Council members present: . ollinge-- worth, Jensen, Parchen, Hodge. Council members,absent: Heck. ADMINISTRATIVE OFFICIALS present: Alston, Bird, Curran, ''agner, Li1, Crautereaux. The meeting was opened i.rith n±edge of allegiance to the Flag, followed by invocation by :Mayor Hodge. Moved by Jensen, seconded by Parcheh, that the minutes of the regular meeting of February 1, 1955, be a -"roved. Carried., all the Council present voting aye. PESOL'_4TION NO. 6344 was read, transferring the sum of ''�120.60 from the Olivewood Housing Security Deposit Trust 2. Agency Fund to the Olivewood Housing General Fund. Roved by Hollingsworth, seconded by Jensen, that the Resolution be '.doPted. Carried, all the Council present voting aye. CITY ATTc.N'1'Y CUPRAN stated the next resolution involves annlica- tion for Conditional L'xcertian No. 510 and it is his recollect- ion that the City Planner raised a question at the last meeting about a condition being attached by the Planning Commission and whether or not that condition would be tart of the resolution. In going over the records it aorears, according to the minutes of the Planning Commission, there vas a discussion relative to enforcing conditions but when the motion was made no such con- dition was imposed, therefore the resolution has been nrenared without any condition. R SOLUTION NC. wa.e read, granting a special zone variance hermit to ltoyd A. and Agnes I. Barber for the rur-oose of allow- ing increase in area of the existing sign, non -conforming to setback, from five feet by two feet six inches to seven feet six inches by six feet to be placed on the existing steel Host. Said sign to be double faced and located at the intersection of the nronerty lines. COUNCILMAN PARCHL'N stated there 'Fan a discus- sion by the Planning Commission that if the intersection was im- nroved the owner was to bear the expense of removing the sign, and asked if that could be included in the resolution, ATTOPN Y CPr'RAN stated that was what he had reference to. Under those circumstances it arrears that in matters involving_ zoning, such as this, where a notice is specified, the ^ublic is given_ an o''-ortunity to object to the request as publisher.. ATTORNT'Y ^TT'?'AN stated there are vary rigid rules to follow in regard to the computation of time, and it might be that there has been a mistake of a day in the hearing. REPORT FROM THE PLANNIINTG COi ISSION regarding the draft of an Ordinance regulating the construction, maintenance, sanitation and conduct of trailer narks in the City of National City, TA,rae presented. PAUJL ESTEP, owner of Happy Hollows Trailer Court, and Secretary of the California Trailer Park Assn., was Present , and Presented a letter from the Executive Director of the Associatior: and Mr. Ester asked that the Council abide by his recommendation E. Moved by Hollings- worth, seconded by Heck, this be referred to the City Attorney for his report before any further discussion. Carried, all the Council present voting aye. REPORT FRO; ` R7CREATION A`/VI SORY BOARD was read, recommending that the annual net profits from the wool be placed in a fund for pool development or be placed in a recreation fund for e7penditures over and above the normal annual budget. COUNCILTrO'AN HOLLINGS- lrORTH asked if it is not compulsory that all funds that a-^e taken_ in for the City be der osited into the General Fund. CITY mANAGER BIRD stated that is correct, that is the procedure at the pre- sent time. Moved by Hollingsworth that the City Clerk bring a report to the Council of the last five years of receipts and on- erating costs of the swimming Pool® rAYO-' HODGE asked if it would be suitable for the City Manager to present it at the b'e- Council meeting. General Manager of the San Diego Branch Office, w,ras present, and stated they have written to the Council requesting permission for their house to house salesmen to be given the right to work in the City of National City. CO'rNtUNICATION FROM BLIND INDUSTRI"S OF CALIFORNIA was read, requesting free business license and free solicitors permits for seven men, renewable annually. MAYOR HODGT requested this be referred to the City Attorney and be presented again at the next meeting. APPOINTMENT OF PLANNING CO1flrISSION M^ITRT+R was presented. RT"JORT FROM THE PLANMING CO'-ISSION was read, stating that reference was made in the Planning Commission report for their meeting on Jan- uary 2Lth, that Churchill D. Colburn!s business profession was that of a realtor, however, upon investigation it was found that Mr. Colburn is an auditor for the Klauber wangen:ehim Company. MAYOR HODGE appointed Larry Robinson as a member of the Manning Commission. Moved by Hollingsworth, seconded by Heck, that the arnointment of Mr. Robinson on the Planning Commission be aPnrov- ed. He is submitting a claim for damages sustained by him in the sun of ? 12,24.0,12., JOHN CRAUSTON, representing Mr. Hynum, was present and stated he would give any information the Council desired. PETITION requesting street light at 10th and Arcadia, was read. Moved by Heck, seconded by ?archen, this petition be referred to the Traffic Safety Committee for recommendation. CO'R''tJNICATION FROM CHAMBER OF COMmTBC7 regarding the South Bay Highway Development Association, was read, stating that the at- tendance last Tred iesday of 52 representatives frem__sore three - dozen organizations indicates great potential for concerted action to attain South Bay' s fair share of highway imnroverents. COUN-_ CILT'TOMAN J 'NTN stated there was another meeting last week end she was the only one present from the City Council, and that time Mr. Brinkman asked that a representative be anrointed from the Council. FRANK BRINKMAN was present and stated it was determined at the first meting to form an executive committee composed of 13 members, each member representing 13 named geographical areas in the South Bay and that committee was to meet last Wednesday. Only three members of the executive committee were at the meeting the rest were interested parties, such as Mrs. Jensen. It was determined 1ast week, that although the organization would. still retain an executive committee composed of the 13 members, there would continue to be one monthly general meeting of the organiza- tions that care to participate, including the City Council, and the actions of the executive committee would be advisory only, and all decisions would have to be passed upon at the general meeting. Tomorrow a special rules and by-laws committee will meet to make a first reno_^t on possible rules for organization and the first Thursday in March the executive committee will try to meet again and the third Thursday in March is the nert metin&; of the general body. It is homed that the Council will either attend or appoint a representative. CITY CLERK A-LSTON reported there is a meeting of the League of Cities in Oceanside, Friday, February 18, 1955. If in agreement with this it is suggested that a communication be for- warded to your senator and assemblymen asking them to orrose any bill which seeks to have any %art of the oil royalty money divert- ed for purposes other than beaches and parks. CITY ANAG.R BIRD stated the request to go across the streets involves a. number of thinga;she roles which are owned by the Utility Comnanies, the question of our liability; the question of the type of materia1 and the suspension ropes or wires, etc. Their request as to City help, Mr. Bird said we do nut have any City help and no way of taking care of an exnenditur, of that type which is requested. The ('aunty Counsel has pre oared a draft of the proposed ordinance, ,a copy of which is en- closed. It is proposed to hold the first meeting of the advis- ory committee on Monday, February 28th in the Board of Supervisor Chambers at 10:00 A.M. The Council is invited. to °oarticinate in this meeting and express any views they may have with re.enect to the local air pollution nr-cblem. It is a. general ordinance and should be given considerable study, There should be some representative of the Council at this meeting Feb- ruary. 28th: COUNCILWOMAN HOLLI'NGS?°TOOTH stated she thought Nat- ional.Cityrs ordinance we now have is stiffer than the one they are proposing so she fails to see any reason to adopt their ord- inance. Mrs. Hollingsworth said she would not like to hnve anv- one in National City to have to go over to the Air Pollution Con- trol officer for a permit effecting National City, therefore she would be very much against the adoration of this ordinance. COUN- CILIAN .HECK and JENSEN 1rere in accord. COMmUNICATION FROM LEAGUE OF CAL; FORNIr CITIES was read regarding the Leaguers uniform sales tax: program, Assembly Bill No, 2833. CITY MANAGER. BIRD stated it is his understanding that if this Pill no. 2833 becomes law and we do not have a one cant sales tax at that time, the County will levy in the unincorporated a.- reas the one cent tax and will also take the half cent over and above which we now collect, if the State collects for us and there is =. compromise worked out it is very possible that the first 257 taken will be snlit between the State and the County.. COUNCILMAN IT7C'K said he did not think the merchants in National City would be harmed by the sales tax being raised 2 half cent. Itwould be a source of additional revenue and it could all be put into drainage COL NC L• AN PARCHEN was in accord,_ CITY MANAGER BIRD stated' 1 re have the problem of the develo-r'ment of parks and recreation, the up'_iean and repairs of streets. COUP?CIL',AN HECT stated he would not be in favor of increasing the sales tax unless it is earmark- ed strictly 100% for drainage, that is our most_expensive -)ensive item CITY MANAGER BIRD stated if it is the opinion of the Council, af- ter nroner hearings, that you are going to raise the sales tax, effective as of July lst we would have to have it nrena.rPd and ready and -the hearings, etc. at least by the last_day of Anril.. Irresnective of what the State does on the bills, we have the authority to increase our sales tax legally and legitimately to the one cdnt and earmark the funds, COUNCILWOMAN HOLL_I_NGsWORTH stated she would like to see that the collections are made here in our own City. COUNCILMAN- HECK stated we had present=d a. ten- tative man of a subdivisian, the sale of which should realize the City arproximately ?250,000.n; which can be used for nark and recreation, also the moh.ey derived from the sale of the Housing if and when it is sold.
