National City, California, July 3, 1951.
Regular meeting of the City Council was called to order by
Mayor Maurice Carrigan at 7:30 P.M. o'clock. Councilmen
present: Clarke, Curry, Hart, Ingalls, Carrigan. Councilmen
absent: None.
Moved by Hart, seconded by Curry, that the reading of the
minutes of the regular meeting of June 26, 1951, be dispensed
with. Carried, all Councilmen present voting aye,
ADMINISTRATIVE OFFICIALS present: Alston, Campbell, Wagner,
Grey, Geutereaux.
CHARLES E. ANDERSON was present in regard to the oiling of
20th and Prospect Streets, and it was his understanding that
the City would do the work. MAYOR CARRIGAN asked if the street
had been graded end Mr. Anderson answered that it had been and
the curbs are in. MAYOR CARRIGAN recommended this be referred
to the City Engineer for a report at the next meeting. Moved
by Ingalls, seconded by Hart, this matter be referred to the
City Engineer and that he bring in a definite recommendation
at the next meeting. Carried, all Councilmen present voting
aye.
S. Z. GREENBERG was present and inquired about the Quiet Title
Action that has been filed. ACTING ADMINISTRATIVE OFFICER
WAGNER stated that we would have a recommendation from the
Planning Commission by the next meeting in this regard.
COUNCILMAN CLARKE stated in regard to the naming of the City
Park "Kimball Park: he hes contacted a resident of the
community who personally knew the Kimball Brothers and he will
have something interesting to state about the origin of
National City through tho offorts of Kimball's. Mr. Clarke

said he thought it would be appropriate if we could dedicate
the monument sometime during the Fiesta days and invite the
oldest civic body in this community, and ask thom to sponsor
the dedication. MAYOR CARRIGAN suggested that Councilman
Clarke continuo working on the dodication of ;11mball Park"
and the Acting City Administrator give him any needed assist-
ance.
ORDINANCE NO. , an ordinance amending Ordinance No. 750,
was presented for the second and final reading. Moved by
Clarke, seconded by Curry, that only the heading be road.
Carried, by the following voto to -wit: &yos: Clarke, Curry,
Hart, Ingalls, Carrigan. Nays: None.
ORDINANCE NO. 819, AN ORDINANCE OF THE CITY OF NATIONAL CITY,
CALIFORNIA, AMENDING ORDINANCE NO. 750 OF SAID CITY BY AMEND-
ING SUB -SECTION (A) OF SECTION 4 OF SAID ORDINANCE. Movod by
Clarko, seconded by Ingalls, that the Ordinance be adopted.

ATTORNEY CAMPBELL stated in rogard to tho request of Paradise
Valloy Sanitarium for a zono varienco petition for Trailor
Park that ho has boon working on tho Trailor Ordinance and

be laid over until tho noxt mooting. Carried, all Councilmon

SUPPLEMENTARY AGREEMENT FOR STREET LIGHTING botweon the City
of National City and tho San Diego Gas & Electric Company for
tho installation of a stroot light at 13th Stroot and "A"
Avonue, was prosontod. Tho cost of tho light is to be $219.00.

becauso of ono quostion. Ho is loosing for fivo yoars with e
fivo year option 31,800 squaro foot, ho wants an option on en
additional 42,400 squaro faet. Ho would givo no offoring

COMMUNICATION FROM CITY TREASURER VANSANT suggosting somo
action by tho City Council in rogard to Lighting District No. 1,
was road. CITY CLERK ALSTON stated that Mr. Kimball from tho
Gas and Eloctric Company contacted hor today in regard to this
mattor and wondorod whon tho City was going to tako action to
ro-activato tho Lighting District. Tho procoodings should bo
startod immodiatoly as thoy aro now late. Mrs. Alston statod
sho told him this was hold up duo to tho fact wo did not havo
an Enginoor. Aftor considorablo discussion MAYOR CARRIG:N

ACTING LDMINISTR:.TIVE OFFICER WAGNER roportod in rogard to
the hazardous intorsoction of 2nd and "F" Avonuo. Ho
accompaniod Mr. Gautoroaux to inspoct this intorsoction and
thoy found a palm troo on City proporty that possibly will
havo to bo romovod, along with an olivo troo on tho south-
wost cornor of 2nd and nF«. Thoy also notieod at tho north -
oast cornor of 6th and 'IF" ..vonuo a bad traffic hazard, whoro
around a privato rosidonco thoro is about a fivo foot high
solid hodgo. Tho hodgo is on whet appoare to bo City proporty.
This mattor probably should bo roforrod to Mr. Gautoroaux for
considoration, along with tho romoval of palm troos. At tho
southoast cornor of 1st and "r Avenue thoy found four largo
palms with hoavy basos thet obstruct the viow along with some
smallor palms, tho foliage which also obstructs tho viow.
Mr. Gautoreaux will no doubt havo somo rocommondations to
make to the Council in this rogard et a lator mooting. MAYOR

Jury last wook, not for quostioning but givon good advico,
end that ho intondod to follow it, It was mostly about bond-
ing, thoy thought thet tho Manngor or Acting Administrator
should be bondod, tho City Council, Purchasing Agont, tho
City Troasuror has a $16,000.00 bond but thought it should bo
moro. Also tho City Enginoor and Firo Marshal should bo bond-
od. Mr. Hart said ho would li4o to havo this roforrod to
