Percent tax. Under this bill the use tax willbe --ept in Sac-
ramento end divided among the counties and cities on the basis
of Population and the sales tax will be remitted to the cities
on the basis ofthe businessesthat rt

cular city. In case t 'i s bill goes through would ,:re have to
have the State collect our one percent sales tax? Or will

RAN stated without having the bill before him he would hes-
itate to make any definite opinion, however, the authority
to
level level sales tax was granted to the Legislature in 1933. Some
years later the use tax was passed. The two 7o hand in hand
and come within jurisdiction of the State, and if the State
now wishes to within the Constitutional frame work4 _sh to
change the authority of m'anici^al corporations in relation
to counties and cities there would appear to ,e_no objection

which is the problem of annexation, and the attempts being
made to change our annexation law. Another is the ramifica-
tions on the water law. Attorney Curran recomren^ed teat
the May rCity Managerand the Council authorize ., o_ , City
At-
torney, within their discretion, when these matters come un
which appear to be of interest to National City, that one go
to Sacramento, that by consultation of these three officers
any trirs authorized by these three would be ratified by the
Council. COUNCILWOMAN HOLLINGSWORTH stated there are several
very vicious bills in Sacramento that would seriously limit
the cities from the tax angle.
ATTORNEY CURRAN stated with reference to a petition for can-
cellation of County taxes it should be noted that the County
of San Diego has proposed a system which arera_r•ently is dir-
ectly due to the fact that Chula Vista, National City and
Coronado have taken over certain Government housing units,
and this purports to establish the means by which t ;se
parcels which the City has taken over will be taken off the
County tax roll. This should be gone over in detail
reference to Olivevood Housing.
REV. HALL, 2405 Highland Avenue, was rresent__and_ requested
Permission to speak in National City using a small public
address system in regard to .juvenile del inruency. CITY

MANAGER BIRD stated that according to Ordinance 739 ;,s
could not be allowed.

IRS. KODT_SH was present and stated the request of Rev. Hall
was to occury a -property o-,rnert s land to have _these meet-
ings for their tenants. The City owns the property and they
are requesting the Council to give them oermiseion to use
City land to have these meetings.

and if it is a matter of vesting more authority in the City
Manager and that is the desire of the Council, he eeee no

CITY CLE K ALSTOT stated the Southern California Society for
Mental Hygiene has a proclamation that they,wish the Mayor
to sign, proclaiming Mental Health Week from May l st to 7th. -

REPORT FROM CITY ENGI?' EER LILL wes read stating the i nstel-
lation of traffic lights by Ets-Hokin & Galvin on -ig lend
Avenue at 4th end 24th Street has been completed and ;t is
recommended that the installations be ^.cce'ted by the City.
The amount of the contract is 5,818.00 and 1C is -ait'held
until 35 days after acceptance of the wor':. -he amount due
at this time is "5,236.2O, the remainder to be ai" after
