MINUTES OF THE ADJOURNED MEETING OF JUNE 24, 1969,
CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA
JUNE 27, 1969
The adjourned meeting of June 24, 1969, was called to order by Mayor
Morgan at 4:02 p.m. Council members present: Camacho, Hogue, Reid,
Morgan. Absent: Colburn.
ADMINISTRATIVE OFFICIALS present: Foster, Maley, McLean, Minogue,
Osburn, Watts.
MOVED BY HJGUE, seconded by Camacho, the three Resolution; be read by
title. Carried by unanimous vote. Absent: Colburn.
RESOLUTION NO. 9863, "RESOLUTION ACCEPTING BID ON BEAUTIFICATION OF EL
TOYON PARK (Spec. No. 745 - Flat Work and Building - T. B. Penick & Sons
in the amount of $70,035.00.)" Moved by Hogue, seconded by Camacho, the
Resolution be adopted. (The City Clerk's report on the opening of sealed
bids for subject project on June 26th was attached to the Agenda distrib-
uted to the City Council and Staff for the adjourned meeting. Two bids
were received: Alco Fence Co., Inc. $79,874.00, Alt. A deduct $3,170.00,
Alt. B deduct $1,700.00; T. B. Penick & Sons $75,127.00, Alt. A deduct
$3,233.00, Alt. B deduct $1,859.00. Certificate of Publication and Affi-
davit of Posting Notice to Bidders on fie.) Motion carried by unanimous
vote. Absent: Colburn.
COUNCILMAN COLBURN arrived and took his place at the meeting.
RESOLUTION NO. 9864, "RESOLUTION ACCEPTING BID ON BEAUTIFICATION OF EL
TOYON PARK (Spec. No. 747 - Material - Pacific Wholesale Electric Co. in
the amount of $42,058.70 for Unit A and Contractor Supply in the amount
of $20,066.23 for Unit 8.)" Moved by Reid, seconded by Hogue, the Resol-
ution be adopted. (The City Clerk's report on the opening of sealed bids
for subject project on June 18th is contained in par. 4, page 92, Minutes
of the Regular Meeting of the City Council of June 24, 1969.) City Attor-
ney McLean ruled the bid of Coast Electric out of order on the basis
that they neglected to include sales tax in the submitted bid and added
it after the City Clerk opened bids. Motion carried by unanimous vote.
RESOLUTION NO. 9865, "RESOLUTION AUTHORIZING TRANSFER OF FUNDS AS PER
BUDGET AND CLOSING OUT 1968-69 FUNDS (General to Retirement $52,000,
General to Park $22,000, General to Library $12,000, General to Capital
Outlay $44,000, Civic Center to Capital Outlay $50,000.)" Moved by
Camacho, seconded by Hogue, the Resolution be adopted. Carried by unani-
mous vote.
CITY MANAGER OSBURN read into the record his letter to A. F. Maley,
Director of Parks and Recreation, in regard to recommended work assign-
ment toward the completion of the E1 Toyon project: "...Assuming the
acceptance and honoring of bids for this project, please be advised of
the following work orders regarding your department toward the completion
of this project and the fulfillment of the City's contractual agreement
with H.U.D. Your department will: 1. Prepare the job site to within
1/10 ft. of grade as specified for the work of the contractors who will
install the supervision facility and paved improvements. 2. Install
automatic irrigation systems according to plan. 3. Install electrical
and lighting systems as specified. 4. Do all landscaping work specified
including the planting of grass, shrubs and trees. 5. Do any and all
work, whether enumerated or not in this memo, necessary to the completion
of this phase of the development of El Toyon Park. While the deadline
for completion established by the Department of Housing and Urban Devel-
opment is June 30, 1970, please be advised that it is my belief that all
work in this phase as specified should be completed by March 1. 1970..."

COUNCILMAN COLBURN inquired about parking areas in E1 Toyon Park.
Director of Parks and Recreation Maley advised the parking areas are
not included in the first phase of the total project; approximately
240 parking spaces are planned and will be near the horse shoe area,
the west side of the Community Building, and on "U" Avenue adjacent
to private property.
MOVED BY CAMACHO, seconded by Hogue, the meeting be closed. Carried
by unanimous vote. The meeting closed at 4:11 p.m.
