HomeMy WebLinkAbout1951 09-25 CC MIN209 Rational City, California, September 25., 1951. Regular meeting of the City Council was called to order by Vice Mayor Albert 3. Clarke at 7:30 P.M. o'clock. Councilmen present: Curry, Hart, Clarke.. Councilmen absent: Carrigan, Ingalls. Moved by Hart, seconded by Curry, that the reading of the .minutes of the regular meeting of•September 25, 1951 be dis- pensed with. Carried, all Councilmen present voting aye. ADMINISTRATIVE OFFICIALS present: Campbell, Grey, Seifert, Harbison, Bailey, Gautereaux, Mikkelson. THOMAS LEONARD was present and suggested the Councilmen could help the City Manager and others if the work was divided among them as had been the practice in the past. Also that the people be given a chance to express themselves regarding the Community Redevelopment by putting it on the referendum and then on the ballot. COUNCILMAN HART said this matter will be brought be- fore the Council as soon as all rive members are present. VICE MAYOR CLARKE said no decision will be made until such time as the full Council has had a chance to deliberate and go over all this fairly and bring everything to the surface. ROBERT GORDON, representating the Associated Construction Corp., was present andiread a communication stating that they would like to lease Parcel 1 B which lies directly in back of Parcel 1 C on which they now have a lease. VICE MAYOR CLARKE requested this communication be referred to the City Manager and City Attorney for study and recommendation. HERBERT J. SWANSON, Vice President and General Manager of National Dry Kiln and Processing Company,,, was, present and, stated that about a week ago they wrote a letter to the Council 9/25 210 requesting a lease on the same piece of property as requested by Mr. Gordon, namely Parcel 1 B, and he would like the Council to seriously consider this request. VICE MAYOR CLARKE referred this matter to the City Attorney and City Manager for a thorough investigation. HERBERT A. BARNES was present and stated at the last meeting he suggested that the "mike be moved to a location which he believes would be better and he would like to know if there is any reason why this cannot be done. VICE MAYOR CLARKE stated that anyone addressing aThe Chair" does not turn their back on it, it is out of respect to "The Chair" that they face it. MR. BARNES stated last week he called attention to the thole" at "B" Avenue and 12th Street, and that first thing Wednesday morning Engineer Gray had this matter taken care of, Six years ago, Mr. Barnes said the Council appointed him to form a Social Club for the benefit of the Service Men. At one time there wero ono or two hundred players per week who used the Court for playing shuffleboard, and at the present time the Courts aro used about 14 or 16 hours per week. MR. BARNES stated he has asked that the lines be put in on the Shuffleboard Courts as they should be, VICE MAYOR CLARKE said this is a matter which should be discussed with tho Recreation Director. Mr. Clarke said he is sure the City Manager will take this under advise- ment and do whatever ho can to bring about tho things Mr. Barnes fools should be, and if givon an opportunity he will see those things aro taken care of. VINCENT WHELAN was present on behalf of St. Mary's Catholic Church, and stated that the Church had filed a communication today with the City Clerk in regard to property purchased by the City in the summer of 1950 from the Estate of Anna Owen. There wero 32 lots purchased which lie south of and adjacent to 9/25 211 the grounds of tho St. Mary's Catholic Sehool on «D° Avenue. It is requested that if the City does not need all of the property that it be offorod for sale so that the School might have the opportunity to bid. COMMUNICATION FROM ST. CITY CLERK ALSTON last wook askod tho Council to chock this property as she felt the offor of $500.00 for the oponing bid was too low. COUNCILMAN CURRY stated he saw the property and that ho did not believe the price 9/25 212 offered is out of lino in comparison with othor property which has been sold. Ho would favor an appraisal of tho proporty if it is the wish of tho Council, to which tho Council agreed. JENSEN said that somotime ago, Mr. Adams, a former Councilman mado a motion that roal ostato mon not bo allowod to continuo to buy all tho lots for back taxos and proforonco bo givon to Sorvico Mon so that thoy could havo a chanco to got proporty to build a homo. VICE MAYOR CL RKE said thoro is no limitation put on anyono who wishos to buy proporty, and any porson so intorostod can nako an offer for an oponing bid.
