MINUTES OF THE REGULAR MEETING OF TH3 CITY COUNCIL
OF TH3 CITY OF NATIONAL CITY, CALIFCRNIA
September 2, 1:5':
The regular meeting of the City Council of the Cite of National City was call-
ed to order at 7:30 p.m. by Mayor Morgan. Council members present: Camacho,
Colburn, Hogue, Reid, Morgan. Absent: None.
ADMINISTRATIJE OFFICIALS present: Foster, McLean, Minogue, Osburn, Stockman,
Watts.
The meeting was opened with salute to the Flag led by City Manager Osburn
followed with invocation by the Reverend H. Figgess, St. Matthew's Episcopal
"hurch.
L..TY CLERK iMINOGUE recommended approval of the minutes of the regular meeting
c;.` August 26, 1;6 be postponed until the next regular meeting. Moved by
:.:•acho, seconded by Hogue, the City Clerk's recommendation be approved.

;:;OILMAN COL3URN said sometime ago he requested a report on the possibility
changing the Interstate 5 off -ramp from Sth Street to Plaza; the State in-
. ted this can only be done through the City. Moved by Colburn, seconded by
it be referred to the City Manager for a report on the possibility cf
being changed and included in the Plaza widening. Carried by unanimous
COUNCILMAN COLBJRN requested the Director of Planning report on horses stabled
in National City including those not qualified under City ordinance; either
they should amend the ordinance or correct the problem. Moved by Colburn,
seconded by Reid, the item be referred to the City Planner. Mayor Morgan said
he was against the motion as individual cases should be handled separately;
when they blanket in something like this it hurts some people. Councilman
Colburn said City ordinance now requires 20,000 sq. ft. for a horse; the
Council should determine if the ordinance is too strict; the required 20,000
sq. ft. is not being adhered to; the report should include the horses now
stabled, the sq.:are footage, and the areas they are in. Director of Planning
Stockman said present ordinance requires 20,000 sq. ft. per horse and the
animal stabled at least 100' from any residence, including the owner's; her
department has been processing matters regarding horses through the Planning
Commission. Motion carried by the following vote, to -wit: Ayes: Camacho,
Colburn, Hogue, Reid. Nays: Morgan.
COUNCILMAN HOGUI. stated the newspaper reported some cities are raising speed
limits and suggested City MIanager Osburn check to see if some of the 25 m.p.h.
limits could be increased. City Manager 0sburn said he would report.
COUNCILMAN CAMACHO inquired about a stop sign at the corner of 2nd and High-
land; he was -fold this had been before the Council previously (although he dic
not know whether or not a study had been made); he weld like a feasibility
report either by the Chief cf Police or the City Manager; residents of the
area claim they have a problem entering Highland on tiie left going west due to
the fact that cars are parked near the intersection. Moved by Camacho, second-
ed by Hogue, the Traffic Safety Committee make a study regarding this. Carried
by unanimous vote.
VICE MAYOR REID stated he attended the fund, raising for the Children's Hospital
in San Diego Saturday and suggested a letter of appreciation be sent to Mrs.
Scott of Bettinia Wigs who represented the City, roller skating.
The proposed PROCLAMATION of "NATIONAL CITY TEACHER APPRECIATION WEEK" (Septem-
ber 8-12, I.6;) was read. Moved by Colburn, seconded by Camacho, the procla-
mation be ayproved. Carried by unanimous vote.

DENNIS SHUFLIN, 1427 Sheryl Lane, was present and said he was interested in
starting an organization called DARE (Drug Assistance Rehabilitation & Educa-
tion) similar to the organization in San Diego, in National City to serve
National City and the South Bay; the purpose of the organization is to help
those who want help; mostly teenagers; it is hard for some to talk to their
parents, police, or others; they have counseling groups and family counseling;
he wanted to open a National City office and requested money from the City to
support the organization. Mr. Shuflin said college students would work with
them and a reporter for the Star -News knew a psychologist who would work with
them. Councilman Hogue inquired how much money they would need. Nir. Shuflin
replied they would need $400.00 or $500.00 a month. Councilman Camacho in-
quired how the San Diego office of this organization was funded. Mr. Shuflin
said by donations and the director's own funds. Moved by Hogue, seconded by
Camacho, Mr. Shuflin talk to the Mayor, the City Attorney and the City Manager
about the program and look into it a little deeper. (amended motion) Carried
by unanimous vote. Mayor Morgan said the City Manager would set up an appoint -
Tent with Mr. Shuflin, the City Attorney, the Mayor and the City Manager.
,MN H. JENKINS, 1414 J Street, was present in regard to his application for
t_rnsfer of on -sale beer license to 841 National Avenue protested by the
':-,1)ncil and in response to the Council's request had a drawing of the exterior
;!ns for the billing. Mr. Jenkins exhibited the drawing and pointed out the
r.,._-ious changes that would be made to the building. Mr. Jenkins said he felt
'.:_. Council was trying to upgrade National City and wanted to be sure the
eJlding would conform. Councilman Colburn stated the City Attorney said the
C.i,y had a right to protest a license on the grounds of the particular area
and what it would do for the area and they also had a right to remove a pro-
test on the grounds the applicant's proposed remodeling met Council approval;
the protest woc.ld go back into effect if the applicant did not fulfill the
conditions. Councilman Camacho asked Mr. Jenkins if he would go along with
something like that. Mr. Jenkins said he would. Moved by Colburn, seconded
by Camacho, the City Attorney be requested to notify the ABC the City will re-
move the protest with the stipulation the remodeling of the building be ad-
hered to and only put back on if it wasn't at any time before the opening day
of business. Carried by the following vote, to -wit: Ayes: Camacho, Colburn,
Hogue. Nays: Reid, Horgan.
Moved by Camacho, seconded by Reid, the following resolutions be read by title.
Carried by unanimous vote.
RESOLUTION NO. 9921, "RESOLUTION OF CITY OF NATIONAL CITY APPOINTING THE PUR-
CHASING AGENT OF SAM DIEGC COUNTY AS THE AGENT OF CITY FOR THE PURPOSE OF
LEASING COMMUNICAT_ICNS EQUIPMENT." Moved by Camacho, seconded by Colburn,
the Resolution be adopted. Carried by unanimous vote.
RESOLUTION NO. 9922, "RESOLUTION ACCEPTING CCN EYANCE OF REAL PROPERTY (7th
Street)." Moved by Reid, seconded by Colburn, the Resolution be adopted.
Carried by unanimous vote.
RESOLUTION NO. 9923, "DEDICATION OF CITY OWNED PROPERTY FOR PUBLIC STREET PUR-
POSES (7th Street)." Moved by Colburn, seconded by Hogue, the Resolution be
adopted. Carried by unanimous vote.
RESOLUTION NO. 99524, "RESOLUTION AUTHORIZING CAPITAL OUTLAY FUND EXPENDITURE
(National City Public Library, $21,697.75)." Moved by Camacho, seconded by
Reid, the Resolution be adopted. Carried by unanimous vote.
CITY ATTORNEY McLEAN stated the 4th resolution listed on the Agenda for
adoption (Resolution granting a Residential Planned Development Permit pursuant
to Ordinance No. 1077 - F. L. Whittington, 2300 E. 8th Street) was not yet
ready for processing as necessary information had just been supplied.
ORDINAMCE NO. 122S, "AN ORDINANCE AMENDING ORDINANCE 962, ZONING ORDINANCE Cr
THE CITY OF NATIONAL CITY, PROVIDING REGULATIONS FOR THE CONVERSION OF RESI-
DENTIAL STRUCTURES TO CQMMERCIAL USAGE," was presented for second reading.
Moved by Hogue, seconded by Colburn, the Ordinance be read by title. Carried

The request of PROJECT DIRECTOR, SAN DIEGO COUNTY JOBS FOR PROGRESS, INC.,
OPERATION SER, for waiver of the license fee for a manpower training class at
2337 Highland Avenue, the class to be funded by the Department of Labor (21ann-
ing Commission recommendation regarding plans and location attached to the
Agenda), was presented. Mayor Morgan said he had been told this was the same
training program offered by the schools. Gordon Hirschy, 2314 E. 13th Street,
was present and stated this program was set uo by their Advisory Board; it is
a County -wide project and is backed by businessmen; it is not vocational but
is oriented to motivation, attitudes and ideas for hard-core unemployed who
are not able to keep a job. A lengthy question and answer period between Mr.
Hirschy and the Council ensued. Councilman Colburn said what was before
Council was the matter of the Council going along with the Department of Labor
and waiving the $15.00 license fee. Moved by Colburn, seconded by Hogue, the
request be approved and the business license fee ne waived. Vice Mayor Reid
asked how long they were asked for the license. i,r. Hirschy said for fifty-
two weeks. Carried by unanimous vote.
Communications from the LEAGUE OF CALIFORNIA CITIS in regard to two sessions
scheduled by the Committee on International Municipal Cooperation: (a) from
William R. Mitchell outlining the purpose of sessions and requesting sugges-
tions, and (b) from Howard Gardner asking the Mayor to designate a city
official to represent National City -Tecate affiliation, were presented. Mayor
Morgan recommended Councilman Camacho be appointed to represent the City.
Moved by Colburn, seconded by Hogue, the Mayor's recommendation be approved.
Carried by unanimous vote.
The resolution of the CITY OF COMMERCE urging adoption by the United States
Congress of the Controlled Dangerous Substances Act of 1969, was presented.
Moved by Hogue, seconded by Colburn, a resolution be adopted and sent to our
representatives. Carried by unanimous vote.
The Minutes of the PARK AND RECREATION ADVISORY BOARD meeting of August 18,
1969, were presented. Moved by Colburn, seconded by Reid, the minutes be
approved and filed. Carried by unanimous vote.

The Minutes of the LIBRAR`! BOARD OF TRUSTFr S' meeting of August 6, 1963, were
presented. Moved by Hogr-e, seconded by Camacho, the minutes be filed.
Councilman Colb'.:rn inquired about hiring two persons as outlined in the
minutes. City Manager Osburn explained it came before the Civil Service
Commission; no extra personnel were added; these people would sot start until
the first of October resulting in no increase in the Library salary budget.
Carried by unanimous vote.
The U. S. ARMY CORPS OF ENGINEERS notice of application by the University of
California at San Diego for a permit to dredge in two separate areas adjacent
to the U. 5. Naval Electronics Laboratory, was presented. Ordered filed by
unanimous vote.
A notice from the GENERAL SOLICITOR, SOUTHER;I PACIFIC COMPANY that the Atchi-
on, Topeka and Santa Fe Railroad Company, the Northwestern Pacific Railroad
Company, the Southern Pacific Company and the Union Pacific Railroad Company

construction debris burning). (amended motion) Carried by unanimous vote.
A communication from the PRESIDENT, CHAMBER OF COMMERCE, commending and compli-
menting the Council and Recreation Department (Director Maley and Pool Super-
visor Berry) for hosting the National Junior Olympic Swim Meet, was presented.
Moved by Reid, seconded by Colburn, the communication be filed. Mayor Morgan
expressed appreciation for the work the Chamber of Commerce did. Councilman
Hogue suggested a letter of appreciation be sent to the National City Swim
Club for their efforts. Carried by unanimous vote.
A communication from the CITY MANAGER filing seven items with the City Clerk
(No Council Action Necessary), was presented: (1) Minutes of the regular
meeting of the Board of Directors of the South Bay Irrigation District dated
August 5, 1369; (2) Cover letter from Cooperative Personnel Services, Sacra-
mento, California, dated August 22, 1969, enclosing Cost Service Contract
Agreement dated August 5, 1969; (3) Lease Agreement dated August 21, 1963,
between the National School District of San Diego County and the City of
National City for Central School Building to be used for the Feed Commodity
Program; (4) Cover letter from Allen T. Archer Co., 3200 Wilshire Blvd., Los
Angeles, California, dated August 1, 1969 enclosing tliemorandum of Insurance
covering Lee R. Moore, dba Diamond Cab Company, P. U. Box 7131, Lincoln Acres,

CITY MANAGER OSB"URN reported as requested by the Mayor; he checked with the
architect; the contractor will do the air conditioning on the old section of
the Library for $16,609.00 ($75.00 over the original price). Moved by Hogue,
seconded by Camacho, the air conditioning be installed. Carried by the follow-
ing vote, to -wit: Ayes: Camacho, Colburn, Hogue, Morgan. Nays: None.
Abstaining: Reid.
CITY MANAGER OS3URN reported receipt of a letter frcm Mr. George M. Carroll,
Controller, Metropolitan Water District, to the Board of Directors of the

Metropolitan Water District setting tax rags; National City's tax rate is
now $.17 with $.03 for annexation fees making a total of $.20.
CITY MANAGER OS3URid said the City did not acc2,_t S•ia Street due to some curb
returns; he recommended they be authorized to oai.rt the school crossing on E
Avenue to allow the children to cross 8th Street at the intersection. Moved
by Camacho, seconded b) Reid, the City Manager's recommendation be approved.
Councilman Colburn said if the painters were going to be there, to eliminate
the problem he discussed last week of people parking in the bus zones because
of no red curbs, something else could be done on that street instead of leav-
ing it like it is. Vice Mayor Reid asked the City Attorney who was responsible
in case of an accident on a dark, foggy night when there were no lines painted
on the street. City Attorney McLean replied the contractor was about done
with the street; after they accept the street the City becomes responsible for
the basic condition and design of the street; if it isn't marked there is a
F:ossibility of an accident for lack of proper traffic control. Councilman
<.,,lburn inquired why the street was not marked. Mayor Morgan said they do
not mark streets until accepted. Motion to approve the City Manager's reccm-
ms?cxlation carried by unanimous vote.
MANAGER 0S3URN reported receipt of a request from Mrs. J. Gerald Hockin,
of the Paradise :'alley Hospital Volunteer Service League, for permiss-
i,: to hold a rummage sale September 9-11 in the building next to Long's Drugs
7• i:ne Plaza Shopping Center. Moved by Camacho, seconded by Colburn, the re-
cuct be granted. Carried by unanimous vote.
CITY CLERK MINOGUE reported receipt of a communication dated August 19 from
the Metropolitan Water District enclosing information regarding the levying of
taxes for the fiscal year 196;-70 which was on file in her office (copies were
referred to the City Manager and Finance Officer).
DIRECTOR OF PLANNING STOCKMAN presented the Planning Commission recommendation
in regard to maintenance of the parkway along Euclid Avenue in the National
Award Homes Subdivision: the adoption of the tentative and final maps of this
subdivision required the property owners abutting Euclid Avenue to relinquish
their rights to any access; it is still thought this should prevail and the
Planning Commission recommended (1) No access to Euclid Avenue be allowed
from the adjoining properties; (2) The City take over the maintenance of the
parkway and (3) After utilities have been placed underground, a study be
initiated to landscape the parkway on this portion of Euclid Avenue because
of its proximity to El Toyon Park and because Euclid Avenue will be a major
entrance point to the City. Moved by Reid, seconded by Colburn, the Planners'
recommendation be approved. In answer to Councilman Colburn's question Mrs.
Stockman replies there is one access at the corner of Division; the Park has
access. Councilman Colburn said they approved a driveway and a gate or some-
thing in one of those places so a camper could go out the back; he would hate
to cot off someone's access and find he wasn't properly notified. Mayor
Morgan asked if they knew about it. Mrs. Stockman said they would have to
talk to them. Councilman Colburn asked if the people would be notified and
would be given sufficient time to make arrangements in case they had something
stored back there. Mrs. Stockman said that would be taken under study and
brought back to Council. Motion to approve the Planners' recommendation
carried by unanimo•s vote.
DIRECTOR CF PLANING STOCKMAN recommended the request for vacation of 17th
Street from the westerly line of McKinley Avenue to the easterly line of
Cleveland Avenue be set for public hearing and the Planning Commission
recommendation taken under consideration at that time. Moved by Camacho,
seconded by Coeburn, the Planner's recommendation be approved. Councilman
Colburn said in ether street closings they asked for plans and asked if the
same process would be adhered to in this case. Director of Planning Stockman
replied she has a plan which the developer submitted to the Planning Commission
that will be available. Motion to approve the Planner's recommendation
carried by the following vote, to -wit: Ayes: Camacho, Colburn, Hogue, Reid.
Nays: None. Abstaining: Morgan.

DIRECTOR OF PLANNING ST CKMAN presented the .fanning Commission recommendation
the application for deferral of installation of curo, gutter and sidewalk at
1721 E. llth Street be denied. Moved by Colourn, seconded by Hogue, the
Planning Commission's recommendation be approver. Carried by unanimous vote.
DIRECTOR OF PLANNING STOCKMAN recommended the tentative subdivision map and
application for Residential Planned Development Permit for Delgado Terrace
(approved by Planning Commission subject to 13 conditions) be taken off the
Agenda and put back on after the applicant has provided the City Attorney with
the necessary declaration of restrictions which would be placed against it.
Moved by Camacho, seconded by Hogue, the Planner's recommendation be approved.
Mayor Morgan stated whenever zoning or zone changes before the Council were in
conflict with the General Plan, he would appreciate Mrs. Stockman's calling
it to the Council's attention and advising them what the General Plan calls
for. firs. Stockman said in reporting to the Planning Commission she does this
and if the Council desires, it will go in their report also. Carried by unan-
m ous vote.
C&Ji4CILMAN HOGUE said the markings on 8th Street shod:: be settled as Council
v:c 1d not meet for two weeks and school would start. Moved by Hogue, seconded
by Camacho, the markinj of 8th Street be continued as it is at the present
tie from L west to rr.7.:r Drive with a double line in the center and divided
i:•to four lanes without the installation of left hand turn lanes. Councilman
Colburn said there are at least two or three intersections that could very
w^11 use a left turn lane because of the amount of traffic without loss of
parking spaces; he disagreed with complete red curo on one side of the street
for its full length; he would go along with a recommendation of the Engineer-
ing Department which has knowledge of traffic control, etc. Councilman
Camacho said now that the street is wider there were one or two accidents of
any concern in the last two months; they could mark it the way it was and in
time if they have to change it they could do sc. Councilman Colburn said if
it were to be changed there would be an ugly, black line going down the center
of the street; Council should not set themselves up as engineers; there never
was a staff report on the Agenda scheduled to come before the Council; there
had been about eight accidents on 8th Street since construction. Charles
Green, 1244 e( Avenue, was present and said the Traffic Safety Committee was
asked to study 3th Street by the Council in 1':63; at that time they recommend-
ed no left turn lanes on any streets less than 30' wide (the State has recom-
mended 84' and nothing less than 70'). Mayer Morgan said the State said where
they have parking on both sides of the street it shouldn't be less than 70'-
72'; they said nothing about eliminating it on one side. Mr. Green said when
parking is eliminated on one side of the street there are curved lines which
cause people tc swerve at intersections where most of the accidents occur; in
Police Chief Cagle's letter of 1965 he concurred with this. Councilman Col -
burn suggested the Council consider (if they're worried about a foggy night er
responsibility) a dotted white line be painted- sewn the center of the street
which would indicate who has the left side and who has the right side; they
could paint the crosswalks, the red curbs at the b,s stops and the fire plugs.
Motion failed oy the following vote, to -wit: Ayes: Camacho, Hogue. Nays:
Colburn, Reid, Morgan. 'Moved by Colburn, seconded by Reid, cn 8th Street from
L Avenue west tc the railroad crossing a dotted white line be painted to in-
dicate the center of 3th Street so cars will know which side of the street
they are on. Carried by unanimous vote.
Moved by Colburn, seconded by Reid, the meeting be closed. Carried by unani-
mous vote. The meeting closed at 8:46 p.m.
