MINUTES OF THE REGULAR MEETING OF THE
CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA
February 28, 1967
The regular meeting of the City Council of the City of National City was
called to order at 7:30 p.m. by Mayor Morgan. Council members present:
Colburn, Harris, Hogue, Reid, Morgan. Council members absent: None.
ADMINISTRATIVE OFFICIALS PRESENT: Administrative Assistant Linn, McLean,
Minogue, Associate Civil Engineer Newberry, Stockman.
The meeting was opened with salute to the Flag led by Administrative Assist-
ant Linn, followed with invocation by the Reverend John Abney, First Assembly
of God Church.
The City Clerk read a story in the August 16th issue of the San Diego Union
outlining the action leading to the awarding of the Bronze Star to Pfc. Fred
Villanueva. Mayor Morgan presented a "Key to the City" to Private Villanueva.
Moved by Hogue, seconded by Colburn, the minutes of the regular meeting of
February 21, 1967 be approved. Carried by unanimous vote.
CITY CLERK MINOGUE reported receipt of the Secretary of Sta.teis Certificate
of Annexation for the "Derr Annexation," dated February 20, 1967.
RESOLUTION NO. 9313, "A RESOLUTION DECLARING WITHDRAWAL OF CERTAIN PORTIONS
OF LOWER SWEETWATER LOCAL FIRE DISTRICT (Derr Annexation)," was presented.
Moved by Colburn, seconded by Hogue, the reading of the resolution be waived
and it be adopted by reading of the title only. Carried by unanimous vote.
The title was read. Moved by Colburn, seconded by Harris, the Resolution be
adopted. Carried by unanimous vote.
RESOLUTION NO. 9314, "A RESOLUTION ACCEPTING WORK AND AUTHORIZING FILING
NOTICE OF COMPLETION OF THE 2OTH STREET STORM DRAINAGE CONSTRUCTION (Specifi-
cation No. 719)," was presented. Moved by Colburn, seconded by Harris, the
reading of the resolution be waived and it be adopted by reading of the
title only. Carried by unanimous vote. The title was read. Moved by Harris,
seconded by Hogue, the Resolution be adopted. Carried by unanimous vote.
ORDINANCE NO. , "An Ordinance Amending Ordinance No. 784 of the City of
National City, California, Relating to Sewer Connection Fees," was presented
for the first reading. Moved by Colburn, seconded by Reid, the first reading
of the Ordinance be by title only. Carried by unanimous vote. The title was
read.
ORDINANCE NO. 1158, "AN ORDINANCE OF THE CITY OF NATIONAL CITY PREZONING THE
DERR ANNEXATION," was presented for the second reading. Moved by Colburn,
seconded by Harris, the reading of the Ordinance be waived and it be adopted
by reading of the title only. Carried by unanimous vote. The title was
read. Moved by Harris, seconded by Reid, the Ordinance be adopted. Carried
by unanimous vote.
Moved by Harris, seconded by Hogue, the City Council refer to the City Manager
the matter of making application for the advancement of Federal funds for
studying and planning of an area encompassed in the following boundary:
from National Avenue and 18th Street west on 18th Street to Hoover Avenue,
south on Hoover Avenue to 19th Street, west on 19th Street to Coolidge
Avenue, south on Coolidge Avenue to 20th Street, west on,20th Street to
Harding Avenue, south on Harding Avenue to 22nd Street, west on 22nd Street
to Wilson Avenue, south on Wilson Avenue to the railroad spur track, east
on the spur track between 28th and 30th Streets to National Avenue, north
on National Avenue to the point of beginning; also, a feasibility report on

the redevelopment project on the downtown area be considered in the near
future as a secondary project. Carried by unanimous vote.
COUNCILMAN HOGUE stated a problem common to most liquor stores was young
people in the stores; there have been times when the clerk was distracted by
the young people and some member of the group managed to steal some of the
merchandise, consumption of which was illegal by young people;some States, and
possibly Canada, have laws prohibiting those under 21 from entering a liquor
store. Moved by Hogue, seconded by Colburn, the City Manager and the Chief
of Police check into whether or not they could enforce such an ordinance or
if the problem has been_pre-empted by the State Legislature. Carried by
unanimous vote.
COUNCILMAN HOGUE stated as a teacher he had been exposed to some of the
effects of glue sniffing by juveniles. Moved by Hogue, seconded by Colburn,
the Chief of Police and the City Manager look into the possibility of limit-
ing the sale of certain types of glue (such as air craft glue, the type
bought in hobby and variety stores) to adults only. Carried by unanimous
vote.
COUNCILMAN HOGUE stated some parents informed him their children were being
transferred from Harbison School to the new school on Palmer Way; the children
may cut across where Plaza had not been completed between Harbison Avenue
and Palm Avenue. Moved by Hogue, seconded by Colburn, it be turned over to
the City Manager and anyone else necessary to look into two possibilities:
either contacting the people who own this property in regard to completing
the street with City participation or constructing a walkway until the street
is completed. Vice Mayor Colburn said the streets intended to be mentioned
were Plaza Blvd. between Olive and Harbison. Councilman Hogue agreed. Vice
Mayor Colburn said the school said they would pave a walkway in the vicinity
there; if it was their intention, the problem would be solved; the motion was
for a report only. Councilman Harris said they owned all of the rights of
way necessary for street improvement. Associate Civil Engineer Newberry said
there was a 1911 Act in process; the plans were complete except for checking
and the improvement could be under construction by August. Carried by
unanimous vote.
LESLIE JAMES, 1906 L Avenue, was present and asked the City's intentions for
L Avenue from 18th Street to about 20th Street where there were curbs but no
gutters; he understood a long time ago it was to be completed. Mayor Morgan
recommended it be turned over to the City Manager to alleviate the problem
or report to Council next week. Moved by Hogue, seconded by Harris, the
Mayor's recommendation be approved. Mr. James said he understood they were
going totry to force them (under a 1911 Act) to put in the gutter; they had
the curb in already. Councilman Hogue stated the Council should expedite
matching the citizens' efforts; when they show enthusiasm for completion of
their streets, they should get the street blacktopped; it might stimulate
other citizens to take the same action. The Mayor told Mr. James the City
Manager would be in contact with him within a few days. Carried by unanimous
vote.
E. H. ALSDORF, 2105 J Avenue, was present and said he was happy to see a
councilman take a stand on the liquor deal; many of the license applications
for alcoholic beverages were by delicatessens; youngsters under 21 years of
age do go into those places.
THE CIVIL SERVICE COMMISSION'S report in regard to the approval of the crea-
tion of the position of "Housing Inspector" was presented. Moved by Colburn,
seconded by Reid, the report be approved and filed. Carried by unanimous
vote.
A communication from the SAN DIEGO COUNTY UNIFIED CIVIL DEFENSE AND DISASTER
ORGANIZATION giving notification of change in attack warning signal, effective
March 1st, was presented. Moved by Colburn, seconded by Reid, the communica-
tion be filed. Councilman Hogue suggested the City Clerk read the changes.

The changes were read. Carried by unanimous vote.
A communication from DR. J. B. ASKEW, DIRECTOR OF PUBLIC HEALTH, COUNTY OF
SAN DIEGO, stating the semi-annual survey of National City jail facilities
show they are in excellent condition, meeting all requirements of public
health laws and recommendations of the State Board of Corrections and thanking
Deputy Chief of Police Owens and Lt. Liesman for their help and cooperation;
also, a communication from the STATE BOARD CF CORRECTIONS stating the County
Public Health report of the inspection of the jail was received and the City
adn.inistrators and the Police Chief were to be complimented on the conditions,
were presented. Moved by Hogue, seconded by Harris, the communications be
accepted and filed. Carried by unanimous vote.
fi. communication from ACTING DIRECTOR OF PUBLIC WORKS STOGSDILL in regard to
air cooling equipment for Kimball Park Community Building, was presented.
Moved by Colburn, seconded by Hogue, the report be accepted and the people
directed to go to work on it. Carried, by the following vote, to -wit:
Ayes: Colburn, Harris, Hogue, Reid, Morgan. Nays: None.
A communication from POLICE CHIEF CAGLE in regard to the retirement of
Patrolman Tomas W. Baker, Police Department employee since June 20, 1945,
was presented. Moved by Colburn, seconded by Reid, the resignation of Patrol-
man Baker be accepted and the proper highest awards be given to him.
Carried by unanimous vote.
A communication from FIRE CHIEF BAILEY in regard to the State Fire Training
Office "Good Neighbor" program in the fire service with participating firemen
from the Republic of Mexico: National City Fire Captain K. E. Joyce requested
as instructor; permission requested to house and feed 5 Bomberos for 5 days
at a cost of $50, - $60.; facilities at the Del Mar County Fair Grounds to
be used; National City firemen to attend on their own, no expense involved,
was presented. Moved by Colburn, seconded by Harris, the requests be
approved. Carried, by the following vote, to -wit: Ayes: Colburn, Harris,
Hogue, Reid, Morgan. Nays: None.
A communication from CITY MANAGER OSBURN reporting two National City Police
Officers (Raymond D. Connolly and Kenneth R. Crews) apprehended a kidnapping
and robbery suspect wanted by the Los Angeles Police Department and stating
they should be commended, was presented. Mayor Morgan stated he and the City
Manager would work this out and would present the officers with something in
recognition of their outstanding work. Ordered filed by unanimous vote.
City Clerk Minogue inquired if copies were to be filed in the officers'
personnel file also. Vice Mayor Colburn said they were.,
ADMINISTRATIVE ASSISTANT LINN reported the California State College at Los
Angeles would present a course on "Vice Control" (four one -day sessions on
successive Saturdays, beginning March 4, 1967 and terminating March 25, 1967);
the meetings would be from 9:00 A.M. to 3:40 P.M.; the registration fee
$15.00 per person, plus meals and parking; Chief Cagle requested that Sgt.
Milton Hunter and Patrolman Alan Gagnon be granted permission to attend the
institute. Moved by Colburn, seconded by Harris, the request be granted.
Carried, by the following vote, to -wit: Ayes: Colburn, Harris, Hogue, Reid,
Morgan. Nays: None.
CITY CLERK MINOGUE read a letter from Mike Deaver, Assistant Cabinet Secretary
for Governor Ronald Reagan, dated February 20, 1967, in regard to the proposed
Correctional Facility at Otay Mesa, stating the State Public Works Board had
approved the continuation of the planning phase and the money had been
released for that purpose although no funds had been allocated for the actual
building.
CITY CLERK MINOGUE reported receipt of a letter addressed to her from the
United States Conference of Mayors announcing the 1967 Annual Conference of
Mayors to be held June 17 - 21 and gave the letter to the Mayor.

CITY CLERK MINOGUE reported receipt of a letter from Frank Prantil, Attorney,
in regard to a claim and'recommended it be referred to the City Attorney.
Moved by Colburn, seconded by Harris, the City Clerk's recommendation be
approved. Carried by unanimous vote.
THE CONTINUED HEARING ON RESOLUTION OF INTENTION NO. 9288 (1911 ACT IMPROVE-
MENT OF 17TH STREET, J TO L) was held at this time. City Clerk Minogue
reported receipt of a letter addressed to the City Clerk from Ralph R.
Hartung and Mabel Z. Hartung, 1041 E. 17th Street, requesting their names be
withdrawn from the protest petition read at the hearing; a copy of the letter
was given to the City Engineer. Associate Civil Engineer Newberry said the
action by the Hartungs lowered the percentage of protest by approximately
nine per cent; protest percentage was arolnd 62%. Moved by Reid, seconded by
Harris, the project from J to L on 17th Street be abandoned and referred to
the City Attorney for the proper procedure and the hearing be closed.
Carried by unanimous vote. Mayor Morgan stated in order to have the improve-
ments on this street, another petition would have to be circulated, signed and
processed through the City Engineer's office. Harold Frye was present and
said they made their intentions clear on what they desired for that street;
they were well above the 51% required. The Mayor replied the Council had
been misunderstood; if the property owners changed their minds and wanted
work done on the street they would have to have another petition; the Council
voted to abandon the project.
THE CITY TREASURER'S REPORT for the month ending January 31, 1967 was pre-
sented. Moved by Colburn, seconded by Harris, the report be accepted and
filed. Carried by unanimous vote.
Moved by Reid, seconded by Harris, the meeting be closed. Carried by
unanimous vote. The meeting closed at 8:10 P.M.
