Regular meeting of the City Council was called to order by
Mayor Clinton De Matthews at 7:30 P.M. o'clock. Councilmen
present: Adams, Curry, Fritz,' Thatcher. Matthews, Council-
men absent: None.
Moved by Fritz, seconded by Adams, that the reading of the
minutes of the, regular meeting of January 17, 1950, be dispensed
with. Carried, all Councilmen present voting aye,

M. R. GALLION, 708 E. 28th Street, was present, and stated
that recently he applied for a sewer connection at 2815 High-
land Avenue, and that he paid the City Treasurer $170.00 and
the Plumbing Department 0?5.00. He said that he has two
connections there and he was informed by the Plumbing Inspec-
tor that it would be necessary to pay that much more,for the
other connection, which he thinks is excessive. MAYOR MATTHEWS
asked Mr. Gallion if he did not have a store and two small
houses on the property, and Mr. Gallion said that he has. -
but the property could not be subdivided. MAYOR MATTHEWS
asked that this matter be taken up with=the Sewer Committee
and that Hz'. Gallion be present at that meeting.
GEOR^-E GRANGER, 2518 "M" Avenue, was present as a representative
of the "Hi-Y" Club in reference to the proposed -Gymnasium.
He stated there is a feeling that a Gymnasium would benefit
the entire population of National City to a greater extent
than a golf course? and that it could be used as a gymnasium and
also an auditorium, as the auditorium at Sweetwater High
School is now condemned. Mr. Granger asked that this pro-
position be put to the vote of the people, whether the City
have a Gymnasium or a Golf Course. MAYOR MATTHEWS stated
that he had been asked by one member of the School Board and
the Principal that this be put on the ballot.; COUNCILMAN

FRITZ stated that three, or four years ago the people of National
City voted school bonds, and at that time it was thought, and
Mr, McDonald stated, that if we voted these bonds that we
would have a gymnasium at the High School; and bonds have
been voted again and still we do not have a gymnasium. Coun-
cilman Fritz stated that the school tax rate is higher than
the city tax rate and he felt that this is more or less a
school problem. COUNCILMAN ADAMS said he thought it is a
joint responsibility of the City and the School Board and some
school funds should be used, and if put on the ballot it would
be a straw vote. A. L. HOWELL, 2140 Palm Avenue, stated that
there is considerable difference between a school gymnasium and
a municipal gymnasium; a school gymnasium is for school and
a municipal gymnasium would be used by the entire population..
COUNCILMAN THATCHER said that in regard to a municipal gym-
nasium we have to look at the facts, after it is built there
is no income from,it and there would be some expense involved
in maintaining it, and if we spend all our money now we would
have to tax the people in order to operate. COUNCILMAN CURRY
s'id that it seems we are always short on our recreation money,
and at the last Council meeting we voted to put parking meters
on the ballot, and Councilman Curry said that he would like
to see the money collected from the parking meters "ear marked°
for recreation purposes. COUNCILMAN FRITZ said he believed
that money received from parking meters must be used on
streets. COUNCILMAN ADAMS said that he believed that any
future outlay the City makes for a gymnasium will pay off by
raising a better generation, and that even the adults need
recreation, and he thought the City Council should try to
plan this type of project . COUNCILMAN FRITZ said that it

has some merit to put it on the ballot, but we do not know
whether the School Board will cooperate. CITY CLERK ALSTON
read a letter from SUPERINTENDENT of PARK AND RECREATION
GAUTEREAUX regarding the city use of the State Armory Building
at 4th & Palm Avenue by the Park and Recreation Department,
The letter stated that it is the understanding of Mr. Gautereaux
that the building could be used by the city at such time when
the building was not in use by the Military for its own func-
tions, which is estimated would not, be more often than,two or
three times a week. Moved by Adams, seconded by Curry, that
the matter be laid over until the next meeting. Carried, all
Councilmen present voting aye.
MAYOR MATTHEWS announced that the hearing on the closing of
a portion of 6th Street would be held at this time. No protests
were made,
RESOLUTION NO,,5140 was read, closing a portion of 6th Street,
Moved by Adams, seconded by Curry, that the Resolution be
adopted. Carried, by the following vote to -wit: Ayes: Adams,
Curry, Fritz, Thatcher, Matthews. Nays: None.
MAYOR MATTHEWS announced that the hearing on the closing of a
portion of "E" Avenue be held at this time. No protests were
made.
RESOLUTION NO. 5141 was read, closing a portion of "E" Avenue
between 14th and 15th Streets. Moved by Adams,. seconded by
Curry, that the Resolution be adopted. Carried, by the
following vote to -wit: Ayes: Adams, Curry, Fritz, Thatcher,
Matthews, Nays: None.

by Fritz, seconded by Thatcher, that the bids be referred to
the Purchasing Department for study and present their report
at the next meeting. Carried, all Councilman present voting
aye.
LETTER -FROM STATE BOARD OF EQUALIZATION regarding the application
for beer license of Joseph Alotta was read,. The letter states
that they had received a letter from Chief of Police Bates

withdrawing his objection the the issuance of an alcoholic
beverage license to Mr. Alotta• The letter also stated that
from, the facts stated at the City Council meeting of January 17,
1950, it appears that the objection to the issuance of this
license is waived upon the condition the license be non -trans-
ferable. The state laW does not issue any type of restricted
license, and once these premises are authorized to dispense
alcoholic beverages any successor to Mr. Alotta would have
the same privileges. The, letter further states that the future
could bring about very unsatisfactory conditions at this
address. COUNCILMAN ADAMS stated that he did not think they
were in a position to suggest that certain conditions might
develop in a certain place.
COMMUNICATION FROM COUNTY OF SAN DIEGO regarding the request
for exclusion or lands owned by Robert J. and Emma Mc6ettigan,
was presented. The Board of Supervisors received the District
Attorney', opinion, which stated that there are two separate
procedures for exclusion of land from cities, one for inhabited
territory and one for uninhabited territory„ ATTORNEY WARNER
stated that this is uninhabited territory, and the petition
would have to be signed by ten percent of the voters in
National City. COUNCILMAN FRITZ asked who would have to pay
the cost of calling the election. ATTORNEY i"ARNER stated
there is no provision made for the people to pay who are
petitioning for the exclusion, so it,would be up to the City.'
Moved by Fritz, seconded by Thatcher, that a letter be written
Mr. McGettigan explaining.the procedure necessary for the
exclusion of his property. Carried, all Councilmen present
voting aye.

COMMUNICATION FROM R, R. SHOTWELL requesting annexation of his
property located at 1025 Division. Street to the City, was read.
Moved by Fritz, seconded by Adams, that the request be referred
to the City Attorney for checking. Carried, all Councilmen
present voting aye.
COMMUNICATION FROM DEPARTMENT OF ADULT EDUCATION for use of
the Community Building at a reduced rate, was read. CITY
CLERK ALSTON said she took this up with Mrs. Patterson and
that Mre. Patterson had given them the rates for the building,
out
but they wrote to find/if they could get the building free or
at a lower price. Moved by Fritz,,second.ed by Adams, that
they pay the regular fee. Carried, all Counoilmen present
voting aye.
COMMUNICATION FROM SWEETWATER UNION HIGH SCHOOL for use of the
Memorial Bowl, was read. The letter states that they would
like to use the Memorial Bowl on Friday, June 9 for graduation
day exercises for,the National City Junior High and Sweetwater
Union High School, and also on the previous day for rehearsals•
They would also like to use the Community Building on the day
of graduation so that the students may have a place to put on
their cape and gowns. They would also like to have the nee
of the chairs and other equipment. necessary to carryout
their program. Moved by Thatcher, seconded by Adams, that
the request be granted. Carried, all Councilmen present voting
aye.
RESOLUTION NO. 5142 waa read, authorizing an increase in
salary to, Hilton R. Hunter from $249.50 per, month to $268.00
per month, effective as of January 16, 1950, having completed

his second year as Patrolman; increase in salary to John F.
Liesman from $249,.50 per month to $268.00 per month, effective
as of February 4, 1950, having completed his second year as
Patrolman; and an increase in -glary to Robert L. Roberts from
$231,00 per month to $249.50 per month, effective February 2,
1950, having completed his first year as Patrolman, as recom-
mended by CHIEF OF POLICE BATES, Moved by Thatcher, seconded
by Curry, that the Resolution be adopted. Carried, all Coun-
cilmen present voting ayes
REPORT FROM CIVIL SERVICE COMM/SS/ON was read. The Civil
Service Commission certified from an eligibility list the
following four names in the order of their respective ratings,
for the position of Maintenance Man, to fill two vacancies:
1. Nazario Dominguez, 102 Smythe Street, San Ysidro; 2. Ralph
L. Clark, 739 E. 5th Street, National City; 3. H. D. Tarr,
3134 E 6th,Street, National City'; 4. Manuel G, Felix, 32 E.
2nd,Street, National City. Moved by Fritz, seconded by
Thatcher, that the report be accepted. Carried, all Council-
men present voting aye.
RESOLUTION NO. 5123 was read, authorizing the appointment of
H, D. Tarr,and Manuel G. Felix as Maintenance Men in the Street
Department, probationary period to begin February 8, 1950, at
a salary of $199.00 per month. Moved by Fritz,,seeonded by
Adams, that the Resolution be adopted. Carried, all Council-
men present voting aye.
LETTER FROM TRAILER PARK OWNERS requesting permission to appear
and discuss parking of trailers for habitation in the rear of
private property, was read. MR. R. J. BRAGG, 4275 Cass Street,
San Diego, was present on behalf of the trailer park owners

of National City. He said that he would like to find out if
there is an Ordinance in National City prohibiting the parking
of trailers for habitation in back yams. ATTORNEY WARNER
said that we have Ordinance No. 652 which has to do with public
camps and trailers, but Mr. Warner said he has not had time to
check on this. Mr. Bragg said that many cities permit trailers
parked in back yards and many cities prohibit it. but it is
unhealthy and unsanitary to have trailers parked like that as
there usually are no facilities available for the carrying off
of waste water. There are 164 families living in trailers in
National City and $24,600.00 per month is spent In National
City by the people living in the motor courts and trailer
parks. Moved by Adams, seconded by Curry, that this be
referred to Attorney Warner and that he bring in his recommen-
dations at the next meeting. Carried, all Councilmen present
voting aye.
RESOLUTION NO. 5144 was read, authorizing Addition No. 31 to
the 1949-50 tax roll, on the E 55' W 165! S 105' N 145' Ni of
E+ of 40 Acre Lot 1, Quarter Section 134, assessed valuation
$2260,00, tax 137.29; and authorizing the cancellation of
delinquent taxes on Lots 13 to 16 inclusive in Block 215 and
Lots 13 to 22 inclusive in Blook 216, City Plat, Said property
was taken over by the State of Highway purposes. Moved by
Fritz, seconded by Adams, that the Resolution be adopted.
Carried, all Councilmen present voting aye.
REPORT FROM TRAFFIC COMMISSION was read, recommending 15 minute
parking be established in front of the California Water &
Telephone Company, 19 W. 9th Street and in front of the,
Telephone Company, 716 Highland Avenue. Moved by Adams,

seconded by Thatcher, that this be referred to the City Attorney
to draw up an Ordinance governing same, Carried, all Coun-
cilmen present voting aye.
COMMUNICATION FROM STATE OF CALIFORNIA RECREATION COMMISSION
was read, The letter states that the Second California
Recreation Conference will be held at San Jose on February 14
to 17, 1950. Moved by Fritz, seconded by Adams, that the
communication be filed. Carried, all Councilmen present voting
aye.
CCI'WNICATION REGARDING THE CITY USE OF STATE ARMORY BUILDING
was again presented. Moved by Adams, seconded by Thatcher,
that this be referred to the Administrative Officer to get
some information to present at the next meeting. Carried, all
Councilmen present voting aye.
RESIGNATION OF JOHN W. GARDNER, member of the Planning Commission,
was read, Moved by Fritz, seconded by Adams, that the resig-
nation be accepted. Carried, all Councilmen present voting ayes.
COMMUNICATION FROM C. 0. DONAHUE regarding distrubance in the
vicinity of 7th Street and "A" Avenue, was read, Mr,. Donahue
states that the noise is caused by the loading of,motion picture
file cases on trucks and occurs six nights a week, between
11:30 P.M. and up to 1:30 or 2:00 A,M, The,complaint is againet
the Film Transport Company. Moved by Adams, seconded by Fritz,
that this be referred to the Chief of Police for checking.
Carried, all Councilmen present voting aye.
REPCRT FROM THE PLANNING COMMISSION was read, The following
reoommendations were made by the Commission: Petition No. 360
of Janes Cardone, requesting permit to construct another

dwelling unit and set back of 10 feet for garage on property at
321 "D" Avenue. The Planning Commission recommends that this
petition be granted. Petition No. 361 of Welter B. Saunders,
requesting permit to use a ten foot setback from property line
for proposed homes to be built facing Earle Drive; Lots 39,
40, 41, 42 and 43 Rancho Rills Unit #2. The Planning Commission
denied this petition. Moved by Fritz, seconded by Thatcher,
that the report be accepted. Carried, all Councilmen present
voting aye;
REPORT OF PARK SUPERINTENDENT aAUTEREAUX ON MUNICIPAL POOL
OPERATION was read. Moved by Adams, seconded by Curry, that
the report be accepted and filed. Carried, all Councilmen
present voting aye.
RESOLUTION N0, 5145,was read, authorizing the cancellation of

Assessment No. 1992. covering -Lots 9-10. Block 41, City Plat.
second installment 1946-47 delinquent roll. Moved by Fritz,
seconded by Thatcher, that'the Resolution be adopted. Carried,
all Councilmen present voting aye,
REQUEST FOR REFUND of $4.00 duplicate payment of sales tax and
refund of $7.50 on business license by E. C. Mason& was read.
The refunds were approved by C. W. VANSANT, Tax Collector,
and L. Wn BATES, License Collector. Moved by Adams,
seconded
by Thatcher, that the refunds be made. Carried, by the
following vote to -wit: Ayes: Adams, Curry, Fritz, Thatcher,
Matthews, Nays: None.
COMRUNICATION FROM J. A. DYSTER, PRESIDENT NATIONAL CITY
CHAMBER OF COMMERCE, was read. The letter asks that the
Chamber of Commerce be furnished with figures regarding the

number of acres ofland owned by the City. whether or not it has
deep water dockage facilities. if not, could they be provided
easily and at what approximate cost; what public utilities are
available and at what rates; also if there is sewage disposal
available and what volume of domestic water is available;
whether or not the property is served adequately by streets
or Is easily accessible to highways. They would also like to
know what type of industries the city would be interested in
attracting to this area, and what type of lease the city would
be willing to enter into. COUNCILMAN ADAMS stated that this
information was requested over a year ago to be turned over
to the Chamber of Commerce, and whoever ie responsible for
not taking care of this should be reprimanded, COUNCILMAN

FRITZ suggested that the Secretary of the Chamber of Commerce
work with Administrative Officer McClure in order to obtain
this information needed'.
REQUEST FOR REFUND of business license by Rose Olson, Highland
Feed Store, was read. The refund was approved,by L. W. Bates,
License Collector. for $15.00. Moved by.Adams, seconded by
Curry, that the refund be made. Carried, by the following vote
to -wit: Ayes: Adams, Curry, Fritz, Thatcher, Matthews. Nays:
None.
COMMUNICATION FROM DEPARTIENT OF POLICE regarding a readjustment
of their present wage scale, was presented, The letter states
that due to the proposed 40-hour work week for the miscellaneous
employees that a ten percent increase in palary would be a
fair adjustment for the Police Department; COUNCILMAN CURRY
paid that he thought the Council should have worked on the
pay schedule before the 40 hour week was proposed* Moved by

Thatcher, seconded by Adams, that it be laid over for further
study. Carried, all Councilmen present voting aye.
CITY CLERK ALSTON presented a check from the County of San
Diego in the amount of $103.09, which is in settlement of
Parcel No. 16. This property was involved in Suit #152601
which is a condemnation suit by the State for Highway purposes.
ATTORNEY WARNER said that it would be necessary for him to
have authorization to sign the judgment involved. Moved by
Fritz, seconded by Adams, that City.Attorney Warner be author-
ized to sign the judgment. Carried, all Councilmen present
voting aye.
CITY CLERK ALSTON recommended that the salary of eleotion
officers be ?7.50; the rent of the polling places be $5.00;
the poles to be open from 7:00 A.M. to 7:00 P.M. Moved by
Fritz, seconded by Thatcher, that the request be approved!
Carried,,by the following vote to -wit: Ayes; Curry, Fritz,
Thatcher, Matthews. Nays: Adams.
ENGINEER MCCLURE stated that an October 4, 1949, the Council
requested a clarification of the sewer setup on 20th Street
between Highland and "I" Avenue. Mr. McClure stated that we
have several places which are not served by the present sewer
system. as it was not in the original plan and was not added to
the contract as an extra and he figured the City oould do the
job itself. Mr. McClure further stated that last week we had
an emergency between "A" and "B" Avenues, due to the wet
weather the cesa pools ran over. Mr. McClure said that they
ran that black of sewer with City forces which cost $1.25 a
foot and the contract price at the time it was figured. was
12.95 a foot. Engineer McClure said that he would like

permission from Elie C nrcil to run the sewer on 20th Street
between Highland and '•7'• Avenue. Moved by Adams, seconded by
Fritz, that the job completed on "A° and "B° Avenue be approved
and that authornzati r. be granted to use the City forces if
there is angemergency on these minor jobs, provided the cost
is under $1,000000., Carried, by the following vote to -wit:

COMMUNICATION FROM SAN DIEGO HUMANE SOCIETY, was read. The
letter states that the City has been using their lethal
facilities for the disposal of animals, free,of charge. Their
funds are taxed beyond their ability to give, and it will be
necessary to make a nominal charge for the use of the lethal
chamber if National City's need for the use of same is going to
continue,any length of timed Moved by Curry, seconded by
Thatcher, that the Chief of Police and the Poundnaster appear
at the next meeting with recommendations. Carried, all Coun-
oilmen present voting aye.
ADMINISTRATIVE OFFICER MoCLURE presented two sets of plans
from the Park Superintendent for the installation of a heating
system for the City Hall. One company bid from $2,400.00 to
$2,600.00 and another from $2,900 to $3,000,00; the prices are
not considered as bid prices. MAYOR MATTHEWS asked that the
plans be filed until a later date.
ADMINISTRATIVE OFFICER McCLURE submitted the specifications
and plans for a warehouse. In the 1949-$0 budget $3,250.00
was set up for this building and it is estimated that it
could be built by the Park Department for 03.835t00. This
warehouse would be built over at the City Barns and would be

used for storage. It was the recommendation of the Planning
Commission that equipment not in operation be stored over in
the vicinity of the Sarno where there is a night watchman on
duty. Moved by Adams, seconded by Thatcher, that the plane
be referred to the Planning Commission. Carriedr all Council-
men present voting aye.
ADMINISTRATIVE OFFICER MCCLURE stated that he would like per-
mission to employ Mre. Doris Sullivan to aesist him in making
out a few of the reports, such as the one to the Chamber of
Commerce and to help work on the budget, She would devote
two days a week or more if necessary at a retainer's fee of
$250.00 per month; the length of time to be at the pleasure
of the Council,, COUNCILMAN FRITZ asked if the City would not
be better off to appoint an Administrative Officer immediately.
COUNCILMAN ADAMS said he agreed in principle with Counollman
Fritz, but he thought it would not be fair to the man selected
to be employed before the new Council is elected; they should
have the right to select the Administrative Officer.
RESOLUTION N0. 5146,was read, authorizing the employment of
Mrs. Doris Sullivan, as Administrative Consultant for a min-
imum of two days, salary to be $250.00 per month, length of
employment to be at the pleasure of the Council, Moved by
Adams, seconded by Curry, that the Resolution be adopted,
Carried,,by the following vote to -wit: Ayes: Adage, Curry,Fritz,
Thatcher, Matthews, Nays: None.
ATTORNEY WARNER stated that at the meeting of January 17, 1950,
two applications for disabled veterans free license were re-
ferred to the Chief of Police and himself, and after cheoking,
the Attorney stated that if the Chief of Police can establish

that the veteran is disabled, a free lioense can be granted*
ATTORNEY WARNER stated that in regard to the matter of the
Camden signs which was referred to him, that he would like
to have some additional time so that he may confer with the
representative of the V. S. Ariy Recruiting Service. Moved
by Thatcher, seconded by Adams, that the request be granted'
Carried, all Councilmen present voting aye.
ATTORNEY WARNER stated that he is drawing up an amendment to
the Civil Service Ordinance to bracket the Sanitation Department
into Civil Service, and that it should be ready for the first
reading at the next meeting.
RESOLUTION NO. 5147 was read, to put the question of Bridgo-
Bingo to the vote of the people at the General Election April
11, 1950¢ Moved by Fritz, seconded by Adams, that the Resolu-
tion be adopted. Carried, all Counoilmen present voting aye,
RESOLUTION NO. 5148 was read, to put the proposition to the
vote of the people at the General Election April 11, 1950,
to raise the salary of a Councilman to 350.00 per month,
Moved by Adams, seconded by Thatcher, that the Resolution be
adopted. Carried, all Councilmen present voting aye.
RESOLUTION NO. 5149 was read, to put the proposition to the
vote of the people at the General Election April 11, 1950,
whether or not the Library and City Hall and Swimming Pool
shall be enlarged, Moved by Fritz,. seconded by Adams, that

ATTORNEY WARNER stated that the Council on December 6, 1949,
instructed the City Attorney to draw up an ordinance regu-
lating traffic in alleys, and on August 16, 1949, to draw up
to ordnance on "tine limit" parking. Attorney lTnrner stated
that ha is now working on the Ordinance.
ATTORNEY WARNER stated that on August 23, 1949, the City
Attorney was instructed to draw up a Smog Ordinanoe. Admin-
istrative Officer McClure stated that he felt that the smog
problem is not a problem of National City alone, it is an
overall problem for the entire district, and suggested that
someone ask the County Hoard of Supervisors to call a special
meeting to discuss this problem, Councilman Fritz said he .
would like to suggest that at the next meeting of the Mayors,
that Mayor Matthews bring up this problem. Moved by Adams,
seoonded by Fritz, that Mayor Matthews obtain the necessary
information regarding the smog problem, Carried, all Council-
men present voting aye.
ATTORNEY WARNER stated that on August 16, 1949, reference was
made to the City owned tidelands south of Paradise Creek, and
it was believed that an easement for street purposes should
be acquired extending from the freeway to the City owned tide-
lands. This was referred to the City Attorney, City Engineer,
and Adminiswcrative Officer to acquire the necessary easement.
Ms, Warner stated that he wished the Council to know that
he and Mr, McClure have worked on it and possibly in the
near future they would be able to obtain the easement.- Mr.

McClure said that he believed the S.D.A. & E. Ry., would be
happy to give an easement.
COUNCILMAN CURRY said he wondered if the Counoil should not
make further effort to open 24th Street, as the people who
have blocked 1t are out of the picture now, and if necessary.
the City should buy this land, Engineer McClure said that he
did not believe the City would be justified in spending money
for this as he believed it would be possible for the City to
obtain a deed for street purpoees,.
RESOLUTION NO. 5151 was read. authorizing the appropriation
of Honey to take care of the necessary bond and permit for
Leroy,Harkey to become a Notary. Moved by Adams', seconded by
Fritz, that the Resolution be adopted. Carried, all Council-
nen present voting aye.
MAYOR MATTHEWS asked that Councilman Curry work with Mr. Harkey
to obtain a deed to open 24th Street.
COUNCILMAN THATCHER said that he would like to see 12th Street
from National Avenue to "B" Avenue improved. Engineer McClure
said that this was authorized before, and he was wondering
whether a curb should be put around each tree or extend the
curb the full lenth of the Street, if the work should be done
by the City'e foroe or under contract, It was agreed that Mn
McClure bring in a recommendation.
MAYOR MATTHEWS asked Mr. Gautereaux to make a study as to how
many cars could be parked in back of the Library, and bring
it a definite recommendation at the next meeting. Also that
the property owners along 12th Street be contacted to see if
they would be willing to pay their share for the oiling of

the streets I; was also suggested that the Planning Commission
see about the purohas±ng of property to be used for parking/
COUNCILMAN ADAMS said that three merchants in the City have
complained that we are buying too much merchandise outside of
the City, and in going over the bills he has noticed this to
be trues Councilman Adams asked if the Purchasing Department
could not make a survey to ascertain just what can be purchased
in National City. He said he realized that when the City was
in need of something they cannot atop a job and wait for
material. Purchasing Agent Harkey stated that if the City
had some sort of a warehouse where the supplies could be
stored they could buy in larger quantities. If a store room
was established, the Purchasing Agent would have time to price
the supplies from local merchants. The essential need right
now is to establish a warehouse. Mayor Matthews requested
Administrative Officer McClure and Purchasing Agent Harkey to
see if they can locate a suitable building to be used as a
warehouse and bring in their recommendation at the next
meeting.
COUNCILMAN CURRY asked that Administrative Officer McClure
oome in at the next meeting with some sort of a recommendation
as to the machinery necessary for striping the streets.
Administrative Officer McClure stated that we have the machine,
but the compressor is too light.
E. H. ALSbORF was present and asked if it is necessary to keep
the four or five bright lights burning all night at the barns
if there is a watchman. He said he thought it was additional
expense to the city. Councilman Fritzsaid he thought it was

good protection as .here are thousands of dollars worth of
equipment stored there at night*.
COUNCILMAN CURRY asked whether or not we have an Ordinance
defining the number of dogs that constitute a kennel, Attorney
Warner said he would have to check the Ordinance,
Moved by Fritz, seconded by Thatcher, that the meeting be
closed. Carried, all Councilmen present voting aye,
