HomeMy WebLinkAbout1951 10-09 CC MIN237 1 1 r National City, California, October 9, 1951. Regular meeting of the City Council was called to order by Mayor Maurice Carrigan at 7:30 P.M. o'clock. Councilmen present: Clarke, Curry, Ingalls, Carrigan. Councilmen absent: Hart. Moved by Curry, seconded by Clarke, that the reading of the minutes of the regular meeting of October 2, 1951 be dispensed with. Carried, all Councilmem present voting aye. ADMINISTR^TIVE OFFICIALS present: Alston, Camab ell, Seifert, Grey, Gautereaux, Mikkelson, Bailey. • HERBERT A. BARNES was present and oommended Engineer Grey for 1 1 • his prompt action regarding the street signs. He again suggest- ed that the microphone be moved to another location. Mr. Barnes said that the City of National City does not have a bicycle law which requires that each bicycle have a bell, and if the Council wishes he will contact the State Assemblymen in this regard. MAYOR CARRIGAN suggested Mr. Barnes write to the Legislature and he referred the matter of a bicycle law to Attorney Campbell. COUNCILMAN CLARKE said he would like to see the statement in the paper corrected which said that Mr. Barnes was appointed by the Council to run the recreation program for the service people. MR. BARNTa:S said when he stated 'TThe Councili;, he referred to the Council which appointed him to run the Park Social Club for the service men, he did not say it was this Council. COMMUNICATION FROM CALIFORNIA WATER & TELEPHONE COMPANY in regard -o the grade of 16th Street from TL,; to Palm Avenue, was read. :NTGINEER GREY stated Mr. Poulter was in his office this week and the matter was discussed. It is believed that they arrived at satisfactory agreement between the City and the Water Company. IffOR CARRIGAN ordered the communication filed. to/9 238 RESOLUTION NO. 5568 was read, authorizing the following trans- fers, as loans, from the General Fund: Traffic Safety Fund, $976.07; Library Fund, $887.58; Park Fund, $1,119.77; Retire- ment Fund, $1,477.70. Moved by Curry, eeconded by Clarke, that the Resolution be adopted. Carried, all Councilmen present voting aye. BILLS AUDITED by the Finance Committee presented: General Fund $3,081.57 Traffic Safety Fund 1,117.72 Capital Outlay Fund 492.50 Library Fund 134.75 Park Fund 183.86 Retirement Fund 1.477.70 TOTAL $6,488.10 Moved by Clarke, seconded by Ingalls, -that the bills be allowed, with the exception of the Capital Outlay, end warrants ordered drawn for same. Carried, by the following vote to -wit: Ayes: Clarke, Curry, Ingalls, Carrigan. Nays: None. RESOLUTION NO. 5569 was read, authorizing the following sum incurred for Capital expenditures be paid out of the Capital Outlay Fund: Floyd Babcock, Construction of Store Room, $492.50. Moved by Ingalls, seconded by Clarke, that the Resolution be ad- opted. Carried, all Councilmen present voting aye. CITY CLERK ALSTON stated that our special Auditor, Harry Bonnell and Associates, have presented an anslyt$ical report of the 1950-51 budget to be submitted to the Council at this meeting. MAYOR CARRIGAN requested the Council members to read this report which is in the Clerk's office. MAYOR CARRIGAN ordered the report filed, pending the Council's investigation. CITY CLERK ALSTON stated that Edward B. Osborne submitted an application in June for tax sale on Lots 375 and 376 in Lincoln Acres Annex Mo. 2, and utor_ her recommendation the application was denied due to the low bid. COMMUNICATION FROM WHITE AND to/9 p 239 CONDRA, Attorneys at Law, was reed, stating that on behalf of Mr. Osborne they are hereby renewing his offer, on the terms set forth in his offer on file with the City. The sum hereto- fore deposited with the City Treasurer in connection with the offer is still on deposit with him. CITY CLERK ALSTON stated the amount of Mr. Osborne's bid was $310,00 for both the City►s and County's interest. Our interest at that time was $330.38, the County option $61.00 plus advertising charges. CITY MANAGER SEsyr:HT said it is his recommendation that the money be returned until we can have an appraisal made on the property, and the offer be refused. Moved by Ingalls, seconded by Clarke, that the recommendation of the City Manager be accepted. Carriod, all Councilmen present voting aye. APPLICLTION FOR «GLRBACER An TRASH" REFUNDS, approved by City Treasurer Holgate, are as follows: Mrs. L. L. Luckie, in the amount of $3.95, and Mrs. Honry J. Burris, in the amount of $6.00. Moved by Ingalls, seconded by Clarke, that the refunds be made. Carried, all Councilmen present voting aye. COMMUNICATION FROM RECREATIOAN LELDER GILLESPIE was road, request- ing that she be placed on the reserve list, pursuant to Civil Service Rulos 5.2 and 5.3. Moved by Ingalls, seconded by Curry, that the request be approved. Carried, all Councilmen present voting ayo, COMMUJNICLTION FROM SUPERINTENDENT OF STREETS FINNERTY was read, requesting the permanent ro-instatemont of Richard Randall to tho Sower Department, effective October 8, 1951. The permanent ro-instatoment of Jesus Saavedra to tho Sower Department, affective October 6, 1951, is also requested. Both men aro presently working on a temporary basis for tho Sanitetion Department. Thoy have previously served thoir probationary period and were placed on the reserve list established at tho 10/9 240 timo of soparation. Mayor Carrigan askod if pormission from tho Stato is required to closo off tho oponing through tho Montgomory Frooway, and that Mr. Groy contact Mr. Bouthol in this rogerd. COUNCILMAN CLARKE said porhaps tho State could holp tho City rogarding flood conditions, and porhaps Mr. Bouthol could give us some information as to whothor the Stato could aid tho City in eroating a dofinito control of flood waters.
