National City, California, November 26, 1957
Regular meeting of the City Council was called to order by Mayor
Hodge at 1:30 P.M. o'clock. Council members present: Fessman, Hart,
Hollingsworth, Hodge. Council members absent: Heck.
ADMINISTRATIVE OFFICIALS present: Alston, Curran, Gautereaux, Lill,
The meeting was opened with pledge of allegiance to the Flag, fol-
lowed by invocation by Rev. Warriner.
Moved by Hollingsworth, seconded by i?essman, that the minutes of the
regular meeting of November 19, 1957 be approved. Carried, all the
Council present voting aye.
RESOLUTION N0. 7122 was read, granting a special zone variance per-
mit to Curtis W. Good for the purpose of conducting the business of
renting garden equipment and cement mixers. Moved by Hart, seeonded
by Fessman, that the Resolution be adopted. Carried, by the follow-
ing vote to -wit: Ayes: Fessman, Hart, Hollingsworth, Hodge. Nays:
None. Absent: Heck.
RESOLUTION) NO. 7123 was read, granting a special zone variance per-
mit to Chan Noble for the purpose of constructing a one story duplex
to be located with a 20 foot setback on tJti Avenue and a 4 foot set-
back on 22nd Street. loved by Hart, seconded by .?essman, that the
Resolution be adopted. Carrie:, by the following vote to -wit: Ayes:
Fessman, Hart, Hollingsworth, Hodge. Nays: None. Absent: Heck.
RESOLUTION NO. 7124 was read, declaring the City's intention to pay
out of its municipal funds fifty per oentum of the amount of taxes
to be derived from the area of The Metropolitan rater District of
Southern California within the City of National City, as such amount
of taxes shall be fixed in August, 1958 by Resolution of the Board
of Directors of said The Metropolitan Water District of Southern
California for the fiscal year canmencing July 1, 1958, and ending
June 30, 1959. Moved by 2essman, seconded by Hollingsworth, that
the Resolution be adopted. Carried, by the following vote to -wit:
Ayes: Fessman, Hart, Hollingsworth, Hodge. Nays: None. Absent:
Heck.
RESOLUTION NO. 7125 was read, "RESOLUTION AUTHORIZING CITY ENGIN-
EER TO ACT IN ,ALL 1911 IMPROVLmENT ACT PRCCEEDINGS." Moved by Hart,
seconded by Fessman, that the Resolution be adopted; Carried, by
the following vote to -wit: Ayes: Fessman, Hart, Hollingsworth,
Hodge. Nays: None. Absent: Heck.
RESOLUTION NO. 7126 was read, "RESOLUTION APPOINTING PERSON TO PRE -
ARE ALL 1911 ACT PROCEEDINGS." Moved by Hollingsworth, seconded by
Fessman, that the Resolution be adopted. Carried, by the following
vote to wit: Ayes: Fessman, hart, Hollingsworth, Hodge. Nays:
None. Absent: Heck.

RESOLUTION NO. 7127 was read, approving and accepting the propped
contracts dated November 15, 1957 and November 19, 1957 with the
San Diego Gas & . 1ectric Company, and the Mayor is hereby authorized
and directed to execute the same for and on behalf of the City of
National City. Moved by Hart, seconded by Hollingsworth, the 2es-
olution be adopted. Carried, by the following vote to -wit: Ayes:
Fessman, Hart, Hollingsworth, Hodge. Nays: None. Absent: Heck.

ORDINANCE NO. ,"AN ORDINANCE REPEALING THEN AD,iISSION TAX PRO-
VISION OF ORDINANCE NO. 708 OF NATIONAL CITY," was presented for the
first reading and read in full.
ORDINANCE NO. , 'AN ORDINANCE AMENDING ORDINANCE NO. 840 OF THE
CITY OF NATIONAL CITY TO PROVIDE FOR GRADING OF LUMBER, AND CHANG-
ING BUILDING PERMIT FEES," was presented for the first reading, and
read in full.
ORDINANCE NO. ."AN ORDINANCE OF THE CITY OF NATIONAL CITY ZONING
THE 0. D. ARNOLD ANNEXATION," n was presented for the second and final
reading. Moved by Heck, seconded by Fessman, the reading of the
Ordinance be waived, and adopted by title only. Carried, all the.
Council present voting aye.
ORDINANCE NO. 924, 4AN ORDINANCE 0? THE CITY OF NATIONAL CITY ZONING
THE 0. D. ARNOLD ANNEXATION.° roved by iessman, seconded by Hollings-
worth, that the Ordinance be -adopted. Carried, all the Council pres-
ent voting aye.
ATTORNEY CURRAN reported that the John Hancock Manufacturing Company
has filed a oertifieate of insurance issued by Great American Indem-
nity Company showing that the John Hancock Manufacturing Company has
Policy No. LX 45595 and the City of National City is included in this
policy as additional insured; the limits are within those prescribed
by the lease, and recommended the Certificate of Insurance be approv-
ed and filed. Moved by Heck, seconded by Fessman, the Attorney's
recommendation be allowed. Carried, all the Council present voting
aye.
ATTORNEY CURL 'N reported he received a copy of Application No. 39566
before the :i?ublic Utilities Commission of the State of California,
which is an application by the San Diego Gas & Electric Company fox
authorization to increase its present rates for natural gas service
by an offset charge. Attorney Curran stated he has also received
notice of the hearing in this matter, which is for Friday, November
29th at 10:00 A.Ivi, in Los Angeles. The matter of gas rates is of
particular interest to National City. It is not known why the Public
Utilities Commission saw fit tc hold this hearing in Los Angeles
rather than San Diego. It alp ears we should call upon the Commission
to be advised why the matter was not set don for hearing in San
Diego, and that the City should appear either as an interested party

or as a protestant in this hearing. Moved by Heck, seconded by
Fessman, the Attorney be instructed to attend the hearing with ex-
penses paid. Carried, by the following vote to -wit: /1yes: Fess-
man, Hart, Heck, Hollingsworth, Hodge. Nays: None. Absent: None.
-COUNCILMAN HART said something should be done with regard to the
intersection of Second and Highland. Moved by Hart, this be referred
to the Traffic Safety Committee for study to see what can be done.
COUNCILWOMAN HOLLINGSWORTH stated the Engineering Dept. has completed
the engineering work on this intersection, and they say that it will
cost approximately 49,000.00, which was part of the proposed widening
of Highland Avenue, but that part of Highland avenue needs to be cut
down because the visability is very bad. COUNCIL&AN HART said until
this is done that a warning light or something should be done as this
is a very dangerous intersection. Motion seconded by Hollingsworth.
Carried, all the Council present voting aye.
COMMUNICATION FROM JACK B. S1'i NFORD was read stating oaz October 25th
a plumbing permit was issued to him, which was in error, and asked
that the fee of 4i5.00 be returned to him. COMMUNICATION FROM BUILD-
ING INSPECTOR BIGGS stated that this permit was issued for install-
ation of plumbing facilities at 2625 Grove Street, which is located
in the county area immediately adjacent to National City, It was
recommended the fee of 4)5.00 be refunded to Mr. Stanford. Moved by
Hart, seconded by Fessman, the request be granted. Carried, by the
following vote to wit: Ayes: Fessman, Hart, Hart, Heck, Hollings-
worth, Hodge. Nays: None. Absent: None.
COMMUNICATION FROM STATE DEPARTMENT OF PUBLIC HEALTH was read in re-
gard to a public hearing regarding regulations relating to the san-
itation, healthfulness, and safety of ocean water -contact sports
areas. The hearing will be held December 18th at Civic Center in
San Diego at 10:00 A.M. Moved by Heck, seconded by Hollingsworth,
the communication be referred to the City Manager's office. Carried,
all the Council present voting aye.
COMMUNICATION FROM E. T. GRUHOT was read requesting that the Council
grant consent to the Executive Committee of the March of Dimes Parade
to conduct their Sixth Annual County -wide March of Dimes Parade on
the afternoon of Sunday, January 26, 1958. They desire that the City
assemble the reviewing stand on llth Street, west of National Avenue.
Moved by Fessman, seconded by Hart, that permission and cooperation
be given. Carried, by the following vote to -wit: Ayes: Fessman,
Hart, Heck, Hodge. Nays: Hollingsworth. Absent: None.
COPY OF CG M NICATION FROM CIVIL SERVICE Ct tiulISSION addressed to
uuesley S. Sharp, Deputy Chief, San Diego Police Department, was read
expressing their appreciation for making it possible to have pro-
fessional help in examing candidates for Police Patrolman on November
23rd. Moved by Hollingsworth, sec ozded by Hart, that the communicat-
ion be filed. Carried, all the Council present voting aye.

PETITION for 1911 Act work on Orange Street from 20th Street Souther-
ly 447 feet, was presented. Loved by Heck, seconded by Fessman,
the petition be referred to the Engineering Department for a feas-
ibility report. Carried, all the Council present voting aye.
PETITION for 1911 Act improvement on '10" Avenue from 14th Street to
its Northerly termination, and on 14th Street from "O" Avenue to
Palm Avenue, was presented. Loved by Fessman, seconded by Heck,
the petition be referred to the Engineering Department for a feas-
ibility report. Carried, all the Council present voting aye.
COYVMUNICATION FROM BAYVIEW PLUMBING COMPANY was read requesting a
refund on Plumbing Permit No. 8189 issued on November 8th, due to
the fact the job is located in the County and not in National City.
COMMUNICATION FROM BUILDIJG INSPECTOR BIGGS was read stating invest-
igation of this property reveals its location to be in the county
area immediately adjacent to National City, therefore Plumbing per-
mit No. 8189 was issued in error, and recommended the $5.00 fee be
refunded. Moved by Hart, seconded by Fessman, the request be granted.
Carried, by the following vote to -wit: Ayes: Fessman, Hart, Heck,
Hollingsworth, Hodge. Nays: None. Absent: None.
COMMUNICATION FROM ARMY ENGINEERS regarding application of the City
of San Diego for a permit to construct small craft landing facilities:
was presented. REPORT FRCv1 CITY ENGI3EER LILL stated this proposed
work is in Mission Bay and does not concern National City. Moved by
Heck, seconded by Hart, the communication be filed. Carried, all
the Council present voting aye.
CITY ENGINEER LILL reported that the plans and specifications for
McKinley Avenue have been approved by the State Division of Highways
and the bid opening is scheduled for December 16th.
CITY ENGINEER LILL reported we have an application from Farb and Sass
for non standard driveways on the 'lest side of Highland Avenue North
of 10th Street. They request permission to remove the curb between
the existing driveways and the gas service islands and make this
area one large driveway. They also wish to install three driveways
totaling 70 feet in width an the remaining 160 feet of frontage. It
is Mr. Lillis and City Manager Bird's recommendation that the three
driveways be approved, but the removal of the curb between the exist-
ing driveways and making it one large driveway, be referred to the
Traffic Safety Committee. Moved by Fessman, seconded by Hollings-
worth, that the City Engineer's and City Manager's recommendation be
approved. Carried, all the Council present voting aye.
COMMUNICATION FROM STATE DEPARIMENT OF PUBLIC WORKS was read, which
stated on November 30th a certificate of the returns of a special
census showing a population of 31, 785 in the City of National City
was received from the Bureau of Census. Based on the new population,
the estimated gas tax revenue will be $89,560.00 for the fiscal year
ending June 30, 1958.

COMMUNICATION FROM IvRS. FRANK HOBBS was read stating that as a
representative of the El Toyon P. T. A. she wished to express her
thanks for the meeting held regarding E1 Toyon Park; the questions
which the people asked have been in their minds for some tine and
needed to be answered, and you no doubt now realize how p.xious the
people in this area are for a safe place for their childlIn to play.
COUNCILMAN FESSMAN stated the City is not going to have money for
the improvement of playground facilities in El Toyon Park in the very
near future, and wondered whether or not school facilities could not
be used. Adjacent to this area, we have the El Toyon School which
no doubt has an adequate playground for children in the area. Many
other cities have worked with the Elementary Schools and High Schools,
and have had joint use of their playground facilities, and wondered
if it could not be done in National City. COUNCILMAN HART said the
one reason is that we do not have the supervision which would have
to be provided. Moved by Heck, seconded by Hart, the matter be re-
ferred to the Recreation Advisory Board for a report to the Council.
Carried, by the following vote to -wit: Ayes: Fessman, Hart, Heck,
Hodge. Nays: Hollingsworth. Absent: None.
COUNCILMAN HECK said he thought the City of National City should
show our increase in population on the signs to the approaches to
the City. Moved by Heck, seconded by Fessman, the matter be referred
to the City IMManager's office. Carried, all the Council present vot-
ing aye.
CITY ENGINEL2 LILL stated the O. D. Arnold Estates Subdivisions No.
3 and 4 were approved last night by the Planning Commission. ATTOR-
NEY CURRAN stated that Mr. Arnold delivered to his office the con-
tract and bonds, and it is clear he intends to adopt the procedure
we have adopted in the past by entering into an agreement, so on that
basis the entire matter can be ready for the Council at the next meet-
ing.
Moved by Hart, seconded by Fessman, the meeting be closed. Carried,
all the Council present voting aye. Meeting closed at 2:35 P.M.
