National City, California, July 13, 1955
Adjourned meeting of the City Council was called to order -
by Mayor Hodge at 8:00 P.M. o'clock. `Council members pre-
sent: Hollingsworth, Jensen, Parchen, Hodge. Council mem-
bers absent: Heck.

CLAIRE THOiSON of the Recreation Division was present and
requested that the Mayor declare the week of August 22 to
27 as Aloha 'leek. Moved by Heck, seconded by Jensen that
the request be granted. Carried, all the Council present
voting aye.
CONNIINICATION FROM CITY OF SAN DIEGO was read, regarding an
eItension of the contractural agreement between the City of
San Diego and National City for radio maintenance service,
Moved by Hollingsworth, seconded by Jensen that the Manager
sign the contract to continue on with the radio maintenance
service and a Resolution be prepared. Carried, all the
Council present voting aye.
BINDER FOR INSURANCE for Raymond T. Keener was presented and
referred to the City Attorney for apnrova..1.
SUIT FILED by JAMS KLEn:._E and MAXII\TE E. KLEMME , 1329 Ban-
croft Street, San Diego, California, regarding damages to
their automobile was presented and referred to the City At-
torney.
COM_MU?ICATION FROM CORNELIA MCKNIGHT was read, thanking the
Council for appointing her to the Library Board, but since
there was protest and criticism by the remaining members of
the Board, she felt it would be unwise for her to serve on -
the Board. Moved by Hollingsworth, seconded by Heck, that
this matter be referred to the Library Board for a recommen-
dation for an appointment, in accordance with Council policy.
Carried, all the Council present voting aye. Moved by Par-
chen, seconded by Jensen, that since the Library Board is un-
hanny with the Council policy, that the resignation of the
entire Board be requested by the City Council. Motion lost
by the following vote to -wit: Ayes: Jensen, Parchen.• Nays:
Heck, Hollingsworth, Hodge.
CITY ENGINEER LILL presented the final man of Ricardo Sub-
division and recommended that it be accented by the City.
Moved by Jensen, seconded by Parchen, that the recommenda-
tion of the City Engineer be approved, and a resolution be
prer?ared by the Attorney. Carried, by the following vote •
towrit: Ayes: Hollingsworth, Jensen, Parchen, Hodge. Nays:
Heck.
CITY CLERK ALSTOTN announced there would be a League of Calif-
ornia Cities meeting Friday evening at' El Cajon„
COMMUNICATION FROM NATIONAL CITY TAXPAYERS ASSOCIATION was
read, reouesting the Council and the City Manager meet with

them and the Councils and Managers of Chula Vista,and Cor-
onado to discuss sewer disposal in the south bay area on
Thursday, July 21st at 8:00 P.M. Moved by Jensen, second-
ed by Parchen that the invitation of the Taxpayers Associa-
tion be accented. Carried, all the Council present voting
aye.
CITY MANAGER BIRD stated he has received the estimate from
the Engineering Division on the Fire Drill Yards and it is
considerably higher than they had contemrlated. However,
he recommended the plans and sp'cifications be accented
and the City Clerk be authorized to advertise for_bids.
Moved by Heck, seconded by Parchen, that the City Manager's
recommendation be allowed and the bids be opened at 9:00
P.M. August 16th. The funds to cover this expenditure to
be taken from Capital Outlay. Carried, all the Council ,re-
sent voting aye.
COMMUNICATION FROM CITY B?ANAGER BIRD relative to the budget
was read.
At this time Mayor Hodge conceeded the chair to the City Man-
ager for the hearing of the budget.
COMMUNICATION FROM THE LIBRARY BOARD, which was referred to
the Finance Committee, relative to the reduction in the
Library Fund budget from ?9,000.00 to ' 8,000.00, was read.
A disoussion of the Library Fund followed in which General
Davis, Chairman of the Library Board participated.
ARTHUR HENDERSNOT, Recreation Director, and President of the
Employees Association was present and requested that the City
Council reconsider on the matter of a blanket raise for the
employees, and an adjustment in the inequities which now
exist.
LEE BACON, Captain in the Fire Department was -7,resent in re-
gard to a blanket raise for the employees.
COUNCILT':WOMAN HOLLINGS"ORTH stated there has been `1,000.00
set up in the budget to have a survey made to correct the
inequities, and establish nay rates in the City of National
City, comparable to other cities.
MRS. K_ODISH, 2107 "A" Avenue, National City was resent pro-
testing any raise in salary of the City personnel.
PRICE AV RY, 441 Highland Avenue, National City was present
and questioned the figure of A100 that was set up in the
City Council budget for Legal Service. CITY MANAGE? BIRO
stated that money was set up in the evMt that a Council
member might not.want to_take the advise of our City At-
torney and desire additional legal advise, this is to take
care of such a situation.
OCL'T.iCILWOIAN J~,NSEN protested the number of clerks in the
administrative offices. MRS. UZEMECKI, 52L "I" Avenue, al-
so questioned the number of clerks'jn-th4- City Clerk's office.
COUNCILMAN PARCn IT and COUNCILWOMAN JENSE'N protested the
raise in salary for the City Manager.
COUNCILWOMAN JENSEN questioned the appearance of adapters
for the fire hydrant pumper in the Disaster Council budget
as the same also appears in the Fire Department budget.

CITY MANAGER BIRD stated purchases for Disaster Council are
matched with funds from the State and Federal government
and may not be used for dual purposes unless permission is
grantod'by the defend —director.
MR^,. KODISH questioned the amount of money set un for the
League of California Cities. In regard to the Maytime Band
Review she wanted to know if the .5,549.37 which appeared
as a 1953-54 expenditure was the true figure as the budget
was only 14,700.00. In that case there was 1800.00 ex—
pended over the budget. CITY MANAGER BIRD stated he could
not answer her question as he had nothing to do with the
budget at that• time.
BETTY EDELEN, 2115 National Avenue, National City was present
and questioned why the Chamber of Commerce was given so much
consideration, and if they were doing a very good job of ad—
vertising National City.
COUNCILWOMAN JENSEN •protested the hiring of a Sanitation
Field.iMan'in the Treasurer1s Dept. COUNCILMAN PAPCHEN re—
quested Mr. Bird to have the City Treasurer subnit a re--
nort as to what has been accomplished by the Field man to
date, COUNCILWOMAN JENSEN stated that she would like in—
cluded in that report how,much delinquency is left,
COUNCILWOMAN JENSEN protested the increase in the salary of
the City Attorney, and questioned what his account Unclas—
sified included. PRICE AV'Y protested the account Special
Services in the City Attorneyts budget. MRS. UZEM''ECTI want—
ed to know what 16,600.00 set up as the, City Attorneyis
salary covered. CITY MANAGER BIRD stated it was a retainer
fee for legal advise.
COUNCILWOMAN JENSEN and COUNCILMAN PARCHEN protested the
salary increase in the City Flannerts budget.
E. H. ALSDORF, 2105 "J" Avenue, National City was present
and protested the number of supervisor, in the Engineering
Department.
COUNCILWOMAN JENSEN questioned the expenditure of 625.00
for drapes and curtains for the Community Building. CITY
MANAGER BIRD stated the present curtains are no longer flame
proof, which is required by law and that this renuest was
made because of necessity.
COUNCILT•r0M MT HOLLIN\TGSWORTH moved that the three motorcycle
patrolmen in the Police Department be rated as sergeants
and be given a one step increase in pay and also considera—
tion be given to the addition of one motorcycle patrolman
within the next six months. COUNCILWrOMAN JENSEN stated if
Mrs. Hollingsworth would change her motion to include only
the rate change and the one step increase in pay she would
second the motion. COUNCIL'.TOMAN HOLLINGS?•r0"'TH so amended
her motion. COUNCILMAN HECK protested the motion. CITY
MANAGER BIRD stated he could not accept any motion as he
was only chairman presiding over the hearing of the budget
and this mould have to be taken un later when the Mayor was
presiding.
COUNCILWOMAN JENSEN protested the exnenditu:^e of ?120 for
blankets for the jail.
HAROLD SPAULDING, 426 "I" Avenue was »resent and stated he

believed the jail should have good durable blankets. He al-
so questioned what happened to the notion of Mrs. Hollings-
worth, as he did not hear what was said at that time.
A recess was declared at this time by Mayor Hodge.
The meeting was called to order by:Mayor Hodge. Council mem-
bers present: Heck, Hollingsworth, Jensen, Parchen, Hodge.
Council members absent: None.
Mayor Hodge turned the hearing back to City Manager Bird.
COUNCILT7TOMAN HOLLINGSTWORTH stated that in a City Managers
meeting Mr. Bird read a letter from the state, giving Mr.'_
Hendershot certification as a qualified Recreation Leader,
which is one stem up in his standing, and would like to re-
commend that he be given one sten un in salary.
BETTY EDELEN inquired if all of the Recreation employees
were local people. CITY iANACER BIRD stated some perhaps
were not, because we have to have qualified people, slid
when we cannot obtain them from National City, we do hire
them from other cities.
MRS. TURNER, MR. AVER, COiJNCILWOMAN JENSEN, AND COUNCILMIN
PARCHEN protested the expenditure of •1,000.00 for the pur-
chase of a record player and records for the Library.
MRS. KODISH read Section L3200 and the succeeding two sections
of the Public 'Resources Code 5304, which is in regard to tax-
ation to nay off a bond set up for park improvement, Mrs.
Kodish stated that section 43200 which sets up special tax
revenue states the Legislative body may levy and collect a
tax of not to exceed 150 on each 21100.00 to provide and main-
tain parks and music and for advertising Purposes. It may
expend the tax in such manner as it deems best. Another
section states that the manner of using and time of collect-
ion to be provided by ordinance. The Ordinance ?lot to be
effective until submission to City electors for a_special
election held for that purpose. She charged that National
City has no such bond and has not had since the 1st assess-
ment in 1915. She further stated that no ordinance on park
levy has been submitted to voters, and this Council is res-
ponsible for not doing so. CITY MANAGE' BIRD stated that our
City Attorney end the present City Attorney of Chula Vista
tells him we are perfectly legal and clear in this matter.
Mrs. Kodish requested that the Council have the City Attor-
ney snake this statement at the next Council meeting. CtTY
MANAGER BIRD stated he could not answer for the Council, and
she she would have to take that up when the Mayor was Chair-
man of the meeting.
MR. AVERY questioned why in the Special Gas Tax Improvement
Fund all the money was set up for construction of new.streets
and none was rut aside for maintenance of present streets.
CniTY MANAGER BIRD called his attention to the fact that there
was a transfer in the budget from this account to the Traffic
Safety Fund to take care of maintenance of the streets.
MR9. UZEMEC''I protested the project allocations of the Special
('s,e Tax Improvement Fund Also. She stated she felt the Coun-
cil had flagrantly disregarded the recuest of the 200 petit-
ioners who wished Highland Avenue improved. MPS. K_ODISH pro-
tested the allocations of this fund also and stated there was

no street pattern.
M. UZEM1CKI _protested the proposed expenditures in the
Special Street Fund, which is a, fund set up to accumulate
at '10,000.00 per month from ! the Housing Revenue. Mrs.
U'zemecki stated she felt Highland Avenue should be taken
care of before any of these other streets, M7s. TU''N'R
stated she agreed with Urs. Uzemecki and protested the pro-
posed expenditures as set up in the budget regarding paving
a.nd resurfacing streets. MRS. KODISH questioned the amounts
to be spent on the streets listed.
Mayor Hodge resumed the Chair at this time.
Moved by Heck, seconded by Hollingsworth, that the pay raises
granted in this tentative budget, be effective as of the pay
period beginning July 16, 1955 ana a resolution be?renared
therefor. Motion lost by the following vote to -wit: Ayes:
Heck, Hollingsworth. Nays: Jensen,,Parchen, Hodge.
Moved by Parchen, seconded by Jensen, that the budget be
adopted with the raises for the department heads be deleted.
Motion' lost by the following vote to -wit; Ayes: Jensen,
Parchen. Nays: Heck, Hollingsworth, Hodge.
Moved by Heck that the budget be adopted as approved. Motion
died because of lack of a second.
Moved by Parchen, seconded by Jensen that the meeting be Ad-
journed. Carried, all the Council present voting aye. Meet-
ing adjourned at 12:50 P.M. otclock.
