Councilmen vresent: Clarke, Curry, Hart, Ingalls, Carrigan. Council - en absent: None. • Moved by Curry, seconded by Hart, that the reading of the minutes of the regular meeting -if October 23, 1951 be dis- pensed with. Carried, all Councilmen present voting aye. ADMINISTRATIVE OFFICIALS present: Alston, Campbell, Grey, Seifert, Bailey, Harbison, Geutereaux. COUNCILMAN HART asked permission to leave the State for the week end of November loth and llth. Moved by Ingalls, seconded "-by Clarke, that the request be granted. Carried, all Council- men present voting aye. REPORT OF TRAFFIC SAFETY COI/MISSION was read. The Commission recommended a number of boulevard_stap signs be installed. It was also requested that "No Parking and "No Unloadingr signs be placed on the east side of "Du Avenue at 12th Street. It was the recommendation of the Commission that their stand on parallel parking be reaffirmed, and also recommended that the City Council adopt the proposed traffic ordinance report. COMMUNICATION FROM CHAMB:R OF COMMERCE TRAFFIC COMMITTEE was read, which stated that the Traffic Committee of the Chamber has conducted a detailed parking survey in the downtown business area. A copy of recapitulation of the referendum ballots cast during the survey was attached. The survey indicates a ratio of approximately 21 to 1 in favor of angle parking, as outlined. This survey would appear to lend support to the action of the Board of Directors on January 23, 1951 requesting the City Council to permit angle parking within the 11/6 272 limitations of the request. MAYOR'CARRIGAN asked Dr. Parchen, Chairman of the Traffic Safety Commission, on what streets has there been angle parking? DR. PARCHEN stated there was some angle parking on 7th and 6th Streets between National and Roosevelt Avenues, and neer the been taken care of. COUNCILMAN W. J. Bush Company, which has CLARKE asked why these two particular streets were considered and the others not consider ed? DR. PARCH!N stated the Commission did not consider them, the people in that vicinity wanted diagonal parking. Moved by Ingalls, seconded by Hort, that the report of the Traffic Safety Commission be accepted and approved. MAYOR CARRIGAN stated the Traffic Ordinance would be ready for first reeding next week. Carried, all Councilmen prosent voting eye. APPLICATION FOR BEVERJ.G^ LICENSE for on sale beer, by Theodore Acosta, 1631 McKinley Av i:ue, was presented. CITY CLERK ALSTON stated she conferred with Chief of police Smith and. he stated the premises ere now licensed and he had no roport to make. MAYOR CARRIGAN requested this be referred back to the Chief of Police for e report and recommendation. MAYOR CARRICAN announced thpt it was 8:00 P.M. a.id time for the hearing on closing of a portion of East Second Street. ATTORNEY CAMPBELL recommended tho hearing be continued for twe weeks as there is a possibility thet more information can- bo obtained. C. C. CRIPE was proseq end stated ho owns two acres on the north of this East Second Street, and the closing of this street will effect his proporty. Ho stated he would like to know why this closing was proposed. CITY MANAGER SEIFERT stetod tho purpose of the closing is not to close the street, but to opon the stroot. You first hevo to go through a proceeding of having property deeded to the City, and then by Resolution and Ordinanco a street is dedicated and opened 11/6 273 again. Thero is a 15 foot strip which tho City now owns and we are trying to got somo more land to make a street. MR. CRIPE said he is interostod only in having a way to got into his property.
