National City, California, August 23, 1962
Adjourned meeting of the City Council of August 21, 1962, was called
to order at 1:30 p.m. o'clock by Mayor Gautereaux. Council members
present: Allen, Colburn, Gautereaux. Council members absent: Hart,
Morgan.
ADMINISTRATIVE OFFICIALS present: Alston, Carstens, Foster, Hess,
Osburn.
The meeting was opened with pledge of allegiance to the Flag by City
Manager Hess.
MAYOR GAUTEREAUX stated there was one item of business to be acted
upon, but since it concerned money, he believed there were not enough
Councilmen present to vote upon it.
Moved by Colburn, seconded by Allen, there be a five minute recess.
Carried by unanimous vote.
The meeting was called to order by Mayor Gautereaux. Council members
present: Allen, Colburn, Gautereaux. Council members absent: Hart,
Morgan.
CITY ATTORNEY CARSTENS stated in order to adopt a resolution involving
expenditures there must be three favorable votes.
RESOLUTION NO. 8178, "RESOLUTION PROVIDING FOR THE PAYMENT BY CITY OF
NATIONAL CITY OF FIFTY PER CENT OF THE TAXES LEVIED 3Y THE METROPOLI-
TAN WATER DISTRICT OF SOUJTHERN CALIFORNIA" was presented. Moved by
Alien, seconded by Colburn, the resolution be adopted. Carried by the
following vote to -wit: Ayes: Allen, Colburn, Gautereaux. Nays:
None. Absent: Hart, Morgan.
CITY MANAGER HESS presented a letter from Councilman Morgan, stating
he had attended the Pony League game and National City won; and wished
the Council would discontinue the cat disposal program.
COMMUNICATION from Louis Martin, San Diego Humane Society, was read,
setting forth several recommendations for the cat disposal program.
Moved by Allen, seconded by Colburn, the recommendations and suggest-
ions of Mr. Martin be turned over to the City Manager and the two
pieces of correspondence be filed. Councilman Alien amended the
motion, with Councilman Colburn's approval, to include the City
Attorney review the receipts as to legality. Carried by unanimous
vote.
Moved by Allen, seconded by Colburn, the City Manager and City Attorney
determine if the officials of Tecate are interested in an old vehicle
we have, and if they are, we sell it to them for $1.00. Carried by
the following vote to -wit: Ayes: Allen, Colburn, Gautereaux. Nays:

None. Absent: Hart, Morgan.
CITY CLERK ALSTON stated she has the certification from the County
Auditor which shows our net taxable valuation is $41256,230, after
$3,186,680, exemptions were subtracted. The assessed valuation was
approximately 15% higher than last year.
Moved by Allen, seconded by Colburn, the meeting be closed, Carried
by unanimous vote. Meeting closed at 2:10 p.m.
