1 National City, California, November 20, 1951
Regular meeting of the City Council was called to order by
Mayor Maurice Carrigan at 7:30 P.M. o'clock. Councilmen
present: Clarke, Hart, Ingalls, Carrigan. Councilmen absent:
Curry.
Moved by Hart, seconded by Clarke, that the reading of the
minutes of the regular meeting of November 6, 1951 and the
adjourned meetings of November 13 and November 14, 1951, be
dispensed with. Carried, all Councilmen nresent voting aye.
ADMINISTRATIVE OFFICIALS present: Alston, Campbell, Seifert,
Grey, Harbison, Gautereaux, Bailey.
MAYOR CARRIGAN stated that this is probably an innovation in
National City for the first time where we have the High School
students running the City Government. Pat McCormick, Shirley
Miller, Arlest Hall and Kenneth Wilson replaced Councilmen
Hart, Curry, Clarke and Ingalls. Ted Granger took the place
of Mayor Carrigan; Barbara J. Smith the place of City Clerk
Alston; Louis Abramson replaced the City Attorney; Nate Kaufman
replaced City Manager Seifert.
KENNETH BOULETTE, SENIOR GARDNER, was present and stated the
National City Branch of the California Fuchsia Society have
donated over forty plants for the fuchsia beds in the Perk.
George James of James Nursery offered to donate any additional
fuchsias necessary, however, due to the fact that the City did
not need them he donated a flat of bedding begonias. Mr.
Boulette suggested that a letter of appreciation be sent both
to the Fuchsia Society and James Nursery. MAYOR CARRIGAN re-
quested the City Manager to write the appropriate letters.
APPLICATION OF THEODORE ACOSTA, 1631 McKinley Avenue, for on

ATTORNEY CAMPBELL stated it is too late to file a protest es
the time has expired.
APPLICATION FOR TAX SALE on Lots 1 & 2, 21 & 22, Block 38, by
Henry Tikkanen was presented. Mr. Tikkanen has offered $120.
as the opening bid. The application it reproved by City
Manager Seifert without securing the Cou:ity option. CITY
CLERK ALSTON stated that in the merntime th; County's option
has been secured. MAYOR CARRIGAN csked thrt the Attorney
prepare the necessary Resolution.
COMMUNICATION FROM CIVIL SERVICE regarding classification for
position of truck driver helper, was presented. It is request-
ed by City Manager Seifert that this be continued until our
next meeting.
ANNUAL REPORT OF AUDITOR HARRY BONNELL was again presented.
CITY CLERK ALSTON stated she had copies made for each Council-
man and asked if they had sufficient time to study it. MAYOR
CARRIGAN requested this be held over until the next meeting.
COMMUNICATION FROM LIBRARY BOARD was read, recommending the
permanent appointment of Katherine Dearing to the position
of library aid. Mrs. De ring, who has served on the library
staff for six years will work thirty-five hours per week at
$160.00 per month. CITY' CLERK ALSTON stated she talked with
Mrs. Raeder end this is not a Civil Service position and can
be acted on directly by the Council. MAYOR CARRIGAN asked
whether the additional amount of salary had boon sot up in
the budget of the library. Moved by Clarke, seconded by Hart,
this be referred to the City Manager to contact the Library
end bring in a more complete and detailed report. Carried, all
Councilman present voting aye.

REPORT FROM ENGINEER GREY in regard to the money deposited
for oiling on 14th Street between Coolidge and Harding Avenues,
was read. Three or four years ago some of tho property owlnrs
made deposits for that purposo, but wee nevor completed by all
the proporty owners. It is the City Engineorts recommendation
that all monies be returned at this time, and if the projoct is
dosirod in the futuro, the property owners may stert a new

COMMUNICATION FROM CLEVELAND SMITH rogarding codification of
ordinancos, was reed. A summary of his work was outlinod end
ho stated that sevorel months ngo ho filod a claim in the
amount of $500.00, which amount wrs fixed for the purposo of
quick sottlemont. Ho askod that ho ba informod of action upon
this claim at an early data. MAYOR CARRIGAN requested this bo
roforrod to Attornoy Cempboll to prepare a resolution.

Diroctor William Crossloy. Mr. Crossley claims that es of
