Councilmen present: Adams, Curry, Fritz, Matthews. Councilmen absent: Thatcher. Moved by Fritz, seconded by Curry, that the reading of the minutes of the regular meeting of January 3, 1950, and the adjourned meeting of January 4, 1950, be dispensed with. Carried, all Councilmen present voting aye. ADMINISTRATIVE OFFICIALS present: Alston, McClure, Vansant, Harkey, Gautereaux. RESOLUTION NO. 5124 was read, authorizing the payment of $366.03 from the Capital Outlay Fund as follows: Street Equipment Operation, $72.88, House Connections; Vurgaeon Printing Co., $31.16, Sanitation; Brown -Bevis Equipment Co., $54.88, House Connections; Tube -Equipment & Supply Co., 1203.94, Police & Fire; J. R. Morehouse, 32.58, Memorial Bowl; Squires 1/17 196 Belt Material Co., $ .59, Water Well. Moved by Fritz, seconded by Adams, that the Resolution be adopted. COMMUNICATION FROM CIVIL SERVICE COMMISSION was read, which recommended the approval of the following qualificetiDn for the position of Recreation Leader, to be added to the :3ational City Civil Service Position Classification Plan. RECREATION LEADER Under the supervision of the Park Superintendent and under the direction of the Recreation Director to supervise organized play at the city's recreation centers; to organize groups of children and adults in recreation programs; to direct play activities such as baseball, dramatics, dancing, and arts and crafts; to teach games; to referee games; to issue and account for play equipment; to make reports; and to keep records. MINIMUM STANDARDS AND QUALSFICATIONS Education equivalent to the completion of the twelfth grade; at least one year of experience in the leading of recreation activities; leader of boys scouts, campfire girls, or similar character building groups may be substituted for paid exper- ience; a knowledge of games and play activities for all ages; ability to direct others in play; ability to get along well with a group; a knowledge of the principles of a public recrea- tion program; neat in appearance, healthy, well poised; and a pleasant personality. Moved by Fritz, seconded by Curry, that the classification as recommended be accepted. Carried, all Councilmen present voting aye. 1/17 197 1 COUNCILMAN THATCHER present, REPORT FROM THE PLANNING COMMISSION on the hearing held on application of Joseph Alotta for on sale beer and wine license, was read. A notice of a public hearing held January 10, 1950, was sent out from the Engineers Office to every home within 300 feet of 419 Palm Avenue, It was unanimously agreed that the Planning Commission report the resluts of the hearing to 1 the City Council suggesting that if the license is granted, it be granted to Mr. Alotta personally, making it non -transfer- able. Moved by Curry, seconded by Adams, that the report be accepted. Carried, all Councilmen present voting aye. COUN- CILMAN ADAMS said that in view of the fact that one of tie persona who signed a protest also signed the petit'lr. '. favor it leaves just two valid persons protesting in the -rc' with sixty-three having no objections. COUNCILMAN FRITZ asked if the Board of Equalization can issue a license to one person, making it non -transferable. ADMINISTRATIVE OFFICER McCLURE stated that he had talked with Chief of Police Bates who in- formed him that under certain conditions that can be done. Mr. McClure said that Chief Bates has changed his recommendation in regard to a license being granted Mr. Alotta, and that if it could be referred back to him he would be in favor of allowing it. COUNCILMAN THATCHER asked if the Chief had made a report on it and Mr. McClure said that he had not. Moved by Adams, seconded by Curry, that Mr. Alotta be granted his license contingent on the subsequent approval of Chief of Police Bates. Carried, all Councilmen present voting aye. REPORT FROM PLANNING COMMISSION was read. At,the meeting of the Planning Commission held January 10, 1950, a Record of 198 Survey Map on the Easterly one-half of Westerly one-half of Easterly one-half of Southerly one-half of 20 Acre Lot 4, Quarter Section 132, Rancho de la Nacion, was studied and discussed, The Planning Commission recommended that this Record of Survey Map be accepted. C. H. IRELAND was present and stated that this Record of Survey Map is another Map entirely from the Survey Map presented previously. Mr. Ireland stated that 16th Street now has sidewalk and curbs and a por- tion of 15th Street has been oiled. Mr, Ireland said he be- lieved that the Council had nothing set up that they are going to require, so that all he could do was to bring it ` - 1ecord of Survey Map and find out, Mr. Ireland stated th^' t '_n land abuts on dedicated streets. MAYOR MATTHEWS asked ENCI!ILEER McCLURE how we are progressing on the new Ordinance which will require street improvemertm, and Mr. McClure said it was pretty well set up. MAYOR MATTHEWS asked what could be done in order to get something in the record that sidewalks and streets are required. COUNCILMAN FRITZ stated that he thought that the last map Mr. Ireland brought in the Council was justified in accepting, as Mr. Ireland had not been informed of any require- ments. Moved by Fritz, seconded by Thatcher, that we accept this man if the owner puts in the minimum requirements such as curbs and piling of streets. Carried, all Councilmen present voting aye. LETTER FROM R. S. GORDON & COMPANY in reference to release of Continental Cesualty Company, was presented, A draft =n the amount of 427,44 was attached in settlement of all claims arising out of accident at or near Division Street and Gladiola Drive, National City, 1/17 199 RESOLUTION MO. 5125 was read, authorizing Mayor Matthews to sign a realease for settlement of all claims ag"ainst,the Dairy Mart Farms arising out of an accident at or near Division and Gladiola Drive, National City. Mooed by Curry, seconded by Fritz, that the Resolution be adopted„ Carried, all Coun- cilmen present voting ayes COMMUNICATION FROM FIRST CHRISTIAN SPIRITUALIST CHL3G.:, was read. The letter states that they would like the Council to grant them permission to use the Community Building without charge on either March 3rd or 4th to put on an entertainment show. COUNCILMAN FRITZ stated that we have had these requests practically ever since we started the Recreation Building and it has been the plicy not to grant any free permits. It costs 42.50 per night for the custodian plus,the cost of the utilities. Councilman Fritz said that there are a lot of worthy organiza- tions and if we permit one organization free use of the building we will break down the barriers and it will be difficult to know which is worthy, and he did not believe anybody has had free use of the building, MAYOR MATTHEWS asked what the charge was for the use of the Building and MR. HARKEY stated t:lat there is a minimum charge of $7,50 for from 1 nereon to 100, and from 100 to 200 it is 115.00 per evening. Moved by.Adams, seconded by Fritz, that the request be denied. Carried, all Councilmen present voting aye. REQUEST OF JOHN E. GOENE'RETT for disabled veterans free peddling license, was read, Moved by Uurry, seconded by Thatcher, that the request be referred to the Chief of Police and City Attorney for checking. Carried. all Councilmen present voting aye REQUEST OF FRANK BRUNO for renewal of disabled veterans free 1/17 200 business,licenae, was read. Moved by Curry, seconded by Thatcher, that the request be referred to the City Attorney and the Chief of Police for checking. Carried. all Council- men present voting aye, MAYOR MATTHEWS announced that it was 8;00 P.M. o'clock and a hearing would be held relative to the closing of a portion of IV Avenue between 18th and 24th Streets. MRS. ANNA E. GEHRING, 1827 "K" Avenue was present and protected against the closing. ARTHUR EDDY, 1132 E•. 20th Street, was present and favored the cloasinga MRS. VAZQUEZ, 1805 "K" Avenue, was present and,protested the closing. Moved by Adams, seconded by Thatcher, that the matter be referred back to•the. planning Commission and the people that made their protests check to find out when the matter is going to be re -discussed. Carried, all Councilmen present voting aye. COMMUNICATION FROM CIVIL SERVICE COMMISSION regarding residence within the City on future examinations, was read. The letter stated that the following changes should be made in accordance with rule 13.2, 13.3 and 13.4 of the Civil Service Rules. (a) There should not be any residence requirement to take the examinations. However, a rule should be established which would provide that any National City Employee who, 6 months after attaining his permanent Civil Service status, has'not established permanent residence within the City of National City, has established a prima facie cause for dismissal. (b) Any Civil Service Employee who is not a resident of National City at the time this rule is adopted Shall heve a period of one year in which to establish residence within the City. Failure to do so shall establish prima facie cause for dismissal. 1/17 201 (c) The members of this Commission agree that preference, as a matter of departmental policy, should be given to residents of National City. This preference, however, could be given to one of the three eligibles certified for each job opening. Failure of any National City resident to attain this status would indioate that other qualified persona should be given an opportunity to become a resident. All members of this Civil Service Commission recommend that the National City Council amend the -Civil Service Rules in accordance with Section (a) and (b) of this letter. A letter from the Employees' Associa- tion was read which stated that they would like to go on record as being in favor of all future applicants ",:• :5ty positions being residents of the City of National Ci`,•, six months after their permanent appointment. Regarding the matter of present employees the Association makes no recommendation and would like to leave the matter to the Civil Service Com- mission. Moved by Fritz, seconded by Thatcher, that the recommendations as set up by the Civil Service Commission. be accepted. COUNCILMAN ADAMS said he thought the recommenda- tions of the Civil Service Commission do not do a thing; if a person qualifiee for the position there is nothing to stop them from being appointed. He said he did not think the National City Employees' Association should make a recommendation., Councilman Adams said he thought it was very unfair because we have in National City two or three thousand people ito are out of work and some sort of preference to City rest' "te should be written in the Ordinance. ED. IN1A_LLS, G�_'irnan of the Civil Service Commission was present and stated he would be glad to make a comment. He stated that the Civil Service Commission is desirous of doing two things; first to 1/17 202 allow the people to get a good bargain; the City Council could give preference to residents by selecting one of the top three. Mr. Ingalls said it was very clearly the feeling of the Civil Service Commission if no National City employee is qualified we would have to go outside. He stated that we can go to San Diego and take an examination, but they require that the employee establish residence in San Diego six months after attaining his Civil Service status. COUNCILMAN ADAMS said he would go along with this if the department heads have to give preference to National City residents. Mr. Ingalls said that is beyond the prerogative of the Civil Service Commission. COUNCILMAN FRITZ stated that it has b^ar `,'-e policy of the Council in the past several years to : prefer- ence to,a National City man. COUNCILMAN ADAMS said that was correct, the point he is making is that this be put in law, so that if somebody in the future tries to "monkey" with it it cannot be changed. COUNCILMAN FRITZ said we set up the qualifications of Recreation Leader. COUNCILMAN ADAMS said we could have an escape clause in it. MAYOR MATTHEWS said we definitely have in the past tried to give preference to National City residents. COUNCILMAN ADAMS said he would vote for the motion if it is mandatory that preference be given to National City residents. He said he would like to see this changed and Mr. Ingalls said that it will be re -written. He said that the Council passes on every appointment, whereas the Department Head just makes the recommendation. MAYC- .zTTHEWS said that he has no objection to making it,rn ndator;r that a National City resident be given preference, and at the same time give enough latitude if the National City people are not forthcoming. Carried, all Councilmen present voting aye. 1/17 g03 COMMUNICATION FROM NATIONAL CITY CHAMBER OF, COMMERCE with ref- erence to funds for the Maytime Band Review, was read. The letter states that in order to stage an even larger Band Review than last year the Chamber of Commerce is requesting financial help on this From the City of National City. The total amount needed is $4,000.00 and they are asking National City for $3,000.00. COUNCILMAN ADAMS said he would like to state that this is one contribution to the Chamber of Commerce that he would like to vote for. He said he talked with Mr. Dyster a few weeks ago regarding the Band Review, and they are expecting this to be quite spectacular. Councilman Adams said he wondered if it would be possible to have it televised over BFMB. RESOLUTION NO. 5126 was read, authorizing the payment of 83,000.00 to the Chamber of Commerce for the Maytime Band Review, thus amending the Agreement between the City of National City and the Chamber of.Commerce, so that the Chamber of Commerce may receive $5,40.0,00 instead of $4,800.00 for the fiscal year starting July 1, 1949.and ending June 30, 1950, Moved by Adams, seconded by Fritz, that the Resolution be adopted. Carried, all Councilmen present voting aye. LETTER FROM U. S. ARMY RECRUITING SERVICE with reference to location of camden sign, was read. The letter states that written permission must be granted by the City for the place- ment of a Camden sign. Moved by Curry, seconded by Adams, that this be referred to the City Attorney. Carried, all Councilmen present voting aye. RESIGNATION OF CHARLES E. GUNTER, Maintenance Man in the Street Department, was read. The resignation was accepted by 1/17 204 Superintendent of Streets Finnerty, effective January 16, 1950. Moved by Adams, seconded by Fritz, that the resignation be accepted. Carried, all Councilmen present voting aye. APPLICATION of JennIl jie zrner to move a building from 1814 Main Street, :San"Diega.-to Lots 16, 17, 18, 19 and 20 in Block 1 of 10 Acre Lot 5, QuatkiSection,153, was read. Application was approved by,,;Jemestn ,'93rd, Building Inspector. COMMUNICATION FROM CHIEF OF POLICE.BA4`ES regarding trans- fer of Johnnie's Card Room license, was read. The letter states that after investigation into the character of Mr, Lee Morgan, he recommends that the card room license of Johnnie's Card Room, located at 736 National Avenue, be transferred from, John Hasley and associates to Lee Morgan. Moved by Curry, seconded by Adams, that the transfer be made. Carried, all Councilmen present voting aye. RESOLUTION NO. 5127 was read, authorizing the deduction of Assessment #3239 from the Current Roll, which covers the Ni of Lot 20, Block 6 of Home Crest "A° in Quarter Section 128. This assessment was properly included in Assessment 028464 The duplication amounts to $25.58 for tax and $1.02 penalty. Moved by Adams,,seconded by Fritz, tint t:_e Resolu- tion be adopted. Carried, all Councilmen present voting aye. COMMUNICATION FROM PURCHASING AGENT HARKEY was read with 1/17 205 reference to the agreement with the Signal 0i1 Company. Under this agreement the Signal 011 Company is to furnish the City of National City with Signal Ethyl Gasoline at $.19 per gallon, and Signal Regular Gasoline at $.18 per gallon from January 1, 1950 to March 7, 1950. This agreement will temporarily replace an existing contract with the Macmillan 011 Company, which has closed its National City branch office. The Mac- millan Company made arrangements with the Signal 0i1 Company to provide us with gasoline e.t the same price for the balance of their contract Which ends March 7, 1950. PURCHASING AGENT HARKEY recommended that this agreement be accepted and signed; and that permission be granted to advertise for bids for the year March 7, 1950 to March 1, 1951. Moved by Fritz, seconded by Thatcher, that the Purchasing Agent be authorized to advertise for bids for gasoline for the year March 7, 1950 to March 1, 1951. Carried, all Councilmen present voting aye,. RESOLUTION NO. 5128 was read, authorizing Mayor Matthews to sign the agreement with the Signal 0i1 Company to furnish the City of National City with gasoline from January 1, 1950 to March 7, 1950, thereby temporarily replacing the existing contract with the, Macmillan 011 Company. Moved by Fritz, seconded,by Adams, that the.Resolution be adopted. Carried, all Councilmen present voting ay&. APVLICATION FOR ALCOHOLIC BEVERAGE LICENSE for off sale beer and wine by Victor C. Cardiel, Jr. & Richard C. Dacheff, 1539 E. 8th Street, was read Application was approved by Chief of Police Bates. RESOLUTION NO. 5130 was read, authorizing the City Clerk to protest County Tax Sale #5428 on Lots 3 to 9 inclusive in Block 139'of National City. Moved by Adams, seconded by Thatcher, that the Resolution be adopted. Carried, all Coun- cilmen present voting aye. MR. ARTHUR EDDY said some more of the people interested in the closing of a portion of "IC" Avenue are now present and that it appears that all except the two ladies favor the closing. Mr. Eddy asked if it would be possible to hear from these other people who are now present. MAYOR MATTHEWS said that It would be agreeable. MR. E. H. ALSDORF, 2105 ''J" Avenue, and JOHN LANDERS, 2205 "J" Avenue, were present and favored the closing. MRS. GEHRING, 1827 "K" Avenue and MRS, VAZQUEZ, 1805 "K" Avenue. said they would like that block left an 80 foot street and the City could go ahead and close the rest of it. ENGINEER McCLURE explained that it would leave a 48 foot travelway for that particular end of the street and the rest would be reduced to a 40 foot travelway, Highland Avenue South of 24th Street is a 40 Foot travelway, It is the Engineer's recommendation 1/17 207 that a portion of "K" Avenue from 18th to 24th Street be closed. COUNCILMAN ADAMS said as far as the majority rules thirty percent of the property owners can come in and tie up the improvement. Most of the objectors here are concentrated in this one block; that block could be left as is, or if the property owners on the West aide wanted their portion closed the East side could be left open. CITY CLERK ALSTON stated that if they were thinking about leaving one block open it would be necessary to check and see if this could legally be done as the Ordinance called.for the six blocks. Moved by Fritz, seconded by Thatcher, that the motion made to have this matter referred back to the Planning Commission be,rescinded. Carried, by the following vote to -wit: Ayes: Fritz, Thatcher, Matthews. Nays: Adams, Curry. RESOLUTION NO. 5131 was read, closing a portion of "K" Avenue between 18th and 24th Streets. Moved by Fritz, seconded by Thatcher, that the Resolution be adopted. Carried, by the following vote to -wit: Ayes: Fritz, Thatcher, Matthews. Nays: Adams, Curry. R. L. JENSEN, 41 E. 2nd Street, was present and criticized the Council's action on the Closing of "K" Avenue. HkRVEY W. GILLESPIE was present, and commended the Council in their action on the Closing of "K" Avenue. COUNCILMAN CURRY said he voted against the Closing as the motion was made that it be held over until the next meeting, that he stated was his main reason for voting against it. COUNCILMAN ADAMS said that the Council to watch is the one who never has a divided vote. MR. LOUCKS was present and 1/17 208 criticized the Council in Closing streets. MA, HARVEY was present and said that there has been quite a discussion and he would like to see the Council draw up an Ordinance in the near future which states how many people must sign for or against an improvement, thereby giving the people of National City a law to go by. COUNCILMAN ADAMS said that all of this comes under the State Code, MR. HARVEY said that he would suggest then that we have copies of the State Code available for the use of the publio so they have something to work with, CITY ENGINEER MCCLURE said that he had tentative plans ready for the housing of equipment over at the City Garage, but that he thought the plans should be laid over for some study; that either a committee of the Council or the Planning Com- mission should make a study and recommendations of the entire block, looking,to the future development of this entire area. Moved by Adams,,seoonded by Fritz, that this be given further study. Carried, all Councilmen present voting aye. RESOLUTION NO. 3132 was read authorizing the re -appointment of Fred C, Peterman and John W. Gardner as members of the Planning Commission, for a term of four years, effective January 21, 1950. Moved by Curry, seconded by Fritz, that the Resolution be adopted. Carried, all Councilmen present voting aye. MR. INGALLS was present and stated that the Civil Service Commission unanimously decided that they would like to see the Sanitation,Department bracketed into Civil Service. Moved by Adams, seconded by Thatcher, that the matter be refer- red to the City Attorney. Carried, all Councilmen present 1/17 209 voting aye. COMMUNICATION FROM SAN DIEG0 PUBLIC SAFETY COMMITTEE was read. The letter states that the San Diego Public Safety Committee unanimously adopted a Resolution which was forwarded to Clifford E. Peterson, Commissioner, Highway -Patrol, State of California, Sacramento, requesting hie consideration of augumenting the State Highway Patrol in San Diego County to a sufficient strength to carry out the duties imposed upon it and to maintain that strength in parity with other Counties in the State. The State Highway Patrol Squard in San Diego in 1942 consisted of 41 Patrolmen working forty-eight hours each week. At the present time there are thirty State Highway Patrolmen on forty -hour shifts per week. In that period of time, between 1942 and this date, our population, our regis- tration and the demands upon our highways and streets have consietehtly increased. The letter asks our consideration of a Supporting Resolution which they consider vital and of deep concern. RESOLVTICN NO. 5133 was read stating the desire of the Council of the City of National City to augument the State Highway Patrol in San Diego County. Moved by Fritz, seconded by Adams, that the Resolution be adopted. Carried, all Councilmen pres- ent voting aye. LETTER FROM J. R. TOWNSEND CO.., INC., was read. The letter /take that the Council consider their request of having a portion of the curb in front of their showroom at llth and National Avenue painted out as a "No Parking" area or "Loading Zone" or a "15-minute parking" area so that it will be possible 1/17 210 to move their cars from the showroom floor; as occasion.. ally people park their cars in front of the door and it is impossible for them to move their cars. ADMINISTRATIVE OFFICER MoCLVBE stated that he thought some study should be made of this and recommended that it be referred to the Traffic Committee. Moved by Curry, seconded by Thatcher, that ADMIN- ISTRATIVE OFFICER McCL'JRE's recommendationte approved. Carried, all Councilmen present voting aye. ADMINISTRATIVE OFFICER McCLURE stated that he had received an acknowledgment from the "Western City" stating they will be very glad to publish the announcement that the City of National City invitee appllcr.tions for the position of administrative officer. This will appear in their February issue. Mr. McClure stated that he had received one application and would like to suggest that it be considered,after we have the bulk of applications„ Moved by Adams, seconded by Fritz, that the application be laid over until a future date. Carried, all Councilmen present voting aye. REIDORT FROM B. J. GAUTEREAUX, PARK SUPERINTENDENT, was read. The report states that the "National City" sigr. over National Avenue has been repainted and checked by the Electrical Products Company. Mr, Gautereaux stated that he inspected the poles below he surface, and find them to be in good condition at present, The Shuffleboard Club Building has beoome dangerous due to dry rot on the south side. Mr. Gautereaux stated that this needs immediate attention, and as this is set up in the outlay budget he would like permission to make this repair at an acprcximate coot of '4170.00. The tentative report on the pool plant and piping is as follows: The vacuum suction lines 211 are of standard malable steel pipe and are completely worn out. Cost to replace same, materials only, 1411.50; five lf:" outlets on scum gutter linen to be temporarily repaired, and one pump suction line through pool wall to be replaced. This work to be done by the plumbing mechanic with the c5.ty furnishing the common labor. Estimate by National City plumbing contractor - material and labor 175,00: estimate to temporarily repair filters attached 1225.00; miscellaneous pipe fittings and pertinent items 122.00; oernnt and concrete for patching and walk repair 135,00; total cost estimate for temporary repairs 1405.50. RESOLUTION NO. 5134 was read, authorizing Park Superintendent Gautereaux to make the repairs on the Shuffleboard Club Building and the temporary repairs cn the pool plant, as specified in his report, Moved by Fritz, seconded by Curry, that the Resolution be adopted. Carried, all Councilmen pres- ent voting aye. REPORT ON THE COMPLETION OF THE WATER WELL, was read. The 12" well was started in September 1949, completed, tested and capped January 5, 1950. The well was drilled to a total depth of 795,feet, the bottom being sealed with rook and concrete 7 feet, leaving thc, total depth of 788 feet. LETTER FROM DIVISION OF HIGHWAYS was read, in which was en- closed for the City of National City'e files, in connection with the freeway now under construction in National City, between 14th Street and the south city limits, the following documents: Counterpart of the Agreement between the San Diego, Arizona and Eastern Railway Company and the City of. National City, copy of National City's Resolution No. 5062, and a fully executed counterpart of the Agreement between the San Diego, Arizona and Eastern Railway Company, the City of National City and the State of California, and Resolution No. 5063. ATTCRNEY WARNER stated that at the meeting of January 4, 1950, the matter of the Eridgo petition was referred to him, and in order to bring it up to date he said that the petition was 1/17 213 originally signed by 484 qualified electors and after the writ of mandamus was filed the affidavit of compliance contained the signatures of 996 qualified electors. Attorney Warner said that there were two ways of handling this, either repeal the ordinance, if not repealed 1t must go on the ballot at the next regular election, or hold a special election. RESOLUTION NO. 5136 was read, authorizing the City Attorney to draw up the necessary legal document to put °Bridgo° on the ballot at the regular election in April. Moved by Thatcher, seconded by Adams, that the Resolution be adopted. Carried, all Councilmen present voting aye. RESOLUTION NO. 5137 was read, rescinding Resolution No. 5123, and authorizing the appointment of Verne 0. Warner as City Attorney, effective January 4, 1950, salary to be 1200.00 per month retainer fee and extra money for special work. Moved by Adams,seconded by Fritz, that the Resolution be adopted. Carried, all Councilmen present voting aye. ENGINEER McCLURE stated that in regard to the idea of Mr. Harvey's that we have the information concerning improving of streets, etc.; the oiling of the streets is requested by the property owner, they buy the oil and the Street Department does the work. If sidewalks and curbs are desired they may supply their own contractor, or it may be done under the 1911 Act which calla for bids, and Engineer McClure stated that he believed everyone in his office is familiar with this procedure. If the property owner wants to put in his own sidewalk and curb, the policy of the City is to set their grade stakes for them, and establish their grades. COUNCILMAN ADAMS asked Mr. McClure if he had an Assistant Engineer. Mr. McClure '1/17 214 stated that he borrows a man from the Street Department when needed. Mr. McClure said that he could use an assistant, and COUNCILMAN ADAMS said that he thought he should have some additional help. COUNCILMAN FRITZ said he believed that Engineer MoClure has had authorization to hire additional help if necessary. Mr. McClure said that he would like an expression from the Council as to what they would like in the way of establishing grades on "A" Avenue between 20th and 22nd Streets. Mr. McClure said that he is working on the Ordinance which changes the travelway from 40 feet to 48 feet. COUNCILMAN CURRY asked whether the streets are in ehapenow to go ahead' with the oiling program we started last year. Engineer McClure said that the Street Department is working on that weather every day that/will permit. There is enough work waiting for the Street Department that would take every day for a year. COUNCILMAN ADAMS stated that two or three weeks ago he talked with Mr. Dyster and he informed Councilman Adams that he had never received the information he requested from the City regarding our tidelands. This was a promotion scheme to work with the Chamber of Commerce and they needed certain infor- mation relative to utilities. Councilman Adams said that he was very surprised to find that they had been unable to get the information and he wished that the Administrative Officer would check on it. COUNCILMAN FRITZ stated that he would like to see the salary set up of the Councilmen that they receive $10.00 a meeting with not over four meetings a month. If they received $50.00 a c.)_^.th a Councilman could attend six council meetings a year anti for that he would be paid $100.00 a meeting. Councilman Fritz 1/17 215 said that he would like to have the Council reconsider it, as it will soon be going on the ballot. COUNCILMAN ADAMS said that this way a Councilman would receive an increase from $10.00 to 220,00 a month, usually there are only two meetings a month. COUNCILMAN FRITZ said that we have been having on the average of three meetings a month; and according to the minutes of December 20, 1949 that a Councilman receive $50.00 per month or receive nothing, you cannot put an alternate on the ballot. MAYOR MATTHEWS asked how this could be worked out, COUNCILMAN ADAM$ stated that he thought a Councilman should get paid enough to take care of his expenses, the idea that public officials are to work free is foolish as a poor man could not afford to do that. MAYOR MATTHEWS asked Attorney Warner if he cannot put on the ballot "that a Coun- cilman's pay shall be ` 50.00per month, or that it shall be nothing". Attorney Warner said that he can put it on but that we might run into quite a legal problem, COUNCILMAN P'RITZ stated that it was not so much the amount as it is the way it is set up. MAYOR MATTHEWS said that he was sure open to argument. Attorney Warner said that these matters should be prepared and realty for final adoption by the second meeting in February. MR. THOMPSON said that National City used to be a °one-horse' town but now National City is getting to be a "big Business", and he thought that $50.00 a month for the Councilmen should be a minimum. MR. JENSEN stated that the average Iran that runs for Council knows that he is going to be before the public, and it would be childish to say if you •don't go to a meeting you will not get paid, we should not try to control the lives of the Councilmen. 1/1y 216 COUNCILMAN FRITZ stated that he believed there are two more things that should go on the ballot; oasis parking metere; and if the golf course does not pass, should we, sell some of the land? Moved by Adams, seconded by Thatcher, that the Attorney be instructJd to draw up the necessary legal docu- ment to nut "perking meters" on the ballot. Carried, all Councilmen present voting aye. MAYOR MATTHEWS said be thought the question of selling some of the land where the proposed golf course is located should be left up to the in- coming Council. COUNCILMAN ADAMS said that he was inclined to agree with Mayor Matthews. He also stated that he thought we should attempt to lease the well immediately. COUNCILMAN FRITZ stated that he would like to make a motion that all departments except the uniformed ones go on a forty hour week. MAYOR MATTHEWS asked if this could not be referred to the Civil Service Commission. COUNCILMAN FRITZ said that he thought it is up to the Council to make the decision. COUNCILMAN ADAMS said that he agreed with Councilman Fritz; the City should have a forty hour week. PURCHASING AGENT HARXEY said that the Employees' Committee had asked sometime ago that the miscellaneous employees go on a forty hour week and uniformed employees be granted a raise to compensate for the forty-eight hours. MR. INGALLS said that the Civil Service Commission has been asked about that officially and unofficially for the last four years. ENGINEER McCLURE said that there is a skeleton crew always available on the Street Department; and in the Engineer's Office 4e would like someone there on Satu-clays to answer questions, as there are so many people doing their own work on their hones who come in for information. 1/17 217 RESOLUTION NO, 5138 was read, authorizing a forty hour week to the employeee of Netipnal City with the exception of the uniformed depctmen`s.
