HomeMy WebLinkAbout1967 03-20 CC MIN188 MINUTES OF A SPECIAL MEETING OF THE CITY COUNCIL OF THE CITY OF NATIONAL CITY, CALIFORNIA March 20, 1967 The Special Meetingof the City Council of the City of National City was called to order at 7:30-p.m. by Mayor Morgan. Council members present: Harris, Hogue, Reid-, Morgan. Council members absent: Colburn. ADMINISTRATIVE OFFICIALS PRESENT: Linn, McLean, Minogue, Osborn. The meeting was opened with salute to the Flag led by City Manager Osburn, MAYOR MORGAN stated the meeting was called to discuss the proposed change of boundaries of the County Supervisors' districts. City Clerk Minogue read a letter from the Clerk of the Board of Supervisors for San Diego County, dated March 16, 1967, stating possible changes in the boundaries would be considered March 21, 1967 at 2:00 P.M., Room 310, County Administration Center, and notifying Chambers of Commerce and the Cities involved of the impending consideration so they might have representation for discussion prior to final action by the Board. Mayor Morgan stated National City has much in common with the South Bay area and Chula Vista: the college district and high school district are the same; the Port District; the drainage agreements between National City and Chula Vista; the South Bay Board of Realtors. The Mayor said in the case of the new freeway interchange in Sweetwater Valley, approximately $200,000.00 will be spent for road improve» meats, National Avenue to the Interchange; National City's share will be approximately $100,000.00; Chula Vista's share will be approximately $40,000.00 » $50,000.00; it is important the two cities work with one man who takes an interest in his district on these projects; more would be gotten out of it by working with one man than with two; there were many other pro- jects in common. The Mayor suggested an alternate plan be worked out and the Board of Supervisors be requested not to vote on this and make it law; if they will wait 40 - 60 days there would be time to work something out. Councilman Harris said at the Chamber of Commerce meeting that afternoon it was suggested they ask the Supervisors to lay this over for thirty days to give National City a chance to study it; he was against being taken from the 2nd and added to the 4th District; National City has more common interests with the South Bay area than with San Diego. Mayor Morgan said perhaps the population has grown enough to consider a seven member Board of Supervisors instead of the present five. Councilman Hogue questioned the statement that National City's interests were more closely associated with Chula Vista's than with San Diego's; he had heard many opinions as to why it wasn't feasible but he had heard no concrete reasons; at the last election people on the Council worked against (Second District) Supervisor Boney; yet this seems to be something that he has worked out; the Courts have said the Board must be redistricted; no one offered any suggestions as to how to reapportion the districts to gain an equal number of votes in each district; before criticizing these people there should be an alternative suggestion as to how they are to accomplish what the Court says they have to do; he could see no reason why National City wouldn't be just as well off in District 4 as in District 2. Councilman Hogue said (Fourth District) Super- visor Austin never showed any animosity toward National City but Supervisor Boney had; possibly because he was upset over the fact that National City supported a local man in the last supervisorial election and was using political means to exclude us from his district so that the next time he runs he will not have to contend with National City. Councilman Reid said he was very happy with the present district; he didn't like the fact the problem was brought about without notifying the Council and thought it was fair to request a thirty day period to work something out; we work well with the others in our district and should not be removed from it; he talked to many people about the possible change and no one was happy over it. 3/20/67 189 Councilman Hogue said the close association with Chula Vista created a few problems, such as working out boundary lines. Mayor Morgan said Vice Mayor Colburn was unable to attend the meeting but advised him he was in complete agreement with the Mayor on this problem; and asked the Mayor to state he wanted all of the South Bay to stay as one district and to retain the same Supervisor. E. H. Alsdorf, 2105 J Avenue, was present and said he attends the Board of Supervisors meeting every week and he approved any one of the Supervisors for this district; they do a good job; if we don't take care of the problem ourselves the State will do it for us; those people who go to Sacramento voted this thing in and if you have any criticism they are the ones you should look to; he had known Supervisor Austin for many years and has known the others; Supervisor Boney is the youngest on the Board but he would go along with him; they are running a good County govern- ment. George Webster, President, National City Chamber of Commerce (6544 Seaman Street, San Diego), was present, and said the Chamber of Commerce recommended they attend the special meeting the Board of Supervisors would have tomorrow (March 21) and urge them to hold over the matter for a period of thirty days (or as much time as they can be prevailed upon to grant); the relationship National City has with Coronado, Imperial Beach and Chula Vista is important; National City should not be cut off from them and placed in the southeast San Diego District; there were other parts of the County that could be changed; possibly a balance of figures that would suit the purposes of the law the Board has to satisfy could be found. Councilman Hogue said it was a misstatement that we would be joined with southeast San Diego; the district included a large portion of San Diego. Mr. Webster said the dis- trict included the southern border of the City of San Diego; it was possible National City had more in common with La Jolla than downtown San Diego. Mayor Morgan asked City Attorney McLean to read the proposed resolution and stated if changes were necessary they could be made. The City Attorney said the resolution did not include requesting the Board of Supervisors to delay action. RESOLUTION NO. 9332, "RESOLUTION OPPOSING A PROPOSED REDISTRICTING OF SAN DIEGO COUNTY," was read. Moved by Harris, seconded by Reid, the Resolution be adopted but that it include "a thirty -day period of study be granted." Councilman Hogue said he resented the statement in the Resolution that "by keeping us where we are we will be a homogeneous group;" the whole metropoli- tan area was a homogeneous group; evidently the resolution would be adopted, but when we go down there we should be able to suggest an alternative. Mayor Morgan said the County Counsel said this does not have to be changed now (according to State law) andcouldbe laid over to 1970 when they have a population count. City Attorney McLean read the paragraph added to the resolution requesting the Board of Supervisors to delay final redistricting for at least thirty days to allow the opportunity to present alternative plans. Carried by unanimous vote. Absent: Colburn. Moved by Reid, seconded by Harris, the meeting be closed. Carried by unanimous vote. Absent: Colburn. the meeting closed�at 8:05 P.M.
