SPECIAL MEETING of the City Council was called to order by Mayor Hart at 7:30 P.M. o'clock for the purpose of consider- ing the administrative acts of the City Manager of said City, his discharge, and the hiring of a City Manager; and for the performance of all or a part thereof. Councilmen present: Carrigan, McClure, Parchen, Sarn, Hart. Councilmen absent: None. ADMINISTRATIVE OFFICIALS present: Campbell- Alston. NOTICE OF THE SPECIAL MEETING was served on Councilmen Parchen, Hart, Carrigan, Sarn, by City Attorney Edwin Campbell; and on Councilman McClure by Mayor Hart. All five Councilmen signed the consent to hold the Special Meeting. COMMUNICATION PROM THE STATE EMPLOYEES' RETIREMENT SYSTEM was read, giving notice to the City that FREDERICK A. RHODES, City Manager and City Engineer must end his service on September 8, 1953, as per Section 21001. MAYOR HART suggested that Mr. Rhodes be discharged and a new manager be appointed immediately to start the new fiscal year. COUNCILMAN McCLURE suggested that Mr. Rhodes not be discharged on such short notice, that a new manager be appointed to work with Mr. Rhodes until his term expires; as five weeks is not long enough to impart the information that Mr. Rhodes must have knowledge of during his time with the City. COUNCILMAN CARRIGAN stated that any depart- ment head who had been with the City for at least five years should be able to take over the city manager's job, with the possible exception of the Fire and Police Chiefs. COUNCILMAN McCLURE felt that a department head knows only his own depart- ment, and that for a purely selfish interest of the City Mr. Rhodes be retained as long as possible. COUNCILMAN CARRIGAN wondered if that would be ethical. COUNCILMAN McCLURE stated that a man with a professional standing was ethical until proven otherwise. COUNCILMAN PARCHEN said that after hearing the arguments, there was some doubt in his mind whether Mr. Rhodes should be immediately discharged. MAYOR HART suggested a compromise of two weeks to retain Mr. Rhodes for that period. COUNCILMAN McCLURE said he would like to retain the services of a young man now employed in a manager's office who has been getting training for sometime. COUNCILMAN CARRIGAN inquired who he had in mind. COUNCILMAN McCLURE said he had no particular person in mind but thought there should probably be some very good men in some of the larger cities. MAYOR HART said he thought the City should employ a young engineer who was just starting out. COUNCIL- MAN CARRIGAN suggested that Mr. Rhodes be retained as consultant. COUNCILMAN McCLURE suggested that this matter be laid over until the regular meeting in order to give it some thought. MAYOR HART suggested a new manager for the budget session tomorrow night. Moved by Parchen, seconded by Sarn, that City Manager Rhodes be released as of July 28, 1953, upon release, Beverley J. Gautereaux be appointed City Manager. Carried, by the following vote to -wit: AYES: Carrigan, Parchen, Sarn, Hart. NAYS: McClure. RESOLUTION NO. 5983 was read, releasing Frederick A. Rhodes as City Manager and City Engineer as of July 28, 1953, and 7/27 24 appointing Beverley J. Gautereaux as City Manager on a temporary basis, salary to be $500.00 per month. Salary as Park Supt. to cease during the manager appointment. That Mr. Gautereaux be authorized to employ Frederick A. Rhodes as Consultant at $4.00 per hour, at the discretion of the Council. That Beverley J. Gautereaux is granted a leave of absence without pay as Park Supt. for the full period allowed by law upon proper and legal request. Moved by Sarn, seconded by Parchen, that the Resolution be adopted. Carried, by the following vote to -wit: AYES: Carrigan, Parchen, Sarn, Hart. NAYS: McClure.
