98 National City, California, August 14, 1951 Regular meeting of the City Council was called to order by Mayor I+iaurice,Carrigan at 7:30 ?.M. o'clock. Councilmen present. Clarke, Curry, Hart, Ingalls, Carrigan. Councilmen absent: None. ADMINISTRATIVE OFFICIALS present: Alston, Wagner, Campbell, Grey, Gautereaux. Moved by Curry, seconded by Clarke, that the minutes of the regular meeting of August 7, 1951 and the special meeting of August 11, 1951 be dispensed with.. Carried, by the following vote to -wit: Ayes: Clarke, Curry, Hart , Ingalls, Carrigan. Nays: None, RO3ERT GORDON of Associa;,nc? Construction Corporation wes present and requested that the city oil the streets and install the .Bewer laterals at this time in Beverly Glen Subdivision; his gompany is willing to immediately deposit the amount necessary for the improvements. Moved by Ingalls, seconded by Hart, that the natter be referred to the City Engineer and City Attorney, and that they have a recommendation for the adjourned meeting Thursday, August 1.6, 1951. Carried, all Councilmen present voting aye. COi UNICATION FROM CITY OF >AN DIEGO regarding membership of the City Clerk in the National Institute of Municipal Clerks, was*read. Mayor Carrigan laid this matter over until the adjourned meeting. EICHENLOB, Resident Engineer of the San Diego 8/14 99 & Arizona Eastern Railway Co., was present to.answer any questions. Moved by Hart, seconded by Clarke, that this matter be referred to the Planning Commission and City Engineer. Carried, all Councilmen present voting aye. APPLICATION FOR PURCHASE OF TAX DEEDED ?R0?ET.TY at Public Auction from Manuela F. Vazguez was rend. The bid on S-z of Lot 3 and all of Lots 4 and 5, Block 42, National City, was for S246.50 plus S3.50 advertising cost. Mayor Carrigan laid this over for one week to allow members of the Council to look at the property. RESOLUTION NO, 5524 wan read. BE IT RESOLVED by,the City Council of the City of National City, California, that the following transfers be made as a loan from the General Fund. 1, To the park Fund, S178.20. 2. To the Library Fund, $73.18. Moved by Ingalls,, seconded by Curry, that the Resolution be adopted. Carried, by the following vote to -wit: Ayes: Clarke, +Curry, Hart, Ingalls, Carrigan. Nays: None. BE IT RESOLVED by the City Council of the City of National City, California, that the following sum incurred for Capital expenditures be paid out of the Capital Outlay Fund: American Pine & Construction Co. -- Sewer Outlay, 1103.67, Squires -Belt Material Co. --Sewer Outlay, 1219.61, J. E. ititing--Recreation Outlay, U.50, Total S327.78. Moved by Hart, seconded by Ingalls, that the Resolu- tion be adopted. SURETY BOND for Ida -Mae Eolgate, City Tre^surer and Tax Collect, in the sum of 130,000.00 ”as Presented. ATTORNEY CAMPBELL approved the Bond as to form. Moved by Ingalls, seconded by Hart, that the'Sond be accepted. Carried, all Councilmen prase, - voting aye, AP'LICATIONS FOR BUSINESS LICENSE REFUNDS for Mission Industri in the amount of 110.00 and Robnett Upholstery in the amount of 12.50 were presented 1'y City Clerk Alston. The refunds were approved by City Treasurer rolgate. Moved by Hart, seconded by Curry, that the refun s be allowed. Carried, all Councilmen present voting aye, REPORT OF CHARLrS J. STEIN on the Canteen Concession for the month of July, 1951 was presented. COMMUNICATION FROI'i METROPOLITAN T1ATER DISTRICT OF SOUTHERN CALIFORNIA was read in regard to the 1951-1952 payment to be made by August 25, 1951. COMMUNICATION FROM PUBLIC UTILITY COMMISSION stating that a , public hearing is to be held in San Francisco on September 6, 8/14 102 1951 at 10:00 A.M. by the Pacific Telephone e: Telegraph Co, was read. I4ayor Carrigan referred this matter to City Attorney Campbell. PETITION FOR GRADIYG AND OILIIIG OF PROSPECT STREET BETWEFN 20t' AND 22nd STREET was presented, Moved by Curry, seconded by Clarke, that this natter be referred to the City Engineer for a re -Tort at the next meeting. Vansant as City Treasurer and Tax Collector by the City of National City, California, terminated on the second day of August, 1951. COMb:UNICATION FROM CHIEF OF POLICE SMITH was read, requesting permission to be absent from the City at his own expense from August 17, 1951 to August 20, 1951 to discuss juvenile problems with Lt. Harry Engulund of the Los Angeles Police Department to obtain information relative to their juvenile program. Moved by Hart, seconded by Ingalls; that permission be granted. Carried, all Councilmen present voting aye. RESIGNATION OF THELIIA PATTE^ SON, SECRETARY IN THE CITY TANAGER' OFFICE, effective August 25, 1951 was read. Moved by Curry, seconded by Clarke, that the resignation be accepted with regre Carried, all Councilmen present voting aye. ACTING CITY ADMINISTRATOR WAGNER requested that permission be granted to employ Audrey Stewart, effective August 20, 1951, at the salary of 1/4,205.00 as Secretary in the City Manager s 8/14 105 Office. Moved by Curry, seconded by Hart, that the request be granted. Carried, all Councilmen present voting aye. COMIIUNICATION FROM REC7EATION DIRECTOR CASEY requesting per- mission to employ Jo Anne Peters at the Olivewood Playground for the balance of the summer was read. STREET AND SONS inquirir. as to the possibilities of leasing some property in the com- mercial zone to be used for the purpose of storing and dis- mantling automobiles. MRS. HOLLINGSUORTH, member of the Plan- ning Commission, was present and stated that the Commission was seriously thinking of recommending to the City Council that this type_of business be limited. LESTER STREET, 504 9th Avenue, San Diego, representing H. Street and Sons, TTas present to answer any questions. MAYOR CARRIGAN referred this matter to City Administrative Officer '.Iagner to set a convenient date with the Planning Commission to tour the tidelands. The meetin:. was set for Sunday, August 19, 1951 at 10 A.M. ACTING CITY ADMINISTRATIVE OF?ICER .rAGN:'R reported that Mir. Heaton in charge of Park View Terrace has extra rock and dirt which they would be glad to give to the City, and they have a skin loader available to load it into City trucks. Mayor Carrigan referred the matter to Mr. '•Iagner for processing. THE COST ANALYSIS AND AP'P.AIS_0.L DEPORTS from the Community Redevelopment were distributed to the Council as per their request. TOM LEONARD was present and asked w•rhat had been done about the 8/14 106 written quotations on the price of printing the notices for the change of trash pickup, Mayor Carrigan informed Hr. Leonare that the Vurgason Printing Co, had lowered its bid and the printing was awarded. Mr. Leonard also brought,up the matter of the City purchasing outside of National City, also the Jewelry, Plastic, etc. Parties which go unlicensed, Mayor Carrigan stated that the City is making every effort to nur-' chase materials in the City when the price is right and that the "Parties" are under consideration at the present time by the City Attorney. VINCENT HACKENFORE, 1504 E. 8th Street, was »resent in regard to the bad intersection at 8th and Palm Avenue. Mayor Carrigan requested reports on the following intersections: 8th and Palm Avenue; 24th and Highland Avenue; and 24th and National Avenue, from the Chief of ?olice and Traffic Commission. COUNCILMAN CLARKCE reported that the Monument to the Kimball Family is progressing very satisfactorily.
