National City, California, April 20, 7954
Regular meeting of the City Council was called to order by
Mayor Sarn at 7;30 P.M. otclock. Council members present:
Campbell, Jensen, Parchen, Sarn. Council members absent:
1'ioeser.
ATTORNEY CAM?BELL stated that the minutes of April 6, 1954
gage 243) should be corrected by the deletion of the follow-
ing: "incidental materials such as cement and grout for set-
ting, approximate cost 27.80." That would reduce the cost of
the project below a2,000.00, as City Manager Gauterea.ux men-
tioned at the meeting of April 6th. CITY MANAGER GAUTE='EAUM
stated the purchase of the street signs and the nines for the
erection of same at less than 2,000.00 is correct. ATTORNEY
CAi''PBELL stated that with this correction the minutes can be
accepted. Moved by Parchen, seconded by Jensen, that the min-
utes of the regular meeting of April 6, 1.954, with the correc-
tion as stated, be approved, and that the minutes of the ad-
journed meeting of April 14, 1954, be approved. Carried, a11_ Councilmen present voting aye.
ADMINISTRATIVE OFFICIALS present: Alston, Campbell, Gautereaux,
Bailey, 7:!arwick.
MAYOR SARN announced that the canvass of the official ballots
of the General Municipal Election, held April 13, 1954, would
be held at this time.
MAYOR SARN declared a recess at this time in order to total the
ballots canvassed,
The meeting was called to order by Mayor Sarn. Council members
present: Campbell_, Jensen, Parchen, Sarn. Council members
absent: iioeser.
The results of the canvassed ballots was announced.

13th DAY OF APRIL, 1954.
7HEPEAS, a General Municipal Election was held
and conducted in the City of National City, California, on the
13th day of April, 1954, as required by law; and
rrHEPEAS, it appears that Notice of said Election was
duly and regularly given; that voting precincts were properly
established; that election officers were ar ointed and election
supplies furnished; and that in all respects said Election was

regu7 arty and duly held a.nd conducted according to law and the
votes cast thereat received and canvassed, and the returns
thereof made and declared in time, form and manner as required
by the laws governing elections in cities of the sixth class;
and
?THEREAS, the Council of said City of National City
met at the Council Chambers in the City Hall of said City of
National City, on Tuesday, April 20, 1954, to canvass the re-
turns of said Election, and install the newly elected officers,
as a result of which the Council finds that the number of votes
cast, the name of the persons voted for, the measures voted
upon, and other matters required by law, to be hereinafter stated:
NON, THEFEFORE, BE IT RESOLVED by the City Council_ of
CITY OF NATIOITAL CITY, California, as follows:
That said regular Municipal Election of the City of
National City was held and conducted in the City of National
City, State of California, on Tuesday, the 13th day of April,
1954, in the time, form and manner as required by law.
That there were forty (40) voting precincts estab-
lished for the purpose of holding said election, consisting of
the regular election precincts established in said City by
the Board of Supervisors of the County of San Diego for the
holding of elections.
That the whole number of votes cast in said City
at said General Municipal Election was 2609 votes.
That the names of the persons voted for, the office
for which they were voted, the number of votes given in each
precinct to each of said persons, together with the whole num-
bers of votes received in the entire City Election, are as
follows:

That the number of votes cast by absentee voters
at said election have been canvassed and counted and are in-
cluded in the return as hereinabove stated.
BE IT FURTHER RESOLVED that THELIdA HOLLINGSWORTH,
T'TALTER F. HODGE and JOHN R.'. HECK have received the highest
number of votes cast at said General Election in the City of
National City for the Office of City Councilman of said City,
each for the full term of four (4) years; and
BE IT FURTHER RESOLVED that the City Clerk of CITY
OF NATIONAL CITY is hereby directed to enter this RESOLUTION
upon the Minutes of the City Council of said City.
Moved by Parchen, seconded by Jensen, that the Resolution be
adopted. Carried, all Council members present voting aye.
I'IAYOR SARI stated that the new Council would be sworn in, at
this time, and turned the gavel over to Vice Mayor Parchen,
and gave him City Clerk Alston's bond.
CITY CLERK ALSTON administered the oath of office to Council
members Heck, Hodge and Hollingsworth.
VICE MAYOR PARCHEN thanked those .rho relinquished their Hosts
as Councilmen and congratulated those who successfully won the
election, and stated the first order of business would be the
selection of Mayor. "Ioved by Hollingsworth, seconded by Heck,
that Walter F. Hodge be appointed Mayor. Carried, by the fol.-
lowing vote to -wit: Ayes: Heck, Hodge, Hollingsworth. Nays:
Jensen, Parchen. VICE MAYOR PA?.0HrN stated the position of
Vice Mayor was now oven, and presented Mayor Hodge -pith the
gavel.
IMovecd by Heck, seconded by Hodge, that Thelma Hollingsworth be
appointed Vice Mayor. Carried, by the following vote to -wit:
Ayes: Heck, Hollingsworth, Jensen, Parchen, Hodge. Nays: None.
RE7IGiATICN OF EDTWTIN I . CA iPBEELL as City Attorney, effective
April 20, 1954, upon completion of canvass of the ballots was
read. Moved by Hollingsworth, se-onded by Heck, that the res-
ignation be accepted, with regret. Carried, by the following
vote to -wit: Ayes: Heck, Hollingsworth, Hodge. Nays: Jensen,
Parchen.
MAYOR HODCI stated he wished to thank those who voted for him-
sel f , Mrs. Hollingsworth, and Mr. Heck, He said he was going
to start the meetings somewhat different than in the past, and
asked that this meeting be officially opened by an invocation
by Rev. Erny. REV. ER`Y delivered the invocation.
Moved by Hodge, seconded by Hollingsworth, that we obtain the
services of Robert C. Curran, as City Attorney. MAYOR HODGE
stated that 'lr. Curran has been Deputy Attorney General of the

State of California. and is at present the District Attorney of
Anrin osa County. Carried, by the following vote to -wit: Ayes:
Beck, Hollingsworth, Jensen, Parchen, Hodge. Nays: None.
CITY CLERK .,L,STON administered the oath of office to City At-
torney Curran.
CITY CLE7Y ILSTON presented a Certificate of Election to each
of the three new Council members.
Moved by Heck, seconded by Hollingsworth that the salary of At-
torney Curran be set at 500.00 per month plus regular Attorney s
fees for Superior Court trials, 1911 Acts and Bond Issues. Car-
ried, by the following vote to -unit: Ayes: Heck, Hollingsworth,
Jensen, Parchen, Hodge. Nays: None.
The hearing on the closing of a portion of Nilson Avenue and a
portion of l2th Street was held at this time. Moved by Heck,
-seconded by Hodge, that the hearing be continued until May L.,
1954, at 8:00 P.M. o'clock. Carried, all the Council present
voting aye.
I -MAYOR HODGE stated he would like to entertain a motion asking
for the resignation of entire Planning Commission. Moved by
Heck, seconded by Hollingsworth, that the entire Planning Com-
mission be asked to resign. COUNCILWOi!AN JENSEN asked the
reason for this action. i'IAYOR HODGE said because he believes
they can appoint better people on the Commission. Carried, by
the following'vote to -wit: Ayes: Heck, Hollingsworth, Hodge.
Nays: Jensen, Parchen. ROY SMMITH, 910 "N" Avenue, was present,
and stated he was a member of the Planning Commission and the
question of the resignation was brought up at the meeting of the
Commission last night of the resignation en masse of the mem-
bers and he was against it as he did not think it was proper,
right, or legal. However, if the Mayor asked for his resigna-
tion, he has it. i.!IRS. MODISH, 2107 "A" Avenue, was ?-resent,
and stated she was a member of the Planning Commission and stat-
ed the Council had her resignation as of now. CECIL F. ALLENN,
1704 "D" Avenue, was present, and stated he was a member of the
Planning Commission and submitted his resignation with the idea
that if the Council thought he could help on the Planning Com-
mission he would be hap_.y to do so, and if they thought he could
not he would be happy to step down and let them appoint someone
who they thought could better cooperate with the Council and
other City agencies.
CITY ENGINEER WARr:'ICK stated there was an appeal made by D. D.
Laing in reference to a tentative map of a. subdivision and it
was Mr. Warwick's understanding that some sort of action had
to be t.'ken on it, or an agreement between the Council and fir.
Laing to postpone the hearing and asked if that was correct.
MAYOR HODGE asked if Mr. Laing had any objections if the hear-
ing was continued until 11:00 A.M. tomorrow at an adjourned meet-
ing. D. D. L<:ING, 608 E. 24th Street, was present, and stated
it would be impossible for him to attend a Council meeting; et
11:00 A.M. tomorrow. MAYOR HODGE asked if this could be held
over until i:ay Ly, 1954, to which Mr. Laing agreed.
Moved by Parchen, seconded by Jensen, that the meeting be ad-
journed until Arril 2110 Lp
