Regular meeting of the City Council was called to order by Mayor
Clinton D. Matthews at,7:30 P.M. o'clock. Councilmen present:
Adams, Curry, Thatcher, Matthews. Councilmen absent: Fritz.
Moved by Adams, seconded by Thatcher, that the reading of the
minutes of the regular meeting of April 4, 1950, be dispensed
with. Carried. all Councilmen present voting aye,

DECLARING THE RESULT OF THE GENERAL
MUNICIPAL ELECTION HELD :N T! E CITY Of NATIONAL
CITY, CALIFORNIA ON THE 1ITH DAY OF £P?.iL, 1950
WHEREAS, a General Municipal Election was held and con-
ducted in the City of National City, California,
day of April, 1950 as required by law; and
on the filth
WHEREAS, it appears that Notice of said Election was
duly and regularly given; that voting precincts were properly
eetabliehed; that election officers were appointed and election
supplies furnished; and that in all respects said Election was
held and oonducted and the votes cast thereat received and
canvassed, and the returns thereof made and declared in time,
form and manner as required by the laws governing elections
in cities of the sixth class; and
WHEREAS, the Council of said City of National City met
at the Council Chambers in the City Hall 9f said City of
National City, on Tuesday, April 18, 1950, to canvass the re-
turns of said Election, and install the newly elected officers,
as a result of which the Council finds that the number of votes
oast, the names of the persons voted for, the measures voted
upon, and other matters required by law, to be hereinafter
stated:
NOW, THEREFORE, BE IT RESOLVED by the City Council of
the CITY OF NATIONAL CITY, CALIFORNIA as follows:
That said regular Municipal Election of the City of,National
City was held and conducted in the City of National City, State

of California, on Tuesday, the llth day of April, 1950, in the
time, form and manner as required by law.
That there were thirty-onevotirg precincts established
for the purpose of holding said election, consisting of the
regular election precincts established in said City by the
Hoard of Supervisors of the County of San Diego for the holding
of elections.
That the whole number of votes cast in said City at said
General Municipal Election was 1?05 vote's.,
That the nausea of the persons voted for, the office for
which they were voted, the number of votes given in each pre-
cinct to each of said persona, together with the whole numbers
of votes received in the entire City Election, and the number
of votes given on the measures hereinafter set forth are as
follows:

number of votes oast at said General Election in the City of
National City for the Office of City Councilman of said City
for the full term of four (4) years.

upon the Minutes of the City Council of said City.
Moved by Adams, seconded by Thatcher, that the Resolution be
adopted. Carried, all Councilmen present voting aye.
MAYOR MATTHEWS stated that he wished to congratulate the three
new Councilmen, Carrigan, Hart and Clarke.
CITY CLERK ALSTON administered the oath of office to Council-
men Carrigan, Hart and Clarke4
CITY CLERK ALSTON announced that nominations were open for the
appointment of a Mayor. Councilman Curry nominated Councilman
Matthews, Councilman Hart seconded the nomination for Council-
man Matthews, and moved that the nominations be closed. An
unanimous vote elected Clinton D. Matthews as Mayor. MAYOR
MATTHEWS thanked the Councilmen for their vote and that he
would keep the job for one year only and then pass it on.
MAYOR MATTHEWS said that he would like to have a motion mad,
to appoint a vice -mayor. Moved by Hart, seconded by Clarke,
that Counoilman Curry be *a. 'orn'tea vice -mayor. Carried, by the
following vote to -wit: Ayes: Carrigan, Clarke, Curry, Hart,
Matthews. Nays: None.
MAYOR MATTHEWS announoed that the hearing on the closing of the
alley in Block 212 City Plat would be held at this time. No

protests were made.
RESOLUTION NO. 5190 was read, cloeing.a Public Alley located in
Block 212, City Plato Moved by Curry, seconded by Clarke,
that the Resolution be adopted. Carried, by,the following
vote to -wit; Ayes: Carrigan, Clarke, Curry, Hart, Matthews.
Nays: None.
ORDINANCE NO. an ordinance of intention to vacate
and close a publio alley, was presented for the final reading.
Moved by Curry. seconded by Clarke, that only the heading be
read. ,Carried. by the following vote to -wits Ayes: Carrigan,
Clarke, Curry. Hart, Matthews. Nays: None.
ORDINANCE NO. 781, AN ORDINANCE OF INTENTION TO VACATE AND
CLOSE A PUBLIC ALLEY LOCATED IN BLOCK 272 CITY PLAT, CITY OF
NATIONAL CITY, CALIFORNIA. The hearing was set for 8:00 o'clock
P.M., May 2, 1950. Moved by Curry, seconded by Hart, that the
Ordinance be adopted. Carried, by the following vote to -wit:
Ayes: Carrigan, Clarke, Curry, Hart, Matthews, Nays: None.
MRS. FLORENCE CLARKE, 2630 National Avenue, was present, and
askeA if it would be possible to have the old gasoline station
that is standing near the El Mirador, torn down. Mrs. Clarke
stated that it is badly mutilated. Moved by Clarke, seconded
by Curry, that the request be referred to the Building Inspector.
Carried, all Councilmen present voting aye,
HERBERT A. BARNES was present and stated that he had put in
four or five letters to the National City News who refused to
publish them, Mr. Barnes said that the City,Clerk read hie
letter and Mayor Matthews thanked him for it, but if it is

merely filed Mr. Barnes wondered what good it is to him. The
first thing that Mr. Barnes would like to know about is the
Street signs; just about one -fifth of the signs have been put
up, he said. Mr. Barnee said he notioed that the lines on the
tennis court have been painted and he wondered if the lines
could not be whitened on the shuffleboard court. PARK SUPT.
GAUTEREAUX, stated that the shuffleboard court has been painted '
within the last week. In regard to the 12,000 watt lights
that burn on the tennis courts, Mr. Barnes said he thought
that the people who play tennis could afford to pay for the
use of the lights. Mayor Mafthewa asked that this be referred
to the Recreation Department, and if a Recreation Commission
is appinted to handle the recreation program for National City
this matter can be taken up with them. MR. BARNES said that
he would like to see that the dangerous chuck holes be remedied.
Mayor Matthews asked that this be referred to the Street
Department,
MAYOR MATTHEt/S appointed the following chairmen of committees:
Councilman Curry as Police; Councilman Hart, Fire; Councilman
Clarke, Streets; and Councilman Carrigan, Park and Recreation
and Finance.
APPLICATIONS FOR ALCOHOLIC BEVERAGE LICENSES•were read, as
follows: El Juan Cafe, 2336 Highland Avenue, for on sale beer;
Irene B. Dowd, 932-36i National Avenue, off sale beer and wine.
Applications were aprroved by Chief of Police Bates. Mayor
Matthews ordered the applicationsfiled.
COMMUNICATION FROM SWEETWATER UNION HIGH SCHOOL,DIS?RICT,
requesting cancellation of sewer system charges, was read.

The letter stated that they are to begin construction of
additional school buildings on the site of the Junior High
School which will :wire one or possibly two more sewer
to
connections in add1t5c.j the ono already installed. The govern-
ing board of the Sweetwater Dt,trict would like to know whether
the City Council will be willing to fix the charge for these
connections at $75.00 each, thus omitting the additional
charge for capital outlay purposes. ATTORNEY WARNER stated
that he did not think that this could be done as the fee for
sewer connections Se fixed by Ordinance, and there is nothing
in the Ordinance that gives the Council power to omit this
charge. Moved by Clarke, seconded by Curry, that the request
be denied, and that the Administrative Office write the Sweet-
water Union High School Dietrict a letter stating why their
request was denied, Carried, all Counoilmen present voting aye.
REQUEST OF A. W. O'NEAL FOR SEWER CONNECTION OUTSIDE THE CITY
LIMITS, was read. The letter stated that he is the owner of
a piece of rental property located at 2415 Granger Street,
National City. The legal description is N 40' of Lots 412 &
413 of Lincoln Acres Annex No. 3. Mr, O'Neal stated that he
would like to petition for the authority to connect with the
sewer which has Just been comp]eted atong Granger Street.
ADIIINISTRATTVE CONSULTANT SULLIVAN stated that she answered Nr.
O'Neal's letter and said belt is rowld be referred to the City
Council at the next. meeting„ koved by Curry, seconded by
Clarke, that the petlt_.cn be der._ed. Carried, all Councilmen
present voting aye,
REQUEST OF E. M. TRUMM:h FOn A STLEET LIGHT was read. Mr.
Trummer stated that he wished to thank the Council for the

street light on Paradise Drive and E, 8th Street; and he would'
also like to ask that the Council install a street light at
9th Street and Paradise Drive., Mr. Trummer had a petition with
more than torts' signatures requesting this light be installed.
Moved by Curry, seconded by Carrigan, that the request be refer-
red to the Lighting Committee,. Carried, all Councilmen pres-
ent voting aye.
PETITION OF PROPERTY OWNERS on 24th Street between National
Avenue and Highland, was read, The peition requested the City
Council to initiate an assessment district to construct curbs
and sidewalks, and to oil the street„ The petition contained
17 signatures,. Moved by Clarke, -seconded by Carrigan, that
the petition be referred to Attorney Warner for checking.

RESOLUTION NO. 5191 was read,.aooepting the following grant
deed for street purposes only, and authorizing City Clerk
Alston to have same recorded: CHARLES 3. ANDERSON AND RARRIET�
M ANDERSON, The easterly 20 feet and westerly 30 feet of the
following described property. All that portion of the north
westerly Quarter of Quarter Section 132 of Ranahoede la Nacion,
in the City of National City, County of San,Diego, State of
California, according to the Map thereof No. 166,,filed in the
office of the County Recorder of San Diego County, described
as follows: Commenoing at a point on the northerly line of
said 40 Acre Lot 1 which is distant thereon south 71°001 west
40'rode (660 feet) from the northeasterly corner of said
Quarter Section, said point of commencement being the north-
easterly corner of a pbrtiosr of said Lot conveyed to Edgar M.

RESOLUTION NO. 5192 was read,.aceepting the following grant
deed for street purposes only, and authorizing City Clerk
Alston to have same recorded: JOHN G. THALMAN and ELIZABETH
N. THALMAN. The westerly 30 feet of the following described
property. The south 62i feet of the North Half of the West
Half of the East Half of the West Half of 10 Acre Lot 12 in
Quarter Section 153, Rancho de la Nation, according to the
Map thereof No. 166, filed in the office of the County Recorder
of San Diego County, Nay 11, 1869. Moved by Clarke, seconded
by Curry, that the Resolution be adopted. Carried, all Coun-
cilmen present voting aye.
REPORT FROM CIVIL SERVICE COMMISSION was read♦ The Civil
Service Commission recommends a change in the classifi0ation
of Maintenance Man to include Sanitation Helper, as follows:

MAINTENANCE MAN
Under the supervision and direction of a Department Superin-
tendent or Lead Man to do maintenance work -on the City streets
or sewers; to operate pneumatic equipment; use hand tools for
installing sewers; to spread asphalt and use tools and equipment
for the construction and maintenance.of City Streets; to make
minor repairs on tools and equipment, to act as truck driver
helper and to do related work as required. This classification
may be used in filling the position in the Street, Sewer, Sanita-
tion or any other City Department.
MINIMUM STANDARDS AND QUALIFICATIONS
Education equivalent to the completion of the twelfth grade;
experience in maintenance work including the use of hand tools
for at least one year; possess or be able to obtain a chauffeur's
license; physical endurance to do heavy outdoor work.
Moved by Clarke, seconded by Curry, that the report be accepted.
Carried, all Councilmen present voting aye.
RESOLUTION N0. 5193 was read, authorizing the transfer of N. S.
Biggs, employed in the Sanitation Department as a helper, to
the Street Department as a Maintenance Man. effective April 15,
1950, as recommended by SUPERINTENDENT OF SANITATION MIEEELSON
and SUPT. OF STREETS FINNERTY. Moved by Hart, seconded by
Clarke, that the Resolution be adopted. Carried, all Council-

COMMUNICATION FROM C. W. VANSANT, CITY TREASURER, -was read; Mr..
Vaneant.etated that he has granted a three month's leave of
absence. without pay, to Mildred Denaux, Depty Treasurer on
account of illness Said leave, to terminate on July 31st,
subject to•the approval of the Council. ,At the meeting of

the Civil Service Commission of April lb, 1950, permission was
given this request, The letter also states that it will be
necessary to hire a temporcy clerk to perform Mrs. Denaux's
duties, and approval of said empinyment at $189.00 per month
is also requested. ADM:NTISTRA_IV:; CCNSD1TANT SULLIVAN stated
that she had talked with Mr. Vansant in regard to this request
and informed him that it was customary to employ temporary
help at the beginning pate instead of the top rate. MR.
VANSANT was present and stated that he should have asked for
a bookkeeper instead of just a clerk. Mrs. Denaux is Chief
Deputy Treasurer and not just a olerk. Mr, Vansant said that
he was not sure that he could get anyone for less than 4189.00,
but he would try to get a bookkeeper,at the starting rate and
go higher if necessary. COUNCILMAN CARRIGAN asked how soon it
would be necessary to hire a clerk and whether Or not this could
not be held up for a wh°.1e. ADMINISTRATIVE CONSULTANT SULLIVAN
said that Mr. Vansant will have to have a temporary olerk
by the first of May, Moved by Hart, seconded by Clarke, that
Mr. Vansant be authorized to hire a clerk, at a salary of $189.00,
if necessary, Carried, all Councilmen present voting aye.
REQUEST FOR,REFUND on business license by D. E. Linton, 832.

L. W. Rates, License Collector, for $10.00. Moved by Curry,
seconded by Hart, that the refund be made. Carried, by the

REPORT FROM CHIEF CF POLICE FA"ES recommending the foiloaing
Boulevard Stops, was read: Eastbound traffic on 20th Street
stopped at Rachel Avenue. Southbound traffic on Rachel Avenue
at 20th Street. Both these streets as stopped have a oon-
siderable down -grade at entry of this interseotion and during
the peak traffic makes it quite dangerous. Eastbound traffic
on 1Qth Street at Palm Avenue and Westbound traffic
on 16th Street at Palm Avenue. Both these streets entering
Palm Avenue are blind intereeotiona ceking it Mite dangerous
for traffic entering on Palm Avenue, vhieh is a the atreet.

CITY CLERK ALSTON stated that the second annual Institute on
Government would be held in Balboa Park, April 21 & 22, 1950.
MAYOR MATTHEWS suggested that any of the members of the Council
who could attend should do so as they would find it very worth
while.
ENGINEER MCCLURE stated that at the last meeting it was re-
quested that the Planning Commission review the zoning of
18th Street, with a view to re -zoning it. Mr. McClure said
that he is preparing a map which will be presented at the next
meeting of the Planning Commission.
ENGINEER MCCLURE reported that a hearing was held on the matter
of the Trailer Park Ordinance at the last meeting of the Plan-
ning Commission, and it was held over for further study.
ENGINEER MCCLURE reported that the amendment to the Ordinance
setting up the requirements for a subdivision is causing quite
a bit of work. He said that he is getting Ordinances from
neighboring cities to_check.
RESOLUTION NO. 5195 was read, authorizing the City Engineer
to sign the request for reimbursement from the State of Cali-
fornia for expenditure of funds on the sewer system. Moved by

ENGINEER MCCWRE reported that there is enough money in the
Street Fund to employ the help needed to establish the official
grades; and that the installation of the curbs on 12th Street
is authorized in the budget of the State Gas Tax money for
1949-5O, and we are just awaiting acceptance of the plan by
the state.
ADMINISTRATIVE CONSULTANT SULLIVAN stated that we received a
request from the County WelfareDepartment to revise our agree—
ment. In the past the assignments were made to Mr. Ireland,
and now it is requested that they be made to the Administrative
Office. There is a work project at the Casa de Salud and in the
park at the present time.
RESOLUTION NO. 5196 was read, authorizing the assignment and
control of the work projects sponsored by the City of National
City in cooperation with the San Diego County Department of
Public welfare, to the Administrative Office. Moved by Clarke,
seconded by Hart, that the Resolution be adopted. Carried,
all Councilmen present voting aye.
ADMINISTRATIVE CONSULTANT SULLIVAN presented a copy of the
recap of the Budget. Mrs. Sullivan,aaid that there had been
some discussions regarding an audit, and that two letters have
been submitted by auditing firms, COUNCILMAN CARRIGAN stated
that it might be a good idea to have an audit. MAYOR MATTHEWS
suggested that the matter of bids and people making inquires
regarding an audit be referred to the Finance Committee and
Mrs. Sullivan.

MAYOR MATTHEWS said there was a request from Mr. Goodman that
something be done in regard to parking on 12th Street, Mayor
Matthews requested that this be refe^red to the Traffic Com-
mittee.
ADMINISTRATIVE CONSULTANT SULIZVAN reported that she has
received inquiries regarding the golf course site, if any of
the land can be leased, and Mrs.. Sullivan said she would like
to know whether or not to accept the offers to lease the
ground. COUNCILMAN CARRIGAN said he thought that before we
accept any offers it should be discussed a good deal more.
MAYOR MATTHEWS said that he agreed with Councilman Carrigan
and asked that this be laid over until the next meeting.
ATTORNEY WARNER stated that in regard to the anti -noise Ordinance
No. 739 he has gathered considerable material together and would
have a report ready for the next meeting.
ATTORNEY WARNER reported on the proposed trade with Mr. Green-
berg. A title search has been requested from the Title Company
and it should be ready by the next meeting.
ATTORNEY WARNER stated that in the matter of the new Sewer
Ordinance, a complete section had to be revised and it should
be ready in the next two or three days, Mr Warner suggested
that the Ordinance be left in the Administrative Office so that
any of the Council could read it, as it is long and involved,
and he would like to have it checked before the first reading.
COUNCILMAN CURRY stated that, we are having the Maytime Band
Review the 6th of next month, and he thought it would be a
good idea to have a clean up week, He said he would like to
