HomeMy WebLinkAbout1954 02-23 CC ADJ MIN206 National City, California, February 23, 1954 Adjourned meeting of February 16, 1954, of the City Council was called to order by Mayor Sarn at 5:30 P.M. o'clock. Councilmen present: Campbell, Moeser, Parchen, Sarn. Councilmen absent: None. ADMINISTRATIVE OFFICIALS present: Alston. Bailey, Campbell; Gautereaux, Warwick. CITY MANAGER GAUTEREAUX stated this meeting was for the purpose of accepting the Fire Station as completed. We have been informed that the acceptance in a formal manner cannot be made as it would be illegal because both the Fire Station and the Library are included on one contract. It is there- fore the Manager's recommendation that Mr. Larsen; the contractor, be contacted and with his permission that we be allowed to occupy the building until such time that the final acceptance can be made. Mr. Gautereaux stated -Mr. Larsen has agreed that the City may, and he is willing to give permission to occupy the premises, and the City will be responsible for any damages or care, maintenance or otherwise that will be necessary. ATTORNEY CAMPBELL stated we should have a written consent to occupy and also specific provision that the occupancy does not constitute an acceptance. CITY MANAGER GAUTEREAUX stated that sometime ago the Council asked that Mr. Bradt, Architect, make a tentative survey of the possibilities of rearranging City Hall, also a tentative appraisal of the Library, its condition, etc. and the possibilities for the use of the building. ROBERT A. BRADT, Architect, was present and stated they have made a preliminary investigation primarily with the possible utilization of the present library building for civic purposes combined with the Administration Building, to provide space, which in their opinion will be adequate for 15 or 20 years-. With that in mind, and with cooperation from Mr. Bird, Building Inspector, we obtained from the various departments space estimates, first what they had at present and what their estimated needs would be, assuming the growth of the City in a normal fashion in a period of approximately 15 or 20 years from now. The work space as recommended by Mr. Bradt is 7,750 square feet with the addition of 1,250 square feet for the corridor, toilet facilities, rest rooms, etc., making a total estimated area required of approximately 9,000 square feet. The old library building has a main floor area of approximately 2,200 square feet and has a basement area the same size, making a total of possible maximum usable area of 4;400 square feet, so the additional area to be acquired in this Administrat- ion Building would be 4,600 square feet. If it should be decided for a new Administration Building it is the Architect's recommendation that demountable office partitions be used within the building itself, only the exterior walls and toilet facilities be permanent. When the building is built it should be expansible so that additions can be put onto it when needed. If this building was remodeled for the Police Dept. and an administration building built at the site of the old Library it would be a very simple matter to provide covered arcades joining these two buildings, to remodel the face of this building to conform with the new building, and give National City a Civic Center. In regard to the old Library Building, two things will be required, first, is a structural rehabilitation, and second, a remodeling of it actually for the purposes intended, other than library 2/23 207 purposes. To rehabilitate the building and make it suitable as a building for the public would cost approximately $25,000.00. Remodeling the building would amount to $6,000.00, making a total cost to use the old Library Building of approximately $31,000.00, and it will still be an old building and will be no larger than what it is at presents and half of the area will be in the basement. It would cost approximately $7.05 a square foot, and pro -rated over a period of years for a ten year life, which in Mr. Bradt's opinion would be - a maximum for that building regardless of the amount of re- habilitation which was done, would be about $3,100.00 a year over a ten year period, or, in his opinion a much fairer breakdown, assuming that when it is remodeled it has a life of approximately five years, we get a cost per year of about $6,200.00. Comparing this figure with a new administration building of 9,000 square feet at $11.50 a square foot, would be $103,500.00, and figuring that over a 35 year life the cost per year would be $2,957.00 a year. COUNCILMAN PARCHEN asked if Mr. Bradt had an estimate of his fee for making an estimate to remodel the present City Hall. MR. BRADT said he did not have at this time, but could give it to the Council in a few days when he would know what use the Council would want made of the building. MAYOR SARN said he thought the Council should first decide whether they want to remodel the old Library Building or demolish it and build a new one, and then figure on remodeling the City Hall. COUNCILMAN MOESER stated that as far as remodeling the Library Building is concerned it would cost about two-thirds as much to remodel it as it would for new construction. If there is only ten year's life left in the Library Building it would be expensive remodeling. MR. BRADT stated he could not give an estimate as to his fees until he has something definite to base his figures on, just what the Council wished done. COUNCILMAN CAMPBELL stated he thought it would be foolish to remodel the old Library Building and would propose that plans be drawn for the remodeling of the City Hall for use of the Police Dept. and plans drawn for the erection of a new building to replace the present Library to house the administrative offices, with the possible overall plan for an annexation to a new structure on this site in possibly five or ten years. MR. BRADT said that would be his re- commendation to the Council. CITY MANAGER GAUTEREAUX stated it would seem to him at the present time with the condition the Library Building is in that we should ask Mr. Bradt to bring in a tentative estimate of what it will cost the City to have him replan this building (City Hall) without any respect or regard to the building of a new building at the Library site at the present time. If we are only anticipating a Police Dept. in the City Hall it is entirely out of reason. The Court room is large enough and will probably be for some time to come. The Engineering Dept. should be on the second floor. For the immediate present that is the most logical thing to do and then after that you can decide what you want to do from there on. MR. BRADT said he did explore this possibility, but in his opinion it would gain practically nothing. MAYOR SARN stated it might be possible to use the old Library Building as it is and put the Engineering Dept. and Building Dept. there. CITY ENGINEER WARWICK said it would sound rather strange for the Engineering Dept. to go into a building that was condemned, it would not be good engineering from his point of view. COUNCILMAN PARCHEN excused. 2/23 208 CITY MANAGER GAUTEREAUX stated at the time that he was made Building Manager he made a complete inspection of the Library Building and he called in some engineering assistance from the Building Department of San Diego and they were granted permission from the Council to have inspections made and estimates of cost of a Structural Engineer on the matter. It was never put in. writing or anything of that sort of a structural condemnation, so that it would be public knowledge at all. Fair study was made and it was generally estimated that if it was not too severe a situation or condition the structure.would stand and be of service for some time. MAYOR SARN said he thought this should be given some more study before any decision is reached. COUNCILMAN MOESER said he would suggest that a tour of the buildings be made so they can better acquaint themselves with the estimates that have been made. CITY MANAGER GAUTEREAUX stated he thought that would be well, and after the inspection is made have another meeting with Mr. Bradt. MR. BRADT stated if the Council will tell him what their needs are he will do his best to work them out, but he must know exactly what the needs are, and don't underestimate the needs of planning ahead. ATTORNEY CAMPBELL stated before the Council can decide they must determine if they can spend from $100,000.00 to $120,000.00, and if they decide they would, then they must decide if they have that amount..nf money to spend. MAYOR SARN requested City Manager Gautereaux to make arrangements between now and the next Council meeting for a tour of the City's build- ings, and bring a report back to the Council at the next meeting. CITY MANAGER GAUTEREAUX stated the City of San Diego notified him that there is to be a Boundary Committee meeting of the cities regarding Bay boundaries in Civic Center in the Supervisors' quarters on Thursday at 10:00 A.M. for the purpose of listening to Coronado make a new offer. CITY ENGINEER WARWICK asked City Attorney Campbell how long after the completion of the job of resurfacing the streets performed by Morris Van Meter before it is accepted. ATTORNEY CAMPBELL stated whenever Mr. Van Meter contends it is com- pleted and the City Manager and City Engineer state it is. CITY CLERK ALSTON stated she has had several inquiries re- garding the vacancy on the Council, whether there is to be an appointment now or whether there will be an election. ATTORNEY CAMPBELL stated the Council has 30 days to decide. If they would say there would be an appointment it would not be necessarily bindin; on them, and they could also say there would not be an appointment and it would not be binding, they could change their minds between now and next Council meeting. CITY CLERK ALSTON asked if the Council can still legally make an appointment. ATTORNEY CAMPBELL stated he contends it can be done. MAYOR SARN stated the Council has until March 2, 1954, to decide what will be done. Moved by Campbell, seconded by Moeser, that the meeting be closed. Carried, all Councilmen present voting aye.
