MINUTES OF THE REGULAR MEETIiNG OF THE CITY COUNCIL

October 28, 1 3;
The regular meeting of the City Council of the City of National City was
called to order at 7:30 p.m. by Mayor Morgan.
ROLL CALL
Council members present: Camacho, Colb.xrn, Hogue, Reic, Morgan. Absent:
None. ADMINISTRATIVE OFFICIALS present: dourcier, Foster, McLean, iiincgce,
Oso.r:n, Stockman.
SALUTE TO FLAG Ai4D INVOCATION
The meeting was opened with salute tc the Flag led by City Manager Csburn
followed with invocation oy the Rev. Phillip A. Larson, Faith Community
Church.
APPROVAL OF MINUTES
Moved by Reid, seconded by Colburn, the .minutes of the regular meeting of
October 21, be approved. Carried by unanimous vote.
COUNCIL C0MMUNICATIONS
COUNCILMAN CAMAC',-[O spoke of the abuse of the Community 3uilcing by a group
holding a wedding reception Saturday. Councilman Hogue suggested people be
required to put down a deposit prior to use.
MOVED 3Y HOGUE, seconded by Cclburn, effective Hay 1, 1:70, no member of the
Police Reserve who has attained the age of 50 shall be on active duty in the
Police Reserve. Motion failed by the following vote, to -wit: Ayes:
Cclburn, Hogue. Nays: Camacho, Morgan. Abstaining: Reid.
MOVED 3Y HOGUE, seconded by Colburn, effective ;May 1, 1G70, no member of the
City Council or the ;Mayor may serve on the ?olice Reserve. Fiction failed by
the following vote, to -wit: Ayes: Colburn, Hogue. Nays: Camacho, Morgan.
Abstaining: .Reid.
MAYOR MOR aAN displayed a plaque presented by the A.A.U. Pacific Southwest
Association for National CityTs participation in the Junior Olympics.

YOUTH RECOGNITION AWARD (Narita Redondo)" was presented. Moved by Camacho,
seconded by Reic, tae Resolution be read oy title. Carried by unanimous
vote. The title was read. Moved by Colburn, seconded by Camacho, the
Resoiutic.n be adopted. Carries: by unanimous vote.
CITY MANAGER OS3CE64 read a letter addressed to the Council which outlined
meetings he mac t:ne City Attorney have had with representatives of the San
Diego Chargers football team in regard to location cf their training Farm in
National City and asked the Council for an indication cf their intentions:
Did the Council wish to proceed with negotiations, should a joint powers
agreement oe sought or should a Done, election be called. moved by Camacho,
seconded by Hogue, we proceed with negotiations pertaining to the Chargers.
Mayor Morgan named the City Manager, the City Attorney, Councilman Cclburn
and ;lice Mayor Reid to a committee to negotiate with the Chargers. J. Stacy
Sullivan, Jr., of Higgs, Jennings, Fletcher and Pack, attorney for the
Chargers was present and pledged the Chargers full cooperation with the
City. Motion carried by unanimous vote.
ORAL caii1UNICATIONS
E. H. AiSDOKF, 2105 J Avenue, was present and said he had seen automobile
cemeteries in Santa Rosa and. 3akersfield; he worked. until he was 70; and
thanked the City Manager and Council for installing a railing at the en-
trance to the ramp from National Avenue.

adopted. Carried by unanimous vote.

SEWER PURPOSES (City of San Diego)." Moved by Reid, seconded by Hogue, the
Resolution be adopted. Carried by unanimcus vote.

ordered drawn for same. Carried by the following vote, to -wit: Ayes:
Camacho, Colburn, Hogue, Reid, Morgan. Nays: None.
NEW BUSINESS
The request of ALBE.RT SKERSTON to move a building from 118 North "Q" Avenue
to 1731 East 5th Street, the Director of Building and Housing's recommenda-
tion the request be granted subject to seven conditions and the Planning
Director's recommendation of approval subject to conditions were presented.
Moved by Hogue, seconded by Camacho, the request be granted subject to the
conditions. Carried by unanimous vote.
(City Attorney McLean left the Council Chambers.)
The CITY ENGINEER'S recommendation the steps to the Fowler residence be de-
leted from the Harbison Avenue improvement contract and the bid price be
given to the owners to cover the cost of their installing the steps pro-
viding they sign a release form holding the City harmless was presented.
Moved by Camacho, seconded by Hogue, the City Engineer's recommendation be
approved. Carried by unanimous vote.
The req.:est of T. B. PENICK & SONS, INC. for an extension of the contract
completion date for EL TOYON ?AR/, 3-121, to December 11'. was presented.
Moved by Reid, seconded by Hogue, the request be granted. Carried by unani-
mous vote.
The reqest of PEPPER TANK CLEANING SERIICE, INC. for permission to leave
installed 1i2hting and sprinkler systems which encroach on City property
and: are above around level in their present location and configuration was
presented. Moved by Hogue, seconded by Camacho, the request be approved
(subject to signing of agreement.) Carried by unanimcus vote.

APPLICATIONS FOR REFUND OF $25.00 PERfzORMANCil 3Oi4JS by Alvin E. Cairns, 171�
C Avenue and i"irs. W. F. Wilson, 1703 C Avenue were presented. Moved by
Camacho, seconded by Reid, the refunds be approved. Carried by unanimous
vote.
The request of the Utilities Director, CITY OF SAN DIEGO, for approval of
the proposed installation in regard to outfall sewer for ALTAMOUNT SU3-
DIJISION and the recommendation of the City Engineer the sewer arrangement
as proposed be approved were presented. Moved by Colburn, seconded by Reid,
the request be granted. Carried by unanimous vote. Moved by Colburn,
seconded by Hogue, the City Manager, City Engineer and City Attorney bring
back a report on the existing sewer service agreement and a recommendation
on how it could be upgraded to further benefit the City of National Cif.
Carried by unanimous vote.
The report of the 3usiness License Clerk in regard to BILLBOARD LICENSES in
other cities and the City Treasurer's recommendation that if billboards are
to be allowed and the Council sc desires an amendment to the 3usiness
License Ordinance be written were presented. Moved by }Hogue, seconded by
Colburn, it be filet. Florence Uzumecki, 524 I Avenue, was present and
asked if the fees were to be paid by the owner of the signs or the owners
of the property on which the sign is located. (City Attorney McLean retarn-
ed and took his place at the meeting.) Motion carried, by the following
vote, to -wit: Ayes: Camacho, Colburn, Morgan. Nays: Hogue, Reid.
NOTICE OF HEARIrI3 before the ASSEMBLY COMMITTEE ON PUBLIC EMPLOYMENT AND
RETIREMENT of: (A) Cost of living increases for retired and public employ-
ees; (3) termination of state participation in Social Security; (C) retire-
ment benefits for local safety members under the Public Employees Retirement
System, November 13-14, San Diego Community Concourse Building, was present-
ed.
The request of JUNIORS Cis SOCIAL SERVICE AUXILIARY to solicit funds for ad-
vertising and donations for souvenir programs, the report of the Business
License Clerk and the City Treasurer's recommendation of approval were pre-
sented. Moved by Camacho, seconded by Reid, the request be approved.
Carried by unanimous vote.
The MIi•IUT3S cf the regular meeting cf October 20 of the OAR AND RECREATION
ADVISORY 30ARD were presented. Moved by Camacho, seconded by Hogue, the
minutes be filed. Carried by the following vote, to -wit: Ayes: Camacho,
Colburn, Iioue, Morgan. Nays: None. Abstaining: Reid.
REPORTS
CITY MANAGER OS3URII reported the Cont; of San Diego scheduled the improve-
ment cf :'aradise 7a11ey Road to start January 170.

Moved by Camacho, seconded by Reid, the meeting be closed. Carried by unan-
imous vote. The meeting closed at 3:13 p.m.
