Council members present: Alien, Hollingsworth, Morgan, Keid, Hart. Council members absent: None. A_;M NISTtATIVE JF:'ICIALS present: Alston, Bird, Curran, raster, Gautereaux, Stockman. Meeting was opened with salute to the Flag, by City Manager Bird, followed by invocation by :%ev. Hatch of the Central Laptist Church. Moved by Reid, seconded by morgan, the minutes of the last regular meeting be a pproved. Carried by 10/10/61 It 115 unanimous vote. ATTJANBY CuJ AN, repotted Insurance of North America has issued a Sidewalk License bond, No. M-28 99 11, to W. h. Ledbetter & Son and recommended the bond be filed. Roved by Reid, seconded by Morgan, the recommendation of the City Attorney be approved. Carried by tnanimous vote. ATTJ.NEY CURRAN stated the question submitted to him with reference to the Unemployment Insurance Code effecting the hiring of firemen and policemen will require further study. Aoved by Alien, the Attorney be given additional time. Action died for lack of a second, as it wash, granted in a previous motion. DOROTHY COLBY, 1911 '"B" Avenue, was present regarding the Alcoholic Beverage Control Board hearing. was held at 9:00 a.m. Councilman Allen stated the hearing GLADYS DWL R.E, 604 Tonawanda Lrive, was present, was present, pro- testing the condition on Sweetwater Aoad where the City is laying sewer lines, and stated she has every intention of holding the City responsible for her business losses. Moved by +Morgan, seconded by :eid, the specifications for 'ark Superintendent, Asst. raric Superintendent, t.ecreation Lirector and Recreation Leader be laid over until after the League of California Cities Conference. The communications were ordered filed by unanimous vot. 10/10/61 116 COMMUNICATION FROM OFFICE OF THE MAYOR, CHIAGO, was read, urging fellow mayors to acquaint their constituents with the attached editorial report on President tennedy's blueprint for peace. CITY MANAGER BIRD, recommended the communication be placed on file and the document attached be ma de available to the press. Approved by unanimous vote. TREASURER'S REPORT, ending September 30, 1961, was presented, and ordered filed by unanimous vote. CITY MANAGER BIRD stated some time ago there were installed on National Avenue and .aighth Street, "No Parking between the Hours of 4:00 a.m. and 6:00 a.m." signs. The Council failed to adopt and ordinance to tow away these cars and also failed to adopt an ordi- nance or resolution allowing the Police iepartment to enforce this measure. CITY MANAGER BIRD recommended the City tittorney be author- ized to prepare the necessary documents. Approved by unanimous vote. REPORT FROM PLANNING COMMISSION was read, recommending 23rd Street be closed between National Avenue and "A" Avenue; "," Avenue be- tween 22nd and 24th Streets be reduced from 80 feet to 60 feet; and the dedication of the Routh halt of 22nG Street between !tBt! be accepted. be authorized to unanimous vote. Ordered filed by unanimous vote. REPORT FROM TREASURER'S FIELD REPRESENTATIVE was read, recommending miniature bowling alleys be licensed as per Ord. 773, Section 1;4.1 and Section 10;38; the fee reduced to S25. and a minimum or 6 lanes comprise a miniature bowling alley. REPORT FROM CITY TREASURE. CITY MANAGER BIRD stated, in answer to the Board's inquiry, the transfer of lands in the Bl1oyon Park is in escrow and will be forthcoming shortly+ in regard to replacement of Mr. Wright on the board, City Manager Bird stated the Council cannot do anything in the absence of a written resignation. Ordered filed by unanimous vote. MAYOR HART recognized Mr. Deieflh, District Engineer, I ivisioft of Highways. MAYOR HART recommended the appointment of RobertµCooper,631 E. 28th Street, to the Civil Service Commission. Approved by unanimous vote. COMMUNICATION FROM DIVISION OF HIGHWAYS was read, requesting Council inform them if, in their opinion, it will be necessary to hold a public hearing in the matter of Legislatibe Route I-SD-280-A, NatC, SD,A. COMMUNICATION FROM NATIONAL CITY POLICE RELIEF ASSN./rewquesrtaing . the use of 400 chairs for the 14th annual police ball, October 14th; also request for use of 8 sections of bandstand and bandstand stair- way for use at the same time. Moved by Alien, seconded by Morgan, the requests be granted and referred to the Park Supt. in regard to time and availability of equipment, etc. Carried by unanimous vote. CITY MANAGES: BIRD stated the National City Junior Chamber of Com- merce wish to forward their bid to bring to National City next June, the Traffic Safety Safe Driving Contest. They are asking the Council to write a letter to the Contest, supporting their bid. Moved by Allen, seconded by Reid, the Mayor write the letter and assure the Junior Chamber we appreciate their effort and will back them up. Carried by unanimous vote. CITY MANAGER BIRD recommended the City Manager be authorized to sign a change order in the contract of El Toyon Park Community Building to accept the Tessera floor covering at an additional cost of $1,714.37. Moved by Morgan, seconded by Reid, the City Manager's recommendation be approved. Carried by unanimous vote. HARBOR COMMITTEE meeting was tentatively set for 11;00 a.m., Wednes- day, October 11, 1961. CITY CLERK ALSTON presented Affidavit of Publication of Notice of Award of Contract from Prospect Street between 18th and 22nd Streets. Moved by Alien, seconded by Reid, it be filed Carried by unanimous vote. CITY ENGINEER FOSTER stated he would recommend the City require a $500 bond for setting of lot corners in the Grove Terrace Subdivision,. Moved by Allen, seconded by Reid, the recommendation of the City Engineer be approved and Grove Terrace be notified. REPORT FROM PLANNING COMMISSION was read, recommending approval of Sweetwater Annexation No. 4. Moved by Allen, seconded by Morgan, we approve the recommendation of the Planning Commission. GEORGE SCHUMANN, 1839 E. 24th Street, was present, and stated the Las Palmas Park is being used more by San Diego youths in 'the Pop Warner Little League, than by the National City children and would appreciate the Council looking into it. Moved by Allen, seconded by Reid, it be referred to the City Manager for a direct report. Carried by unanimous vote. Moved by Reid, seconded by Morgan, the meeting be closed.
