everything, he just wiped it out; he had
to clean it up and after the rains came they had an awful mess; it was just
miserable; he thought he got a rough deal. Mr. Heck said it was sidewalk;
no steel was used. Mayor Morgan asked if he had a deal with the contractor.
Mr. Heck said he never saw him but some tall, slim engineer came by and

kept trying to get him to sign this; well, he signed it; he shouldn't have
signed it but he did. Councilman Reid said these little problems come up
on these construction jobs; if that man only has 2' x 7' there, he shouldn't
pay that price; he was for the City to pay that. Moved by Hogue, seconded
by Camacho, the hearing be closed and the assessment of the City Engineer
and his recommendations be approved and it be referred to the staff for
further processing. Councilman Reid said he would have to vote "no" on it
because he didn't feel the man owes that much money for a 2' x 7' strip;
things come up if you're building a house, an addition, a street; a mistake
was made. Vice Mayor Camacho asked if he thought the City should pay it.
Carried by the following vote, to -wit: Ayes: Camacho, Hogue, Waters.
Nays: Reid, Morgan. Moved by Waters, seconded by Camacho, the City Engi-
neer be directed to amend this citizen's assessment downward by $80.45 and
to increase the City's contribution to the district upward by $80.45 (amend-
ed motion). Adeline R. Dorsey, 1009 E. 8th Street, was present and said
she would like to know if the driveway at 903 Arcadia would be taken care
of. Councilman Hogue asked if they could settle the question that was on
the floor first. Carried by the following vote, to -wit: Ayes: Reid,
Waters, Morgan. Nays: Camacho, Hogue. Mrs. Dorsey said there was some-
thing wrong with the grading of either the street or the driveway because
when the cars go down the driveway, they scrape the street (Parcel 15).
City Manager Osburn said this is true; there is a scraping there; Mr.
Stogsdill was out and informed Mrs. Dorsey or someone that lives there that
we will fix it as soon as we get around td, it and it should be within the
next couple weeks. Mrs. Dorsey also said she thought this contractor com-
pany they were dealing with should be looked into more thoroughly because
the way they're doing their job isn't the way it should be done; you people
know it. City Attorney McLean asked if there was anyone else in Assessment
District No. 169 that desired to be heard. There was no response.
The City Attorney asked Mr. Onley to direct his attention to Assessment Dis-
trict 160, Harbison Avenue between 16th Street and Plaza Boulevard, and to
describe to the Council the nature of the work done in that district and the
method by which he assessed the cost of the work against the properties.
Mr. Onley said in Assessment District No. 160 which is enclosed in the heavy
blue line, the protests for the district represents 1% and was the protest
read by the City Clerk and was colored on,the map in green, protesting an
assessment greater than the value of the property; the assessment they were
speaking of was $618.40 and in his opinion, the benefit derived from this
property was much greater than the assessments being assessed against this
piece of property which is Assessment No. 28. Mr. Onley said in Assessment
District 160, Harbison Avenue, they placed concrete improvements, curbs,
gutters and sidewalk and driveways, they paved the street, removed concrete
that was giving way, did concrete block work to hold the properties up on
the east side of the street and did some drainage work at the intersection
of Harbison and Earle Dr.; all of the concrete work that was assessable to
the properties, which was curb, gutter, sidewalk, driveways was charged to
the adjacent properties; no concrete work was charged to
any property that did not face upon the improvement; all the grading of the
streets, both Earle Drive and the paving of Harbison and Earle Drive was
assessed to all the properties in the district according to the benefits
from it. City Attorney McLean asked Mr. Onley if he personally had inspect-
ed each property within the district. Mr. Onley said he personally had in-
spected all the parcels in this disricft,tand he found that all assessments
in the district are less than what/t e, would receive from the improvements.
City Attorney McLean asked if there was anyone who desired to speak con-
cerning Assessment District 160 and asked them to state their names and
which piece of property being referred to. John A. Incoccia, 1215 Harbison
Avenue, was present and said his property was on the east side of Harbison
next to the vacant lot on Plaza Boulevard; and inquired why he was assessed
$1400.00 after they had given him an estimate of $1,005.00. Mr. Incoccia
also said his driveway is steeper than it was; he could get in and out, but
he had to block his car every night. Mr. Onley said he did not have the
original assessment with him but he did have the make-up of his present
assessment; this is one of the parcels where the City built a concrete

block wall from one end of his property to the other and the driveway was
installed parallel to a block wall with an adjacent 3' sidewalk; the City
paid for the wall; the City paid for the sidewalk on his property and the
City paid for the removing and replacing of his driveway; when the estimate
was given, the wall was not included in that. Mr. Onley detailed the various
costs included in Mr. Incoccia's assessment. Mr. Incoccia said he had 10'
of sprinkler (4 pieces) which was taken out and he had to repair it himself;
there was nothing done about it by the City. Mr. Cnley said to do the pro-
rsct, they had to make a 411 or 5' cut to nothing; at the corner of Mr.
Iā;:!occia's was about a 5' wall or 5' cut; in doing that, they had to take
ou., his sprinkler system that was in the piece of property they purchased
for right-of-way to build the street; in other words, the sprinkler parts
he _+.r referring to are parts of the sprinkler system the City bought and re-
mov.N' as a part of this construction project. Virgil Robinson, 1315 Harbi-
son A.'enue, present and said he was there in regard to Parcel 7; this

o.ffiL;% .iited for an itemized account and talked to Pair. Baker, the City
and there seems to be a mistake; as Mr. Morgan knows, he lost
ir January and she took care of this; he had a cancelled che,'c. or
that was extra that they paid the Griffith Company; there sc srp..
ā00 ±n his favor on this estimate; Mr. Baker was going to have them
c,.:_c:.nto this and he called the contractor; he thought there was $54.00
and something they have figured twice; and he wanted to know if they had
anything on it. The City Attorney told Mr. Robinson if he would come into
the Engineering office to see Idr. Onley, he could tell him exactly where he
stood. Arthur Hanks, 3055 Palmer Street, was present and said he would liko
to find out when his assessments went up $300.00 over estimate; another
thing, he only had about maybe 8' or 10' of the retaining wall and the dirt
is going to be washed right off of there; it should have been more than 25'
or 30' in there. Mr. Onley said Mr. Hanks had discussed this with him;
basically, it was because of items of work that were higher in bid prices
than there were in the estimate prices. Mir. Cnley said in regard to this
wall, he went out and looked at it and he discussed it with the engineer;
there is a problem there and the City will eventually have to take care of
this problem; the problem is damming the water and silt that runs from the
back of the wall down on to the City property and causing not only a danger-
ous condition but the street will fill up with silt and sand. Mayor Morgan
said the City would pay the whole cost of this when it is done. City
Attorney McLean asked if there was anyone else who desired to be heard in
Assessment District 160. There was no response. Moved by Camacho, seconded
by Reid, the hearing be closed, the assessments confirmed and the proper
authorities be delegated to continue with this to complete this 1911 Act
project (amended motion). Mrs. Dorsey said she understood on that Froject
153 the contractor added a 7% interest or rate on it because of a laxity of
payments. Mayor Morgan said that was another 1911 Act; it did not pertain
to this; was there any question on this motion. Mrs. Dorsey asked why they
weren't penalized for holding them up; they say they will complete something
in 30 days and it takes them 4 months and 5 months and they're not completed.
Carried by unanimous vote. City Attorney McLean said he had two resolutions
to conclude the proceedings in 160 and 169. Moved by Camacho, seconded by
Reid, the resolutions be read by title. Carried by unanimous vote.
RESOLUTION NO. 10,111, "RESOLUTION CONFIRMING ASSESSMENT (Harbison Avenue
between 16th Street and Plaza Boulevard, Assessment District No. 160)."
Moved by Reid, seconded by Camacho, the resolution be adopted. Carried by
unanimous vote.
RESOLUTION NO. 10,112, "RESOLUTION CONFIRMING ASSESSMENT (Arcadia Place and
Pleasant Lane, Assessment District No. 169)." Moved by Camacho, seconded by
Reid, the resolution be adopted. Carried by unanimous vote.
REFERRALS
The CITY ENGINEER'S report on engineering and traffic survey on major streets
for the purpose of establishing speed zones was presented. Moved by Waters,
seconded by Reid, it be referred to the Traffic Safety Committee and Chief

of Police for a report. Carried by unanimous vote.
NEW BUSINESS
Application for new on -sale beer license by 3ETINA R. and RICHARD D. DARE,
DBA RICHARD'S CHOP STICKS, 817 National Avenue and the Police Chief's
recommendation the application be protested unless license is issued under
three conditions were presented. Moved by Hogue, seconded by Waters, it be
filed. Carried by the following vote, to -wit: Ayes: Camacho, Hogue,
Waters. Nays: Morgan. Abstaining: Reid.

partment so the officers will be notified of this and the letter be filed.

The request of the DIRECTOR OF PUBLIC WORKS for permission to go to bid for
paving asphalt, fiscal year 1970-71, was presented. Moved by Camacho,
seconded by Reid, the request be granted. Carried by unanimous vote.
A communication from the PRESIDENT, NATIONAL CITY FIREMEN'S RELIEF ASSOCIA-
TION, outlining requests for on -call status, age 50 retirement, elimination
of residential limit, addition of widows and orphans clause under retire-
ment and vacation paybacks was presented. Andy 8ekech, President, NCFRA,
was present. Moved by Hogue, seconded by Waters, this item be referred to
the Finance Committee. Carried by unanimous vote.
Communications from the CITY MANAGER regarding the League of California
Cities Legislative Bulletins dated May 21 and May 28 were presented. Moved
by Hogue, seconded by Camacho, the recommendations of the City Manager be
approved. Frank Chenelle, representing NCPOA and PORAC was present and
stated SB 601 and AB 1261 were sent to the State Finance Committee; under
AB 1743 the State found a way to subsidize the added costs for retirement
at 50 for safety services for the first seven years. Mr. Chenelle request-
ed Council to honor the recommendation to set this over until after the
Finance Committee meetings; the State Finance Committee would probably make

their recommendations by the end of June or middle of July. Moved by Hogue,
seconded by Waters, the motion be amended to hold over SE 601. Amendment

TIN dated June 9th, copies of which were placed on Council desks; it report-
ed AB 601 has been approved and sent to Finance Committee. Moved by Camacho,
seconded by Reid, the recommendations be approved with the exception of 601.

CITY MANAGER OSBURN reported his recommendation of two left -turn slots on
Plaza Boulevard at Highland has gone to the Traffic Safety Committee which
meets June 10. Moved by Hogue, seconded by Morgan, this item be tabled
until the recommendation of the Traffic Safety Committee is presented.

sive Planning Organization Budget for 1970-71 which is on file.
DIRECTOR OF PLANNING STOCKMAN reported Planning Commission communications
and reports in regard to Scrap Disposal, Inc. (report of Director of Plann-
ing to City Attorney, dated 1/3/70; communication from William O. Ward, III,

dated 3/31/70; Director of Planning's staff report and recommendation to the
Planning Commission, dated 3/20/70; communication from Assistant Planner
Exile to Planning Commission defining "junk" and "salvage", dated 4/15/70;
and communication dated June 4 to the Mayor and City Council outlining ac-
tions taken by the Planning Commission on May 25) were sent certified mail,
addressee only, return receipt requested to Jerome Williams, Wynn Williams
and William 0. Ward, III with a cover letter advising the matter would be
on the June 9 Council Agenda. Mrs. Stockman inquired if anyone was present
in this regard. There was no response. Mrs. Stockman said she talked to
Mr. Wynn Williams and he was hardly able to speak as he was suffering with
a severe cold; but he did say he was willing to cooperate. Mrs. Stockman
recommended the matter be laid over until next Tuesday. Moved by Hogue,
seconded by Camacho, the recommendation be approved. Mayor Morgan asked if
the Council could be shown an architect's rendering of the proposed improve-
ments; and suggested it go back to the Planning Commission. Motion carried
by unanimous vote.
DIRECTOR 0% PLANNING STOCKMAN presented the Planning Commission's recommen-
dation of approval of plans for the area between 27 and 28th Streets,
National and "A" Avenues. Mrs. Stockman displayed and explained a plot
plan of the area to be developed by George Webster, Webster Pontiac, and
R. M. Stanley of Stanley Dodge-Simca, subject to landscaping being worked
out with the Director of Planning which showed plantings of creeping cypress
on National Avenue side. E. M. Stanley, 2900 National Avenue, was pres-
ent/ e -plained the plan further. Moved by Reid, seconded by Camacho, the
recommendation of the Planning Commission and Director of Planning be
Lpr.oved. Carried by unanimous vote.
The PLANNING COMMISSION'S recommendation that application for Zone Variance
No. Z-73 by Eddie Glaspie, 2211 Beta Street, for reduction of rear yard
setback to 13' be granted was presented. Moved by Hogue, seconded by Waters,
the Planning Commission's recommendation be approved. Carried by unanimous
vote.
