Adjourned meeting of December 22 1953, of the City Council

ADMINISTRATIVE GFFICIALS present: Alston, Campbell, Gautereaux,

bids. The following ;yds were opened for the collection
of garbage. CITY CLERK ALSTON stated the bid of *f:AMIREZ
BROTHERS was received shortly after 500 P.M. They bid
5949.00 per month for a period of one year. ATTORNEY C.9M'T: t
stated this bid cannot be considered due to the fact t'f:,t is
was received after 5:00 P.M. CHULA VISTA ti,A'i;Tr1.. Y SE t/1,;i
bid $152552.00 or $1,296.00 per month for a r.ricd. of one yr'a.r
for Alternate No. 1 bid; for Alternate No. 2 bid; $44,352.,00
or $1,232.00 per month for a period of three years. CCUNCIL-
MAN MOESER asked Mr. Hynum what disposal he intends to make of
the garbage. FRANK HYNUM stated it will have to be disposed
of at a hog ranch as there are no other facilities in this
area at the present time. COUNCILMAN MOESER asked if the
hog ranch would meet with the County requirements and have
the approval of the County Health Dept. and asked if Mr.
Hynum could have a letter from them so stating. MR. HYNUM
stated he could. If the hog ranches do not want it later
on he will have to cut and fill it in the County some place.
MAYOR SARN requested this be referred to the City Manager
for his recommendation tomorrow at 5:15 P.M.
BID on the truck was opened as follows: GENERAL TRUCK &
ENGINE COMPANY, GMC Model 633-36V Cab & Chassis, including
tax, less allowance of $750.00 for 1947 Federal Truck Dump
Body and Hoist, making a total of $4,782.26; alternate bid,
GMC Model 633-36V Cab & Chassis, less allowance of $500.00
on 1947 Federal Truck, making a total of $4,290.66; GMC
Model 623-36V Cab & Chassis, less trade in of $750.00, making
total of $4,681.32; alternate, GMC Model 623-36V Cab & Chassis,
less trade in allowance of $500.00, making a total of $4,189.72.
MAYOR SARN referred the bids to the City Manager for checking
and recommendation. J. G. GAHN, representing the General
Truck & Engine Company, was present and stated the reason
he submitted two bids was the difference in the gross vehicle
weight of the two chassis.
COMMUNICATION FROM SAN DIEGO COUNTY BOUNDARY COMMISSION was
read, stating a special meeting of the County Boundary
Commission has been called for Tuesday, January 5, 1954, at
9:00 A.M. to consider the petition of the City of San Diego
for annexation of portions of the San Diego Bay Tidelands to
said City. At this meeting the Commission will consider the
petition of the City of Chula Vista, the petition submitted
by Byrl D. Phelps in behalf of W. E. Stewart, and also the
petition of the City of San Diego for annexation of certain
San Diego Bay Tideland areas. C*UNCILMAN CARRIGAN asked
Attorney Campbell that since the National City boundary is
extended across the Bay and a portion of the Strand and out
into the ocean, in what manner can San Diego annex any South
Bay territory without National City's permission and without
being contiguous to that area. ATTeRNEY CAMPBELL stated he

did not think they could. That is probably one of the
problems that they will have confronting them. If Naiona1

a petition. to the B.: rdary Commission we will have to have
very accurate descriptions which will take qte some work
on his part, we have so far only succeeded in getting certain
sketches of the boundary so we could have an idea of where
we are going to have to go for our various information and
begin from that point. The map we now have only has this
idea sketched on it. ATTORNEY CAMPBELL stated we might be
able to get a metes and bound description without a map which
we can submit. MAYOR SARN declared a recess.
The meeting was called to order by Mayor Sarn. Councilmen
present: • Carrigan, Moeser, Parchen, Sarn. Councilman absent:
Campbell. •
Moved by Carrigan, seconded by Parchen, that the City Manager,
City Engineer and City Attorney be authorized to submit the
proper papers before the Boundary Commission showing National
City's boundary claims and the additional annexation which
National City contemplates on the Southwest portion of the
tidelands and the Bay. ATTORNEY CAMPBELL stated the Boundary
Commission might not act on it January 5th but we should have
it on file before that date. Carried, all Councilmen present
voting aye.
Moved by Parchen, seconded by Carrigan, that the meeting be
adjourned until December 30, 1953; at 5:15 P.M. Carried,
all Councilmen present voting aye.
