Regular meeting of the City Council was culled to order by Mayor
Carrigan at 7:30 P. M. o'cloch. Councilmen present: i-icClure, S:.rn,
Carrigan. Councilmen absent: Hert, Ingalls.
Moved by McClure, seconded by Sam, that the reading of the minutes
of the regular meeting of August 5, 1952, and the adjourned meeting
of :august 12, 1952, be dispensed with. Carried, all Councilmen pres
exit voting aye.

beer and vine license was read. Communication from Chief of Police
Smith in regard to the application was read. The report stated that
the premises is within three hundred feet of the Methodist Church.
Upon recommendation of M.yor Carrigan, it was moved by Spin, seconder
by McClure, that the Council protest the license and that the City
Attorney file the proper papers with the State Board of Equalization.
Carried, all Councilmen present voting aye.

beer license was read. Mayor Carrigan recommended that the Council
protest the license. Moved by hcClure, seconded by Sarn, that the
application be laid over until the next meeting in order t:: t Chief
of Police Smith cc.n submit a report.

amor_nt of 433.46 which he had deposited with the Treasurer for road
oil. Moved by Sarn, seconded by 1icClure, that the refund be made

seconded by McClure, that the application be approved, subject to
Bldg. Insp. Bird's recommendations. Crried, all Councilmen preset

APPLICATION BY J. G. i:iCELi TH for refund of 05.00 on sewer permit
No. 1106, was read. The main sewer line is too low to make the
connection. :loved by i,icClure, seconded by Sarn, that the refund be
approved subject to the approval of the .St. Supt. and City :,ianager.
Carried, all Councilmen present voting aye.
RESOLUTION NO. 5754 was read, authorizing the transfer of v449.10
from the General Fund to the Park Fund, as a. loan to be repaid be-
fore the end of the fiscal year. Moved by McClure, seconded by
Sarn, that the Resolution be adopted. Carried, all Council e:: p-
ent voting aye.

read, regarding refuse and garbage disposal service which she claims
she does not use as her family is away and she has a. garbage disposal.

TORNEY T,.ORNEY CAM B LL ruled, if she isn't using any service, she
shouldn't be charged. If size is receiving service. regardless of
how small, she should be charged, and recommended that it be referred
to the rubbish collector to see if any service is being performed,
MAYOR C=RRIG__N suggested that it be referred to the Rabbish Collector
and City Manager; also they check people on prolonged vacations who
are not paying any charges, a precedent set up by City Treasurer

CITY ATTORNEY ED':IN C.'.:1PBELL reported that Robert D. Leslie has
never paid his tideland lease which has now expired and requested
authority to maintain an action. Moved by iicClure, seconded by Ear.7i

CITY ATTORNEY EI) IN CAL FEELL reported that City Clerk Aston. Ic.p a p:: c
bled since the adoption of the salary schedule. Mrs. Alston would
like to have the policy of the Council in figuring salaries of em-
ployees on a monthly bases. In the past it has been figured on a
30 day month and is so recommended by City Auditor Harry E. Bonnell
City. Clerk Alston and the City Attorney. :loved by McClure, second:,.

COMMUNICATION FRO i CITY MANAGER RHODE , in regard to the scheduled
rates of the State Compensation Insurance Fund was read and ordered
filed.
REPORT FRO: BLDG. INSP. BIRD for the month of July, 1952, was
presented and ordered filed.
COMMUNICATION FROM CITY MANAGER ROHDES with an easement attached
which is requested by the County of San Diego, was presented. The
easement is for a drainage channel on City property located on the
North side of 30th Street on the Ec.st boundary line of the City,
MAYOR C1+RRIG>N referred the easement to tho City Attorney to prepare
a resolution for the next meeting.
CERTIFICATE OF INSURANCE by Albert E. & Velma L, Heflin for their

RESOLUTION NO. 5755 was read, establishing two hour parking limit
on Avenue between 7th & 10th Streets, and on 7th Street betvieer
and ::84 Avenue, which was approved by the Traffic Committe and
City Manager. Moved by Sarn, seconded by McClure, that the Resolut.,;,r

PETITION for grading 18th Street between Palm and Rachel, installat:.er
of sidewalks, curbs, gutters, and paving, was presented, ?7ork to be
done under the 1911 Act, Loved by McClure; seconded by Sarn, that

PLANNING COMMISSION REPORT of July 28th was presented. Petition
