109 National City, California, August 21, 1951. Regular meeting of the City Council was called to order by )Lyor Maurice Carrigan at 7:30 P.M. o'clock. Councilmen present: Clarke, Curry, Hart, Ingalls, Carrigan. Councilmen absent: None. Moved by Curry, seconded by Clarke, that the reading of the minutes of the regular meeting of August 14, 1951 and the ad- journed meeting of August 16, 1951 be dispensed with. Carried, all Councilmen present voting aye. ADMINISTRATIVE OFFICIALS present; Alston, Campbell, Grey, Wagner, Gautereaux. EDMOND CROSSLEY, President of the National City Employees' Association presented Mayor Carrigan with a gavel from the Association. MAYOR CARRIGAN expressed his appreciation. COMMUNICATION FROM CITY OF SAN DIEGO regarding membership of the City Clerk in the National Institute of Municipal Clerks, held over from last meeting, was presented. Moved by Curry, seconded by Clarke, that the City Clerk be granted permission to become a member of this association. Carried, all Council- men present voting aye. APPLICATION OF MANUELA F. VAZQUEZ to purchase tax deeded prop- erty at public auction was presented. The bid was on the Si of Lot 3 and all of Lots 4 and 5, Block 42, city Plat, in the amount of $250.00 which includes the advertising costs. MAYOR :ARRIGAN stated the City has been offered $100.00 a lot plus taxes and advertising costs on the lots directly across the street which are under water, and he felt that the ones under consideration at this time should be worth equally as much as they are on much higher ground. Moved by Ingalls, seconded by 8/21 110 Curry, that this be laid over bending further study. Carried, all Councilmen present voting aye. ATTORNEY CAMPBELL stated we have received a communication from the Metropolitan Water District regarding the payment of tax for the fiscal year 1951-52. It is necessary that the sum of $24,389.83 be paid by August 27th or 8 percent penalty will be added. This amount represents 50 percent of the City's tax. MAYOR CARRIGAN requested the Attorney to prepare the necessary resolution to authorize the payment to the Metropolitan Water District. CITY CLERK ALSTON presented the ordinance determining the amount of revenue necessary from property taxes for second reading. COUNCILMAN HART asked if the Council adopted this ordinance would it mean that there is no possible way of getting the 40 hour week for the employees. ATTORNEY CAMPBELL stated this ordinance establishes the revenue necessary to be raised from property taxes. If this is adopted it will be necessary to raise the amount for 40 hour week by other tax revenue. COUNCILMAN HART stated he thought it was only fair to the City employees that the Council study this 40 hour week for another two weeks and give them an answer at that time. Tho patrolmen should also be taken care of at that time. MAYOR CARRIGAN said if the Council wished to grant the 40 hours it must make pro- visions for the money. COUNCILMAN CLARKE asked what funds can be used for things of this nature. ATTORNEY CAMPBELL stated General Fund money. Tho Street Department could use money from traffic fines. COUNCILMAN CURRY asked how much it would in- crease the tax rate if tho 40 hours wont into effect. MAYOR CARRIGAN said approximately 22 cents. A communication from tho Civil Service Commission was road which stated that no change be made in tho Rules concerning hours of work (Suction 10.1 of 8/21 111 Civil Service Rules and Rogulationa). Tho Commission sub- mittod the following reasons as being the basis upon which their decision was roachod: 1. Prosont inequalitios of salaries portaining particular to tho uniform rank. 2. Pros ent financial condition of tho City whoroin tho City Council was forced to cut porsonnol to moot the budget. 3. Tax increase necessary to finanee additional cost of a 40 hour week should be approved by tho taxpayors by ballot. MAYOR CARRIGAN said this is somothing that will havo to bo workod out. Tho tax rato must bo adopted. COUNCILMAN CLARKE said ho would liko to know tho fooling of tho taxpayers in this rogard. COUNCILMAN INGALLS statod ho would liko to go on rocord as stating that tho Council should nevor considor any movo or ordinanco that anyone is afraid to have on tho ballot. ORDINANCE NO. 823, ORDINANCE DETERMINING AMOUNT OF REVENUE NECESSARY FROM PROPERTY TAXES FOR SUPPORT OF ITS DEPARTMENTS AND TO PAY BONDED INDEBTEDNESS OF THE CITY OF NATIONAL CITY, CALIFORNIA, FOR FISCAL YEAR 1951-52.
